1. Background about Oxfam in Uganda
Oxfam is a global movement for change that empowers people to create a secure future, just and free from poverty. We believe everyone has a right to safety, security, a livelihood, and a say in decisions that affect them.
We seek a world in which everyone can speak up to power, demand and claim their human rights, and build a better future for themselves. We recognize that we cannot achieve this on our own but as a collective power. Therefore, we work in partnership with local and grass-roots organizations, civil society, individuals, volunteers, the private sector, and the Government.
Our Vision is Uganda free of inequality and Injustice: A society where people, particularly women and young people, claim and exercise their rights and responsibilities and influence decisions that affect their lives. Our work is guided by the Country Strategic Framework (CSF) (2021-2030), organised around four themes: Governance and Accountability, Resilient Livelihoods, Humanitarian preparedness and response, and Gender Justice and Women’s Rights. All the themes work towards influencing policy and practice, youth and women empowerment, inclusive participation in decision-making at various levels, and capacity strengthening of national and local actors.
2. Information about the Project
The Strengthening and Linking Community-Based Mechanisms for Collective AAP and Develop Joint AAP Strategy for Karamoja project focuses on strengthening Accountability to Affected Populations (AAP) in the Karamoja region through a 9-month initiative. It aims to enhance and link community-based mechanisms for a collective AAP approach and feedback mechanisms, leveraging existing systems and structures.
Karamoja faces a complex humanitarian situation alongside various development, peace, and nexus interventions, including an ongoing disarmament campaign. With an estimated 66% of the population living below the poverty line and 45% facing high levels of acute food insecurity (IPC Phase 3 or above), this project targets 60,000 individuals—males, females, boys, and girls affected by the humanitarian crisis.
The initiative will engage approximately 6,600 individuals per district in Karamoja region through existing community-based structures, such as social accountability platforms, farmers groups, Village Savings and Loans Associations (VSLAs), Empowerment and Livelihood for Adolescents (ELA) groups, Male Action groups, women’s groups, disability groups, youth groups, school groups, and disaster committees. It will also involve 200 humanitarian workers, building their capacity to strengthen feedback mechanisms and link community structures to decision-making frameworks in Karamoja.
3. Purpose and Objectives of the Strategy
a) Purpose of the Strategy
The primary purpose of this consultancy is to develop a Power BI-based public Community Voices and Accountability Dashboard. The dashboard will visualize feedback collected on community perceptions with the SADD (Sex, Age, and Disability Disaggregated) approach that is gender, age, and other intersectional data to enhance transparency and inform decision-making.
b) Objectives of the Strategy
The consultant will be responsible for:
- Developing a fully functional, secure, and user-friendly electronic dashboard using Power BI with the capacity to capture, analyze, visualize, store, and retrieve data under the Central Emergency Response Fund (CERF) project.
- Training and mentoring all project partners on the appropriate use of the Power BI dashboard, including data capture, processing/analysis, reporting, and GIS mapping for services.
- Creating a comprehensive operational manual or resource guide on using the Power BI dashboard.
- Providing periodic support for a minimum of one year after the dashboard's development to ensure smooth operation and sustainability.
4. Scope of Work
Technically, the ambition is for the consultant to construct a web-based dashboard with Power-BI capabilities that will facilitate easy data capture, entry, storage and retrieval by the users. It’s envisaged that the consultant should explore the possibility of integrating this with existing MEAL MIS system and the dashboard is expected to visually show real time data and/or performance progress across the various AAP indicators and areas of interest, across the targeted field locations with capabilities of easy expansion to other field locations. Below are some of desirable attributes and the functions expected to be performed by the dashboard/database.
- It should be web-based (data should be entered in any location, even when outside office) provide real time data with online and offline capabilities for easy access and data entry by the AAP structures remotely.
- Facilitate easy data capture, entry, storage and retrieval for use in decision making and the ability to easily collate and update data (with in-built automated cumulative and coding functions).
