1. Background about Oxfam in Uganda
Oxfam is a global movement for change that empowers people to create a secure future, just and free from poverty. We believe that everyone has a right to safety, security, a livelihood, and a say in decisions that affect them. In Uganda, our Vision is to see Uganda free of inequality and Injustice: A society where people, particularly women and young people, claim and exercise their rights and responsibilities and influence decisions that affect their lives. Our work is guided by the Country Strategic Framework (CSF) (2021-2030), organized around four themes: Governance and Accountability, Resilient Livelihoods, Humanitarian preparedness and response and Gender Justice and Women's Rights. All the themes work towards influencing policy and practice, youth and women empowerment, inclusive participation in decision-making at various levels, and capacity strengthening of national and local actors.
2. Information about the Project
Oxfam with funding from European Union Trust Fund (EUTF) has been implementing a project titled “Strengthening Resilience through enhanced Local Disaster Risk Management Capacities” in Isingiro and Kyegegwa districts. The overall objective of the action is to reduce the potential negative environmental and socio-economic impact on local systems of the current and future displacements in Southwest Uganda. Specifically, this project has been working to strengthen local preparedness and resilience of refugees and host communities through improved natural resources management, disaster risk mitigation and early warning systems in the two refugee hosting districts of Kyegegwa and Isingiro. This is being achieved by reducing forest exploitation, restoration, and natural resource management activities. The action also aimed to improve environmental governance through advocacy, environmental education and influencing. Building on ongoing waste to value innovations projects, this action provides sustainable and environmentally friendly energy sources from human faeces to make fuel briquettes and biogas generation. Capacity building of local actors and district staff will lead to improved planning, awareness and adjusted plans incorporating disaster risk mechanisms resulting into sustainable program. Oxfam has been working with the ongoing Care-funded DRR intervention in Kyangwali, whilst strengthening its disaster preparedness for a potential response to a new refugee influx or epidemic. The action has also considered the WASH interventions that DG-ECHO funded to Oxfam targeting both intervention areas of Kyegegwa and Isingiro. Oxfam as the lead agency has implemented this Action with two local partners as Co-Applicants: Civil Society Budget Advocacy Group (CSBAG) and Joint Efforts to Save the Environment (JESE). Oxfam being the WASH Consortium lead for ECHO and UNHCR IP for WASH respectively, the actions were built on the ongoing ECHO and UNHCR WASH and Environment actions with protection and gender mainstreamed. The project has two outcomes: • Natural Resources and environment sustainably and inclusively managed and protected in Isingiro and Kyegegwa Districts thus promoting social cohesion between host population and refugees • Capacities for early warning, preparedness and longer-term planning for displacement improved for refugees and host communities in Isingiro and Kyegegwa districts.
The following results are expected from the project:
- Water resources rehabilitated, and community members trained
- Environmental protection and management promoted through community sensitization
- Sustainable land use management plans developed, and environmental restoration activities undertaken through rehabilitation, afforestation and sustainable management
- Environmentally friendly energy conservation techniques promoted
- Local early warning measures of the major predetermined disasters adopted in line with the Kyegegwa and Isingiro Contingency Plans developed
- Social cohesion and Peaceful coexistence initiatives promoted between the refugees and host communities
- Targeted technical assistance is coordinated and advocated to concerned authorities at different level towards improving the legal framework for a more efficient GoU-led Disaster Risk Management in the country and a significant improvement on Disaster Risk Financing
3. Purpose and Objectives of the study
a) Purpose of the study
Oxfam is undertaking an end of project evaluation of the project, “Strengthening Resilience through enhanced Local Disaster Risk Management Capacities”. The purpose of the evaluation is to assess the extent to which the support and services provided by European Union Trust Fund (EUTF) project were relevant, effective, efficient, and sustainable in meeting the needs of project participants/beneficiaries and/or outcomes of the project
b) Objectives of the study
- To examine the extent to which the project objectives/targets have been achieved.
- Assess how the project contributed to the impact including key enabling and/or constraining factors that led to project achievements.
- To generate relevant comparative statistics from the baseline, project reports, and end line data/information on key project indicators to facilitate eventual measurement of progress and extent of contribution made by the project to lives of refugees and host communities.
- Evaluate relevance, coherence, effectiveness, efficiency, impact and sustainability of the project amidst the changing context and eventual closure of the project.
- To generate lessons learned, best practices, as well as draw recommendations to guide future similar interventions
4. Scope of Work
Oxfam is seeking to hire a consultant to carry out an end of project evaluation for the Project that was implemented in Southwest region of Uganda. The study covers the period since start of the project in November 2020 up to the end of April 2023 at the time of the evaluation. The study will focus particularly on the target refugees and host communities in Kyegegwa and Isingiro Districts. Five (5) key stakeholders will be targeted with the proposed activities as listed below;
- District Local Governments hosting refugees of Kyegegwa and Nakivale plus their respective DDMCs
- Local government leadership at hosting Sub Counties including their LCs and RWC
- Implementing partners. Civil Society Budget Advocacy Group (CSBAG) and Joint Effort to Save the Environment (JESE)
- Refugees and host Community in the two districts Isingiro and Kyegegwa
- OPM/ UNHCR officials
5. Study Methodology
This section should describe how the assignment will be conducted. Make suggestions on the potential research design and approaches to apply and include justification for the study design.
The study methods you prefer should be sensitive to the target population (unit of analysis), and robust enough to provide adequate responses to the stated study questions/research hypotheses. Overall, the methodology section should cover details of study design and approaches, sampling, sample size determination, data collection methods/instruments, data analysis techniques, plan for dissemination of study findings and a statement on quality assurance and ethical considerations during the study
The section should focus on how the study will be conducted. The expected approach should be described in enough detail to ensure that the study can easily be replicated by any other researcher in case of need.
6. Study Outputs/Deliverables
The following are the key deliverables for the survey;
-Inception report that details the following:
- Detailed framework/design and implementation plan agreed with the Oxfam Country/field Office.
- Designed data collection tools
- Provide a detailed sampling framework
-A draft Evaluation report
-Power point presentation of findings to an Oxfam project team
- Final Evaluation report (The report should have the following specifications; standard cover sheet, table of content; executive summary; background, description of objectives, methods and limitations; study findings, conclusions and recommendations.
- Three hard copies of the final report and a soft copy to Oxfam office report
7. Timeframe and estimated working days
The assignment will be undertaken from 1st June 2023 to 12th July 2023, lasting a total of 30 working days from the date of signing the contract.

