Our latest Annual Report summarises what has been a year of hard work to make a positive difference in communities throughout 2022-23.

This report details progress made in among other things improving food systems and tackling the challenges that affect small-scale food producers, impacting the lives of persons affected by crisis through empowerment to enable them to cope with shocks, empowering marginalised communities, to hold governments and institutions accountable, and more importantly, empowering women and girls by challenging norms and practices that hold them back to promote gender equality through the Gender Justice and Women's Rights programme which became Operational this FY 2022-23.

In 2000, Africa had no billionaires. Today it has 23 whose combined wealth has soared by 56% in just the past five years, reaching a staggering $112.6 billion.
Africa’s richest 5% hold nearly $4 trillion in wealth – more than double the combined wealth of the rest of the continent.
Despite soaring poverty, African governments show least commitment to reducing inequality, and that commitment has declined since 2022.
An extra 1% tax on wealth and 10% tax on income of Africa’s richest 1% could raise $66 billion annually, more than enough to close the funding gaps for free quality education and universal access to electricity.

Today, just four of Africa’s richest billionaires hold $57.4 billion in wealth — more than the combined wealth of 750 million people, or half the continent’s population, according to a new Oxfam report.

The report – Africa’s inequality crisis and the rise of the super-rich – launched ahead of the African Union Mid-Year Coordination Meeting in Malabo, Equatorial Guinea, warns that the explosive concentration of wealth is accelerating inequality, driven by policies that enrich elites while starving public services.

Fati N’Zi-Hassane, Director, Oxfam in Africa, said:

“Africa’s wealth is not missing. It’s being siphoned off by a rigged system that allows a small elite to amass vast fortunes while denying hundreds of millions even the most basic services. This is an utter policy failure —unjust, avoidable and entirely reversible.’’

Africa is one of the most unequal regions in the world and has some of the highest poverty rates. Nearly half (23) of the world’s 50 most unequal countries are African, while extreme poverty has soared: seven in ten people living in extreme poverty today are in Africa, compared to just one in ten in 1990. Hunger is also worsening, with nearly 850 million Africans experiencing hunger — an increase of 20 million since 2022.

Despite deepening poverty and widening inequalities, African governments remain the least committed globally to narrowing the gap — slashing budgets for public services like education, health and social protection, while imposing some of the world’s lowest wealth taxes on the ultra-rich. On average, the continent collects just 0.3% of GDP in wealth taxes. This is less than any other region and well below Asia (0.6%), Latin America (0.9%), and OECD countries (1.8%). Over the past decade, that already meagre share has dropped by nearly 25%.

For each dollar African countries raise from personal income and wealth taxes, they collect nearly three dollars from indirect taxes like Value Added Tax (VAT) — levies that deepen inequality.

The consequences are glaring. Half of Africa's population live in 19 countries where income inequality has worsened or stagnated over the past decade. The richest 5% in Africa now hold nearly $4 trillion in wealth, more than double the combined wealth of the remaining 95% of the continent’s population.

Fatouma, a mother of 10 children who sells vegetables in El Afweyn, Somalia says: "Meat is a luxury we cannot afford in many homes. I earn about two dollars a day while the price of one kilo of flour has tripled."

The report also finds that:

In just three days, someone in Africa’s richest 1% earns what it takes a person in the poorest half an entire year to make.
Even if they lost almost all their wealth (keeping just 0.01%) Africa’s five richest men would still be 56 times richer than the average person on the continent.
Men in Africa own three times more wealth than women, the widest gender wealth gap of all regions in the world.
Over the past five years, African billionaires have increased their wealth by 56%.

As debt burdens mount, governments across the continent are squeezing the poor – gutting essential public services – while shielding the wealthiest from fair taxation. An earlier report by Oxfam and Development Finance International found that 94% of African countries with active World Bank and International Monetary Fund (IMF) loans (44 out of 47 countries) have slashed spending on education, health and social protection in 2023-2024 to repay debt. This significantly undermines the AU’s goal of reducing inequality by 15% over the next 10 years.

“The solution is not far-fetched: tax the rich and invest in the majority. Anything less is a betrayal. If African leaders are serious about their commitments, they must stop rewarding the few and start building economies that work for everyone,” added N’Zi-Hassane.

Some African governments are already proving that fairer economies are possible. Morocco and South Africa collect 1.5% and 1.2% of their GDP from property taxes, respectively — among the highest in the continent. In Seychelles, the poorest 50% have seen their income share grow by 76% since 2000, while the richest 1% have lost two-thirds of theirs. The government also guarantees universal healthcare, free quality education, along with a robust welfare system for the most vulnerable.

