About Oxfam in Uganda

Our work is guided by the Country Strategic Framework (CSF) (2021-2030), organized around four themes: Governance and Accountability, Resilient Livelihoods, Humanitarian preparedness and response and Gender Justice and Women's Rights. All the themes work towards influencing policy and practice, youth and women empowerment, inclusive participation in decision-making at various levels, and capacity strengthening of national and local actors.
Background of the services
Oxfam in Uganda is looking to engage a mobile money services company to operate its real time cash transfer services. The mobile money payments system is a service offered by Fin-tech companies that enables end users to transfer and receive money using their cell phone sim cards through the use of a mobile money platform.
Oxfam in Uganda will use this service in its operational offices within Uganda.
The system is intended for payment of fees including but not limited to, staff advances, payments to community volunteers and hygiene promoters, transport refunds during trainings and other payments.
Key areas of consideration will include the following:
a) Clear audit trails systems. This system must have the capability to keep trail of initiations, reviews and approvals made on the platform.
b) Segregation of duties and approval threshold as provided by the internal set policy.
c) The ability to have subaccounts from the main account.
d) Access controls, initiation, reviews and approvals. The admin will have rights to make changes to the mandates of the sub accounts.
e) The ability of the platform to validate details of beneficiaries in terms of names and mobile phone numbers given that the recipient is remote from the paying center.
f) Payments can be tracked on the platform and it provides capabilities of printing reports at the end of the transactions. The account statements can be viewed within the system or exported to Excel.
g) Ability to pay money through the major mobile network companies (AIRTEL, UTL and MTN) with any additional network.
h) Possibility to schedule disbursements for a future time/date.
i) Data retention, the ability to maintain customer records for a minimum of 5 years past the end date for auditing and account reconciliation.
j) The rates for each transaction to the aggregator.
k) A system that provides payment summaries with all transactional costs indicated on the report. The report must be printable.
l) The systems capability to verify beneficiaries and their registered numbers instantly. Verification is a critical control mechanism for Oxfam to avoid cash bounce back or transfer failure and in the worst-case scenario money going to the wrong beneficiaries.
m) The security of the platform enabling you to instantly send money and or airtime to up to 200 or more recipients on any network.
n) The ability for real-time remittance of funds to recipients
o) The provider should be able to share monthly headed letter transaction statements.
p) The ability to recover funds transferred to the wrong beneficiaries or in error.
q) 24-hour support whenever the team needs assistance in regard to transactions.
r) The number of years trading in Mobile Money payments system, and references of clients served.
Submission requirements:
• Name of the Company and legal form of registration, indicating the registered office as well as the Article and memorandum of association documents
• Company TIN
• National Social Security registration number.
• A detailed proposal outlining how they meet the requirements.
• Information on the company's background, experience, and qualifications.
• References from at least five (5) current or previous clients.
• A detailed pricing proposal.
• Operational License in Uganda
• Certifications (If any and/or where necessary)