- Ensure the dashboard has a responsive design that works on multiple devices e.g. desktop, tablets and smart phones for easy access and effective use
- Ensure compliance with data privacy and protection regulations in Uganda
- Develop a user manual and training materials for Oxfam staff and other users
- Perform comparisons of performance across the AAP areas of interest across the targeted field locations on monthly, quarterly, bi-annually and annual basis.
- Capture and aggregate beneficiary data for AAP and district accountability performance indicators on monthly, quarterly, bi-annually and annual basis.
- Track the contribution made by the respective/different stakeholders in response or addressing the issues raised by the affected person/complainant/feedback provider.
- Provide a real time quick snapshot (on dashboard) of at district level of the identified AAP KPIs (in figures/charts/graphs) etc.
- Generate GIS maps to present a visual impression/picture of the current status of AAP interest in the different district/locations.
- It should have multi-level access/user rights and security controls for data quality, confidentiality and ease of use by the different users.
- It should have in-built data approval process/quality control checks (levels of data verification and approval prior to uploading onto the system and visualizing for general viewers).
- It should allow modifications, editing etc. to include new/upcoming projects and indicators.
Geographically, the dashboard will display information gathered from the Karamoja sub-region, covering nine districts: Kaabong, Kotido, Abim, Karenga, Nabilatuk, Moroto, Napak, Amudat, and Nakapiripirit. The consultant will integrate data from AAP structures across these districts and design mechanisms to enhance the community-based structures' ability to influence decision-making processes in the region.
The dashboard is expected to remain applicable and support the long-term functionality of AAP mechanisms.
5. Study Methodology
The consultant is expected to use both qualitative and quantitative approaches for designing the database. The methodology should be sensitive to the target population and robust enough to provide insights into the project's outcomes. The consultant will present a detailed methodology through an inception report, which will include:
- Desk Review: Analyze existing literature, reports, and data on gender relations, peace, and conflict in the Karamoja sub-region.
- Gender Analysis: Apply gender-sensitive frameworks to assess the gendered dimensions of community perceptions.
- Data Collection: Conduct surveys, interviews, and focus group discussions to gather primary data on gender-specific experiences and perceptions.
- Data Analysis: Use qualitative and quantitative methods, incorporating Power BI for visualization, to identify trends, analyze data, and generate insights.
6. Study Outputs/Deliverables
The consultant is expected to deliver:
- A fully interactive and user-friendly Power BI dashboard.
- A training manual for partners on the use of the dashboard.
- An operational manual on the dashboard's use.
- Rollout, handover and system maintenance plan
Note: All clean datasets, reports, and other materials must be handed over to Oxfam in Uganda at the end of the assignment.
7. Timeframe and Estimated Working Days
The assignment will be conducted with an estimated duration of 20 working days from the date of signing the contract to be completed in November 2024.
8. Qualification and Experience of the Consultant/Team
The consultant should possess:
- A master’s degree in Information Technology and or Software Development economics, Statistics, Public Administration, or related fields, with a Postgraduate qualification in Monitoring and Evaluation.
- Experience in similar consultancy work, or similar contexts, for at least 10 years.
- Proven skills in Power BI dashboard development and data visualization.
- Strong analytical, writing, and communication skills.
9. Proposal Study Criteria
The technical proposal will be evaluated using Quality Cost-Based Selection (QCBS):
- Experience and capacity in carrying out similar assignments (30%).
- Approach and methodology in responding to the TOR (45%).
- Qualifications and competencies of proposed personnel (25%).
Proposals scoring over 70% in the technical assessment will qualify for financial evaluation.
10. Supervision/Management of the Assignment
The consultancy will be supervised by the Finance for Development Coordinator and managed by the Programme Quality and Learning Manager. The consultant will work closely with the Oxfam team throughout the assignment, ensuring timely planning and coordination of activities.
11. Payment
Payment will be made in three instalments:
- 40% upon approval of the inception report.
- 60% upon approval of the final report.
The consultant is responsible for remitting any applicable taxes.
12. Submission of Technical and Financial Proposal