A modest tax on Africa’s richest - just 1% more on wealth and 10% more on income – could generate $66 billion a year for the continent (2.29% of Africa’s GDP), according to the report. This would be more than enough to close the funding gaps needed to deliver free quality education and provide electricity to every home and business still in the dark.

‘‘Every African woman, man and child deserves to live in dignity. When a handful of billionaires are allowed to hoard obscene wealth while millions are trapped in poverty, the system becomes not just broken but morally bankrupt. As leaders meet for AU Summit, delay is indefensible. Taxing the super-rich isn’t just fair — it’s essential for building the Africa we want,’’ said N’Zi-Hassane.

The Commitment to Reducing Inequality Index (CRI) 2024 assesses the commitment of 164 countries and regions to fighting inequality and found 94% of African countries (44 out of 47 countries) with current World Bank and International Monetary Fund (IMF) loans have cut vital investments in education, health and social protection in 2023-2024.

Nearly half (23) of the 50 most unequal countries (measured by Gini of income) are in Africa according to the World Bank’s Poverty and Inequality Platform

The number of ‘‘moderately or severely food-insecure people’’ was 846 million in 2023, up from 826 million in 2022, according to The State of Food Security and Nutrition in the World 2024 report (Table 4)

1.Introduction

Uganda is a host to one of the largest refugee populations in Africa with over 1.88 million refugees, with West Nile region, particularly Yumbe, Terego, and Obongi Districts, accommodating a significant portion of these population. The intersection of gender, displacement, social norms, and access to education is an area of increasing interest and concern.

Oxfam is committed to advancing gender equality and transforming harmful social norms through feminist, empowerment and participatory approaches. The feminist research approach is essential in unpacking the power dynamics, gender roles and social norms including decision-making abilities and narratives that shape the experiences of both refugees and host communities, especially regarding access to education. Myths, social norms, and dominant narratives often reinforce structural inequalities that disproportionately affect women, girls, and other marginalized groups.

This consultancy seeks to generate evidence through a feminist lens to inform programming, advocacy, and policy dialogue for more inclusive and gender-responsive interventions in the education sector within the districts of Yumbe, Obongi and Terego Districts.

2.Background about Oxfam in Uganda

Our work is guided by the Country Strategic Framework (CSF) (2021-2030), organized around four themes: Governance and Accountability, Resilient Livelihoods, Humanitarian preparedness and response and Gender Justice and Women's Rights. All the themes work towards influencing policy and practice, youth and women empowerment, inclusive participation in decision-making at various levels, and capacity strengthening of national and local actors.

3. Information about the Project:

Oxfam and War Child Canada (WCC) in collaboration with Refugee Led Organizations (RLOs) i.e. Community Empowerment for Creative Innovation (CECI), Youth Social Advocacy Team (YSAT), Refugee-led Organizations Network (RELON), Secured GAC funding to implement ‘Geared for Success’ (GFS), 5-year, gender-responsive initiative in South Sudan and Uganda, with a public engagement component in Canada. although GFS will directly reach people in Canada, the ultimate project participants are students/learners in Uganda and South Sudan. GFS’ ultimate outcome is enhanced equitable and inclusive learning outcomes for ‘refugee, internally displaced and host community children and youth, particularly girls and adolescent girls’ (hereinafter referred to as ultimate project participants) in the districts of Yumbe, Terego and Obongi in Uganda. GFS will achieve this by increasing access to education for ultimate beneficiaries, driven by local refugee-led organizations (RLOs) community-based organizations (hereinafter referred to collectively as CBOs).

Oxfam and WCC believe that empowering CBOs is the key to achieving our ultimate outcome. CBOs are on the front lines of providing essential education services for refugees and IDPs. However, their ability to have impact depends on having strong organizational and technical capacity, community support, financial resources, and access to duty-bearers. Unfortunately, resources from governments are overstretched, putting the needs of IDPs and refugees and their organizations secondary to those of host communities. Even when there are investments for IDPs/refugees and their organizations by governments or other donors, they tend to not be tailored to their needs. To ensure that CBOs are ‘geared for success’, this project will facilitate and provide technical and financial resources to improve their performance -with more female leadership and community support-, allowing them to enable access to education and to successfully advocate for the right to education for ultimate beneficiaries. GFS will also strengthen Canadians’ (including Diaspora) contribution to education for refugees/IDPs and to the ‘Together for Learning’ Campaign and will advance the evidence base on the role of CBOs enhancing gender-responsive education for refugees and IDPs.

The project’s design and Theory of Change is grounded in the following general assumptions, that will be continuously tested and evidenced throughout the project:

Gender equality and women’s empowerment:

Women’s and girls’ rights are fundamental human rights and essential to advancing gender justice, equality, non-discrimination, inclusion, and peaceful coexistence.
Promoting feminist agency, meaning women’s and girls’ autonomy and meaningful decision-making power, is integral to achieving the project aims.
Collaboration, participation and learning among all the key stakeholder groups identified are critical to successful outcomes and lasting change for gender equality and women’s empowerment.