8. Qualification and experience of the consultant/team
The consultant (s) or consultancy team will be selected based on the following criteria:
- The consulting team should have a mix of requisite academic qualifications for the study
- Understanding of the assignment and quality of the expression of interest and work plan.
- Proposed budget.

Demonstrable expertise on natural resource management, disaster risk reduction, especially in south west region of Uganda.
-
Track record in developing and conducting various types of evaluation and baseline studies including qualitative and quantitative data collection and (statistical) data analysis.

Experience in managing and coordinating evaluation / research exercises, delivering agreed outputs on time and on budget.

Experience in data collection and analysis using participatory methodologies.

Excellent and demonstrated understanding of ethical issues in research.
-
Ability to work with communities in relevant local languages would be an advantage.
The consultant is expected to demonstrate excellent communication skills (verbal and in writing) in English.
9. Proposal study Criteria
The technical proposal will be evaluated based on the Quality Cost-Based Selection (QCBS) Criteria:
a. The individual general reliability as well as experience and capacity in the carrying out the assignment (25%).
b. The approach in responding to the TOR and detailed work -Oxfam in Uganda (50%).
c. The qualifications and competencies of the proposed personnel for the assignment (25%).
Proposals obtaining more than 70% of the technical points will be considered technically suitable and qualify for financial assessment.
10.Supervision/management of the assignment
Oxfam Uganda will supervise the process. Specifically, the consultant will report to PQL Coordinator at Kampala level. The consultant will be expected to work closely with, and interact a lot with Oxfam Humanitarian MEAL Coordinator, DRM coordinator, DRR officers, Gender & protection Officer
11. Payment
The consultant will be paid maximum 20% upon submission of acceptable Inception Report and 80% upon submission of approved final report and any agreed upon products of the study. The professional fees applicable will be subject to statutory 6% withholding Tax. Terms of Reference
12. Submission of Technical and Financial Proposal
Terms of Reference for an End Of Project Evaluation for Disaster Risk Reduction Project applicants should submit their bids to Procurement Committee, Oxfam Uganda at ugandalogistics@oxfam.org with the subject line “End of Project Evaluation of DRR Project” not later than 17th May 2023. The selection committee will review applications on a rolling basis. Applications should be made in soft copy and with the following included:
