- Background about Oxfam in Uganda
Oxfam is a global movement for change that empowers people to create a secure future, just and free from poverty. We believe that everyone has a right to safety, security, a livelihood, and a say in decisions that affect them. In Uganda, our Vision is to see Uganda free of inequality and Injustice: A society where people, particularly women and young people, claim and exercise their rights and responsibilities and influence decisions that affect their lives. Our work is guided by the Country Strategic Framework (CSF) (2021-2030), organized around four themes: Governance and Accountability, Resilient Livelihoods, Humanitarian preparedness and response and Gender Justice and Women's Rights. All the themes work towards influencing policy and practice, youth and women empowerment, inclusive participation in decision-making at various levels, and capacity strengthening of national and local actors.
2. Information about the Project
The ‘Resilience, Inclusiveness, Stability and Empowerment of Communities in Karamoja (RISE-K)’ is a 5-year (2023-2027) project funded by Irish Aid. The project is being implemented in Moroto,
Amudat and Nakapiripirit districts of Karamoja sub-region in Uganda. The project implemented by Oxfam through ICSP will directly reach 37,970 women, youth and other vulnerable people from
mining and pastoralist communities who are living under extreme poverty and facing severe labor rights violations. Oxfam is working with Resource Rights Africa (RRA), National Association of Women of Uganda (NAWOU), CARITAS Moroto Diocese, and The Uganda Apiculture Development
Organization (TUNADO) to deliver interventions focusing on governance and accountability for
effective service delivery, promotion of women’s rights, enhanced local capacity for effective people centered, climate and conflict -sensitive, gender-responsive and inclusive disaster preparedness and response and improved income and food security.
After setting up and reinstating school governance structures in selected schools in Nakapiripirit, Amudat and Moroto, the project has embarked on the next phase of strengthening the capacity of these structures. The multi-risk school assessment tool kit is one of the tools to be used for this purpose. It will enable school governance structures map our risk associated factors around the learners’ environment and then take the necessary measures through mapped out structures and resources to mitigate these risks.
This task is aligned to impact area 2 of the project under the building block “Strengthening or establishing community-based mechanisms that support the protection of rights of children, women and youth”
3. Purpose and Objectives of the Assignment

To design a multi risk school assessment tool kit and train school management committees on how to use the toolkit. The designed multi- risk school assessment toolkit is to enable school governance bodies and Oxfam education program broadly, children and communities to comprehensively understand risks in a child’s environment and devise measures to avert them.

c. Time scope
Between 20th November 2025 – 18th December 2025. This is the timeframe for both developing the toolkit and training the school governance structures.
5. Study Methodology
The consultant is expected to articulate the toolkit design plan and provide detail plan for training the school governance structures. The methods should be sensitive to the target audience. The multi risk school assessment toolkit should be easily adaptable to other school context beyond the Karamoja sub-region.

7. Timeframe and estimated working days
The assignment will be undertaken from 20th November to 18th December lasting a total of 28 working days from the date of signing the contract.

8. Qualification and experience of the consultant/team
The consultancy should have:
- Postgraduate or master’s degree in education management and planning, Education in Emergencies, or an Education related field.
- Proven expertise in Child or community-led action planning.
- Strong analytical skills and familiarity with qualitative and quantitative research methodologies.
- At least 5 years of experience in conducting qualitative research in similar contexts.
- Experience of Implementing a Child-Centered Multi-Risk Assessment for fragile contexts preferably in Karamoja Sub-Region.
- Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
- Knowledge of Disaster risks and child protection risks.
- Strong report-writing skills.
- Neutral, non-judgmental facilitation skills that can foster constructive conversations around sensitive subjects amongst diverse stakeholders.
- Experience in using participatory and engaging workshop facilitation methodologies (strongly preferred).
- Strong English language skills required, other local languages an asset. Arabic is an added advantage.
9. Proposal study Criteria
The technical proposal will be evaluated based on the Quality Cost-Based Selection (QCBS) Criteria:
- The individual general reliability as well as experience and capacity in the carrying out the assignment (30%).
- The approach in responding to the TOR and detailed work Oxfam in Uganda (45%).
- The qualifications and competencies of the proposed personnel for the assignment (25%).
Proposals obtaining more than 70% of the technical points will be considered technically suitable and qualify for financial assessment.
10. Supervision/management of the assignment
The consultancy will be supervised by the Transformative Education Coordinator.
Consultant Responsibilities
The consultant should work closely with the project team to accomplish the following tasks.
- Prepare and inception report
- Share draft Multi risk assessment tool for review
- Address all comments after review of the draft report.
- Train school governance structures under the project in Karamoja
- The consultant will adhere to Oxfam policies and protocols of “Do no harm,” child protection and acquiring informed consent.
- The consultant will sign the Oxfam external code of conduct.
- The consultant will present his / her subjects with dignity.
- The consultant will be expected to bring creativity.
- Adhere to Oxfam's safeguarding policies and ethical guidelines
- Ensure timely delivery of all outputs
- Engage meaningfully with communities throughout the process
11. Payment
The consultant will be paid 40% upon approval of the inception report and 60% upon submission and approval of final product and any agreed upon products of the study. The technical fees will be subjected to 6% withholding Tax.
12. Submission of Technical and Financial Proposal:

The application package should also include:
- A list of three references that can attest to their expertise as it relates to this assignment and /or Copies of similar evaluation reports conducted by the applicant where possible and or a recommendation letter from an NGO’s who the consultant has worked with before.
- Confirmation of availability for assessment period and ability to travel to project location.