Triple nexus approach:

The triple nexus approach is necessary to achieve durable education solutions and advance gender equality, particularly for displaced populations, in this context of severe gender inequality, human rights violations, protracted conflict and violence, weak governance, high socio-economic vulnerability and natural disasters.

Advocacy:

Gender equality and human rights-related programming, advocacy and influencing are more effective if these efforts are rights and evidence-based – i.e., directly informed by academic and/or feminist research, practitioners’ experience, previous relevant programming and the lived experience and voices of women and their organizations.

4. Purpose and Objectives:

Overall objective of the research.

The purpose of this feminist research is to conduct a comprehensive analysis of the social norms, narratives, and myths that influence educational access, participation, and outcomes for refugee and host community children in Yumbe, Terego, and Obongi districts. The study will employ a feminist lens to examine how patriarchal structures, gender stereotypes, and discriminatory practices intersect with displacement dynamics to create barriers to inclusive education.

b. Specific objectives of the Research:

To Identify and analyze social norms, narratives, and myths that influence access to and participation in education for refugees and host communities, with a focus on gender dynamics.
To assess how these norms and narratives impact different groups (e.g., women, girls, boys, men, persons with disabilities, and other marginalized groups).
To document the lived experiences and perspectives of both refugee and host community members regarding education in particular women and girls.
To propose feminist, community-led, and context-specific recommendations for transforming harmful norms and promoting inclusive education practices.
To generate evidence that supports the development of strategic advocacy messages and policy recommendations for advancing Gender Responsive Education and transforming discriminatory norms and practices.
Provide actionable recommendations for gender-responsive educational policies and programs that challenge harmful norms and promote equitable access.
Examine the intersectionality of gender with other factors such as age, disability, ethnicity, and refugee status in shaping educational opportunities.

5. Scope of Work:

Technical scope

Research Framework and Methodology
Design and apply a feminist, intersectional research framework tailored to the Ugandan refugee context, particularly in Yumbe, Obongi and Terego Districts.
Employ participatory and inclusive qualitative research methods such as key informant interviews, focus group discussions, life histories, storytelling, and community-led inquiry tools.
Analyze data through a feminist, intersectional lens that recognizes power dynamics, age, gender, refugee status, and other intersecting identities.
Literature Review and Contextual Analysis
Conduct a comprehensive literature review on the intersections of social norms, gender, education, in refugees and host communities in Uganda particularly Yumbe, Obongi and Terego Districts.
Emphasize the specific regional context of the West Nile (Yumbe, Terego and Obongi), considering both refugee and host community experiences.
Stakeholder and Community Engagement; Engage a diverse range of stakeholders including:
Refugee-led organizations and community-based groups
Women’s groups and youth networks
Community leaders, traditional and religious authorities
Parents, teachers, and educators
Government actors and NGOs/INGOs
Facilitate inclusive consultations that center the voices of marginalized populations, especially adolescent girls and children with disabilities.

Examine social norms, expectations, and narratives that shape access to and participation in gender-responsive education.

Produce a comprehensive research report synthesizing key findings, contextual analysis, and thematic insights.
Develop a concise and actionable policy brief aimed at policymakers, humanitarian actors, and education stakeholders.

Highlight community-informed recommendations to address harmful norms and promote gender-responsive education in displacement settings.

Geographical Scope:

The study will be conducted across Yumbe, Terego, and Obongi districts in West Nile region, with fieldwork in both urban centers and rural communities. Specific sites will include refugee settlements (Bidibidi, Imvepi, Palorinya) and host community villages with mixed populations.

Time Scope:

The assessment will examine current social dynamics while also exploring how norms and narratives have evolved since the major refugee influxes began in 2013. Historical context will be considered to understand pre-existing social structures and how displacement has altered community dynamics.

6. Methodology

The expected design of the study Cross-sectional study with ethnographic elements, utilizing a concurrent transformative mixed-methods design that prioritizes marginalized voices while generating both Qualitative and Quantitative approaches in generating primary and secondary data for analysis.

This study will employ a mixed-methods approach grounded in feminist research principles, emphasizing participatory methodologies that center the voices and experiences of women, girls, and marginalized community members. The research design will be intersectional, recognizing that individuals experience multiple, overlapping forms of oppression and privilege

The consultant is expected to articulate the research design and provide detail of study approaches that will be applied. The methods should be sensitive to the target population (unit of analysis), and robust enough to provide adequate responses to the stated research questions. Overall, the methodology section should cover details of research design and approaches, sampling, sample size determination, data collection methods/instruments, data analysis techniques, plan for dissemination of study findings and a statement on quality assurance and ethical considerations during the evaluation. Overall, the section the section should provide details of how the research will be conducted. The expected approach should be described in enough detail to enable any other evaluator interested in the same study to apply the same methodology.

The methodology will, be developed by the consultant, as well as all relevant tools presented in the inception report. The three strategic objectives mentioned in chapter 2 should, be assessed, including all research questions under each objective.

The research will apply a feminist, participatory, and intersectional approaches to understand how gendered social norms and narratives affect education among refugee and host communities. The research will center community voices, particularly those of women, girls, and marginalized groups, and will examine power dynamics in education access and experiences. The data collection should include the use of several approaches to gain a deeper understanding of the outcomes of the project, including:

Desk Review: Review of literature and policies related to gender, education, and displacement in Uganda. This will provide a foundation for understanding the current context and inform the design of data collection tools and engagement strategies.
Stakeholder Consultations: Engage with diverse stakeholders during primary data collection which will include Key Informant Interviews (KIIs), Focus Group Discussions (FGDs), life history interviews, and participatory storytelling. These methods will explore how different community members experience and understand gender roles, education, and displacement.
Gender Analysis: Apply gender-sensitive analytical frameworks to assess the gendered dimensions of Education.
Data Collection: FGDs and storytelling will involve women, men, girls, boys, and persons with disabilities. Tools like body mapping, norm ranking, and visual methods may be used to stimulate discussion and ensure inclusiveness, especially among youth and people with low literacy.
Validation workshops; will be held in each district to reflect on initial findings with participants and key stakeholders. This will support community ownership, accuracy, and the co-creation of solutions to harmful norms affecting education.
Sampling: Sampling will be purposive and stratified to ensure diversity by gender, age, refugee/host status, and disability. Approximately 9–12 FGDs, 15–20 KIIs, and 6–9 life stories will be conducted, alongside three community validation workshops.
Data Analysis: Data will be analysed using qualitative and quantitative methods, thematic and intersectional analysis, highlighting how multiple identities affect education outcomes. The team will reflect on power relations and their own positionality during interpretation to ensure ethical and balanced findings.
The research will inform the development of advocacy messages and policy recommendations for Gender Responsive Education. Outputs will include a research report, policy brief, and advocacy tools co-developed with communities and stakeholders to ensure use and impact.

The selected consultant will prepare a detailed methodology and share with Oxfam team for review and approval through an inception report.

7. Study outputs /Deliverables:

The consultant is, expected to lead, accomplish and submit the following deliverables within the agreed timeframe and budget:

An inception report, which will serve as an agreement between parties on how the evaluation will be, conducted. The inception report should include work plan, methodology, tools, ethical considerations among others
Summary of existing data and evidence relevant to the research
Draft report.
Final report, the report should consist of:

8. Qualification and experience.

The consultancy should have:

Postgraduate or master’s degree in Gender Studies, Social Sciences, Education, Development Studies, or related fields are required and post-graduate diploma in Monitoring, Evaluation, Accountability and Learning is an added advantage.
Proven expertise in feminist research methodologies and intersectional analysis.
Strong analytical skills and familiarity with qualitative and quantitative research methodologies.
At least 5 years of experience in conducting qualitative research in similar contexts.
Experience working in refugee-hosting areas, preferably in West Nile.
Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
Knowledge of Uganda’s refugee and education policy landscape including its cultural and gender dynamics.
Strong report-writing skills.
Neutral, non-judgmental facilitation skills that can foster constructive conversations around sensitive subjects amongst diverse stakeholders.
Experience in using participatory and engaging workshop facilitation methodologies (strongly preferred).
Strong English language skills required, other local languages an asset. Arabic is an added advantage.

9. Ethical Considerations:

The consultant must adhere to ethical guidelines, ensuring informed consent, confidentiality, and respect for the privacy and safety of all participants. All research activities will be cleared through appropriate Regional, District and settlement level authorities.

10. Timeline and estimated working days

The proposed evaluation time frame is 45 working days between July and August 2025. This will be done in accordance with the OXFAM evaluation criteria.

11. Budget:

The consultant should provide a detailed budget proposal covering all expenses related to the research, including personnel, travel, data collection tools, and other relevant costs. Oxfam will provide professional resources fees to facilitate implementation of the assignment.

Statutory Deductions, the Consultant will be responsible for declaration of the income for income tax purposes (i.e. 6% from the gross payment) payable to Uganda Revenue Authority in accordance with the income tax regulations of the Republic of Uganda.

13. Evaluation and award of Consultancy

Proposal study Criteria

The technical proposal will be evaluated based on the Quality Cost-Based Selection (QCBS) Criteria:

The individual general reliability as well as experience and capacity in the carrying out the assignment (30%).
The approach in responding to the TOR and detailed work Oxfam in Uganda (45%).
The qualifications and competencies of the proposed personnel for the assignment (25%). Proposals obtaining more than 70% of the technical points will be considered technically suitable and qualify for financial assessment.

Payment: The consultant will be paid 20% upon approval of the inception report and 80% upon submission and approval of final report and any agreed upon products of the study. The technical fees will be subjected to 6% withholding Tax.

14. Supervision/management of the assignment

The study will be supervised by the Refugee Engagement and Participation Coordinator with support from the Area Manager and the MEAL contact person.

Oxfam Responsibilities:

Provide background documents and project information
Facilitate introductions to key stakeholders and communities
Ensure safety and security protocols are in place
Provide feedback on deliverables within agreed timeframes
Support dissemination and utilization of findings

Consultant Responsibilities:

Adhere to Oxfam's safeguarding policies and ethical guidelines
Maintain the highest standards of research integrity
Ensure timely delivery of all outputs
Engage meaningfully with communities throughout the process
Provide capacity building/training of local research assistants

CONTEXT

Oxfam in Uganda started work in the 1960s delivering development and humanitarian support as part of the Oxfam confederation, a global movement of people fighting to end inequality and injustice. OBJECTIVE OF THE POSITION

The Project Officer- KAREP is responsible for implementation of the Karamoja Agro-Pastoral Resilience and Empowerment Project Focussing on Climate Smart Agriculture and Women Economic Empowerment. He/she will work in close cooperation with Resilience and Climate Justice Coordinator, Oxfam’s partners and implement the project in line with Oxfam Uganda country strategy, the donor requirements and the one program approach. The project Officer will continually identify partner capacity improvement needs and seek support from Oxfam team to provide partners with necessary technical support during implementation. The job holder will undertake periodic monitoring and evaluation, lead the process of donor reporting, resource mobilization and ensuring compliance on both Oxfam and partner side.

KEY RESPONSIBILITIES

Technical

The project Officer will work hand in hand with the Climate Justice Coordinator to support in the Implementation of Karamoja Agro-Pastoral Resilience and Empowerment (KAREP) project. This will be in line with Resilient Livelihood theme and Oxfam Country strategy (OCS) and organizational policies.
Provide technical capacity to partners implementing Climate Smart Agriculture and Women Economic Empowerment interventions in Karamoja.
Facilitate the process of fundraising by documenting key learnings and providing technical inputs from KAREP project.
Contribute to preparation of project documents, such as project summaries and project overviews on Women Economic Empowerment through Agro-pastoral interventions and Climate Smart Agriculture.
Offer any other support to the program teams especially in areas of research, show casing, advocacy, campaigns, fundraising and public engagements in the spirit of a one program approach.
Coordinate partners to develop detailed operational plans, budgets, indicators and MEAL frameworks
Ensuring that partner project plans, proposals, work plans and budgets are developed in line with the Oxfam Country Strategy and donor guidelines.

Leadership

Carry out regular monitoring visits to partners and project locations to ensure that there is progress in implementation as planned.
Lead the process on donor reporting and adherence to donor requirements.
Work with Program Quality & Learning Coordinator (PQL), MEL Officer and Program Managers to ensure that the MEL Framework is effectively adopted by the partners and that monitoring data is well managed and readily available for program quality control.
Constructively support partners’ management of projects in the various stages of project cycle management, from project appraisal to reporting.
Conduct regular project reviews to discuss project progress with partners. share learnings and experiences that inform actions moving forward.
Lead the process of project documentation for visibility and learning.

Management

Provide appropriate support to partners implementing Karamoja Agro-Pastoral Resilience and Empowerment (KAREP)project in all aspects of project cycle management.
Ensure timely reporting of partners in compliance with donor and Oxfam procedures/reporting requirements; consolidate partner reports.
Ensure that partner organisations work in accordance with Oxfam standards and objectives
Carry out regular performance assessments and reviews of partner organisations and provide guidance on enhancing the quality of projects.
Participate in regular meetings with partner organisations and relevant livelihoods multi-stakeholder platforms.
Ensure that all action points/ recommendations agreed upon with partners during project reviews are followed through during project implementation.
Support with partner contracting process, implement and monitor the agreements reached with the consortium or the implementing partners.
Hold and/or participate in regular meetings with partner organisations, and stakeholders to ensure that the working relationship between them and Oxfam is positive, open and conducive to the successful achievement of agreed objectives.

WHO ARE WE LOOKING FOR?

Of course, you have at least a minimum of five (5) years proven programme experience of delivering similar climate-smart and Women Economic Empowerment programmes/projects. You have a bachelor’s degree and or postgraduate qualification in a relevant field, e.g. Agriculture, Development studies, Environment, Forestry, Agriculture economics, Human rights, Gender and Development, Social Sciences. You have a good understanding and experience of project/program management cycle, and participatory appraisal techniques. You have a good understanding of the changing context and the implications on delivery programme. You have the ability to network and build effective partnerships on programs/project activities to meet set goals and targets. You have ability and willingness to learn, ability to travel extensively in all areas of the country & the region as required and willingness and experience of working in pastoral communities of Karamoja. 2. Information about the Project

Throughout this project, Oxfam in Uganda will document its transformative leadership approaches to land rights work carried out across various projects over the past five years. A consultant will be hired to lead this documentation. The consultant will visit all locations where Oxfam has been actively involved in women’s land rights initiatives under multiple projects. Additionally, the consultant will collaborate closely with the land rights coordinator and the communications team at Oxfam in Uganda throughout all stages of the production process.

3. Purpose and Objectives of the Study

a) Purpose of the study
To Document women's struggle for land rights in Uganda through the lens of transformational leadership as promoted by Oxfam in Uganda.

b)    Objectives of the study
Learning
•    Document gender integration continuum in Oxfam’s women’s land rights projects, highlighting how Oxfam’s land rights activities managed to achieve transformative leadership.
•    Gather content (short stories, photos, short videos) that can be widely used by various internal technical working teams/groups and external engagement teams (e.g., Fundraising, partnerships, and supporter engagement teams) to effectively discuss transformative leadership within land rights work.

Influencing
• Disseminate a transformative leadership approach documented in different platforms by also developing products that promote cross-learning on transformative leadership in land rights work, covering approaches, processes, and collaborations. This can be done at various influencing spaces, such as the Land Academy conference, the World Bank land and poverty conference, the Africa land policy conference, CSW, and others.

Resource Mobilization
• Develop short donor engagement videos/Products that can be used to encourage donors to increase funding/support for land rights work.
Communication
• To raise the profile of land rights work in the country and efforts to foster transformative leadership.

4. Scope of Work
Documentation will be carried out in three regions: West Nile – Nebi, Acholi- Lamwo and Teso – Soroti. This will target beneficiaries of projects like community members and farmer field school members but also local leadership. The consultancy for the project documentation assignment is expected to be completed within 30 days from the commencement date. This has been organised in phases:

a)    Inception phase
•    Holding coordination meetings with Oxfam Uganda Management and program teams
•    Designing final and detailed work plan for Oxfam in Uganda and the consultancy TOR.
•    Brief on the task at hand
•    Clarification and agreement on issues
•    Identification of key stakeholders

b) Consultative phase
• Undertake a review of key Oxfam Uganda Strategic plans, past project Documents, strategies, work plans, reports, and other relevant documents.

c) Pre-production
• Based on the inception meetings and desk review, the consultant will develop a working/shooting script that will be reviewed by the Oxfam team and the partners involved. This will guide the shooting process.
• Preparation and submission of the draft of an inception report detailing the methodology and the timeline of the consultancy.

d) Production phase
• The Consultants will conduct face-to-face interviews and consultations with the identified project participants, community leaders, Local government Officials, and other key stakeholders.

e) Post-production
• Draft and finalize report and multimedia products, incorporating feedback from Oxfam.

5. Study Methodology
Alongside the consultants, Oxfam will employ a participatory and consultative approach with all relevant stakeholders throughout the assignment stages. It will utilize an RBA and CBA lens to ensure inclusion and meet the project objectives and required deliverables.

6. Study Outputs/Deliverables

a)  An Inception Report
•    An inception report detailing the methodology and the timeline of the project
•    Shooting script for video production

b).    Multimedia products
•    Create a series of short videos, each lasting between 2 and 7 minutes, that capture stories (about 4-6 videos). The videos will be filmed in the local languages of the communities and translated into English with on-screen subtitles. They will be delivered to Oxfam along with time-coded and fully translated transcripts for each interview and a clean version (no titles, logos, or subtitles on the videos).
•    Produce 30 still photos, creatively capturing the profiles of each of the main characters and their environment, showing transformative leadership and efforts to address land rights for women in the various communities.
•    Produce an additional video that shows Oxfam and its partners' experiences in transformative leadership and land rights work.
•    Promo materials, including a visually appealing fact sheet and infographics

c. Written Outputs
• Produce 30 short stories and quotes on different land rights activities and work which have been done by Oxfam in Uganda and show how they integrated gender continuum to achieve transformative leadership within the land rights work. This will include a detailed summary of the process and the projects on land rights work.

7. Timeframe and estimated working days

The assignment will be undertaken from 5th June 2025 to 15 July 2025, lasting a total of 30 working days from the date of signing the contract.

8. Qualification and experience of the consultant/team

•    Ability to produce dynamic, creative, and engaging visual content that is cognizant of attention spans and digital space needs.
•    Strong writing skills tailored to donors and policy audiences.
•    Experience in development communication, particularly in land rights, with a focus on women’s land rights.
•    The team should possess qualifications in either of the following related fields: journalism, media studies, project planning, MEAL, documentation, gender studies, and land governance.
•    Demonstrated ability to capture sensitive, respectful images in diverse cultural contexts and a good understanding of gender sestive language and framing.
•    Strong understanding of legal, cultural, and socio-political contexts around land rights.
•    Experience editing development content with a clear narrative arc and emotional impact.

9. Proposal study Criteria

The technical proposal will be evaluated based on the Quality Cost-Based Selection (QCBS) Criteria:
a.    The individual's general reliability as well as experience and capacity in carrying out the assignment (30%).
b.    The approach in responding to the TOR and the detailed work of Oxfam in Uganda (45%).
c.    The qualifications and competencies of the proposed personnel for the assignment (25%).

Proposals obtaining more than 70% of the technical points will be considered technically suitable and qualify for financial assessment.

10. Supervision/management of the assignment

The consultant will be directly supervised by the land rights Coordinator but will be supported by the Media and communications coordinator and will have to periodically report to the supervisors on the progress of the work.

11. Payment

The consultant will be paid in accordance with Oxfam's consultancy policy which stipulates 20% upon submission of the inception report and 80% upon successful completion and acceptance of the final products.

2. Background

Uganda is home to over 1.5 million refugees. Most of these refugee communities have been displaced due to protracted civil wars in neighboring countries such as South Sudan and the Democratic Republic of Congo. Refugees live in 13 hosting districts mainly in Northern and Western Uganda, typically in three categories – urban areas, camps, or settlements.

Renewable energy sources, such as solar and wind power, offer opportunities for sustainable development. Despite the significant strides in the Off-Grid Energy (OGE) market in Uganda, refugees still struggle to access energy due to infrastructure challenges and low purchasing power emanating from affordability concerns. Consequently, refugee and host communities exhibit a low willingness to pay for new technologies, since they are deemed costly and prohibitive. Instead, their preference lies with traditional energy sources and cooking methods, influenced by factors such as availability, price, and familiarity. As such, the majority of refugees use unreliable sources of energy, with 70% of refugees living in settlements experiencing high energy vulnerability, which limits the development of sustainable livelihoods.

The growth of private sector companies supplying off-grid solar energy products, backed by favorable government policies such as tax exemptions on solar generation components, must play a critical role in growing energy access. However, 90% of the population living in refugee camps and host communities still have limited or no access to electricity and, instead, rely heavily on firewood and charcoal for cooking and heating. Reliance on firewood and other biomass fuels also strains relationships with host communities, when competing over scarce resources or entering private land for collection of firewood. In addition, the collection of firewood also comes with the risk of gender-based violence which disproportionately impacts women and girls negatively.

The majority of populations in displacement settings live below the poverty line and struggle to afford energy solutions. Therefore, PAYGO models and asset financing are central to supporting consumers to purchase energy solutions, the costs of which are often perceived as prohibitive. However, refugees and small businesses lack access to and awareness of financial services, and energy companies lack market information and technical expertise to design appropriate PAYGO models. In addition, the main barriers to the widespread adoption of PUE by refugee and host communities are affordability, unwillingness or inability to pay out of pocket, and limited access to flexible financing.

3.About SUSTAINED project

SUSTAINED project, implemented by a consortium of CARE, OXFAM and Mercy Corps with funding from the Embassy of the Kingdom of Netherlands aims to increase access and use of quality, reliable, affordable, and clean energy for electricity, cooking, and income-generating opportunities for refugees and surrounding host communities. The project is implemented through adoption of a Market Systems Development (MSD) approach, by integrating demand activation, addressing supply side barriers and strengthening an enabling environment for off-grid solutions. SUSTAINED also intentionally integrate gender perspectives to ensure inclusive growth and opportunities for all market participants, including refugees, women, and marginalized groups.

Under outcome 3: SUSTAINED aims at strengthening the enabling environment through policy advocacy. This will be done through robust assessment of existing policies, and based on this analysis, SUSTAINED will advocate on relevant policy issues, through the dissemination of policy briefs and the organization of national-level policy dialogues and engagements. Among SUSTAINED advocacy priorities, the partners will focus on greater resource allocation for public incentive systems that promote renewable energy adoption in refugee-hosting districts, such as tax exemptions.

4. Problem statement

Uganda's energy sector is heavily reliant on biomass, particularly firewood and charcoal, which comprise over 85% of total energy consumption. Electricity and petroleum products represent a smaller portion.

While national electricity access stands at about 57% (24% on-grid, 33% off-grid) as of 2023, the government is actively promoting renewable energy sources like solar, hydro, and biomass to expand generation and distribution. Despite Uganda’s commitment to expanding access to affordable and clean energy, the current taxation regime on energy products presents significant barriers to progress. While certain renewable energy products like solar panels are theoretically exempt from taxes under regional frameworks, inconsistencies in implementation, lack of clarity in customs classification, and local taxation practices continue to inflate costs and deter private sector participation. This misalignment between fiscal policy and national development and climate goals hampers efforts to achieve universal energy access, exacerbates energy poverty, and undermines environmental sustainability.

To address these challenges, SUSTAINED plans to develop a research study to advocate for the design and implementation of a targeted fiscal incentive framework that enhances energy access for vulnerable populations and catalyzes private sector investment (supply) of off-grid products in humanitarian settings.

The research will seek to:

Identify existing targeted tax exemptions, and for companies (ESCOs) delivering energy solutions in refugee and host communities
Document current tax regime on renewable energy products with specific interest on Productive Use of Energy and Clean Cooking Stoves in refugee, host and underserved communities.
Identify ESCOs and existing subsidies on renewable energy products, document their impact on demand and supply of renewable energy products in refugee and host communities.
Highlights the effects of various taxes on pricing of clean energy products, including VAT and import duties, analyze their implications on affordability and equitable access for refugees and host communities.
Undertake situational assessment of private sector (Energy Service Companies) and stakeholder consultations to inform tax policy recommendations
Document good practices of clear and consistent enforcement of tax exemptions for renewable energy products at both customs and local government levels.
Analyze and document global and regional best practices in tax incentives for energy access in humanitarian settings.
Develop actionable policy reforms to foster a more inclusive, efficient, and enabling energy market environment to achieve sustainable clean energy access in refugee and host communities.
Document strategies for strengthening multi-stakeholder coordination comprising URA, MEMD, OPM, and development partners—to coordinate and align fiscal policies and ensure favorable taxes and subsidies for the renewable energy products in the humanitarian sector.
By streamlining taxation and creating an enabling environment for inclusive energy models, Uganda can make significant strides toward universal energy access while advancing its socio-economic and environmental development objectives.
A tax research will present key findings, insights, and tax policy recommendations from the situational assessment and stakeholder consultations to inform policy recommendations.
4.1 Purpose and Objectives of the research study
Purpose: To generate a concise, evidence-based tax research report that highlights the taxation and subsidization of clean energy products, analyze their implications for refugees and host communities, and proposes actionable tax policy reforms to foster a more inclusive, efficient, and enabling energy market environment.
4.2 Specific Objectives:

To examine how current tax and subsidization policies influence pricing, adoption, and distribution of solar and clean cooking products in refugee-hosting areas.
To assess how taxation frameworks affect the viability and scalability of ESCOs and FSPs in humanitarian markets.
To develop concrete, actionable policy recommendations for fiscal reforms aligned with Uganda’s energy, climate, and development goals.
The SUSTAINED tax research report will be disseminated to a wide audience through various channels to maximize its impact and reach.
5. Methodology
The research study will be developed through a mixed-method, participatory, and evidence-driven process consisting of the following key components:

5.1 .Desk Review:
Review of relevant national and regional tax policies and review of global and regional best practices in tax incentives for energy access in humanitarian settings. The consultant will review existing national policies, laws including tax bills, and regulations related to taxation and subsidization of renewable energy products in Uganda. The consultant will also study the different tax and nontax barriers for renewable energy products as well as available subsidies and their timelines.

5.2. Primary Data Collection:
Key Informant Interviews (KIIs): Engage stakeholders from government agencies (MoFPED, URA, MEMD, OPM, Uganda Energy Credit Capitalisation Company (UECCC)), private sector (Tulima Solar, D.Light, PESITHO among others), refugee-led organizations (ICAN SS, CECI), financial service providers (e.g., VisionFund), and other humanitarian and development partners (UNHCR, DCA).
5.3 Data sources
The tax research report will synthesize key findings from in-depth interviews, focus group discussions, case studies, and policy analyses to capture lived experiences. These consultations will aim to ground the research in practical realities and firsthand experiences. Key elements may include but not limited to:
Private Sector Engagement: Gather perspectives from ESCOs (e.g., PESITHO, Tulima Solar, D.Light and other SOLCO PSA partners) regarding how taxation impacts their cost structures, product pricing, logistics, and ability to scale in displacement contexts.
Financial Service Providers (FSPs): Understand how tax policies affect credit and financing models for end-users and whether existing taxation limits FSPs’ ability to innovate or expand. VisionFund,
Refugee-Led Organizations (RLOs): Capture unique community-level perspectives, especially on affordability and accessibility challenges created by current tax structures.
Government Agencies: Engage tax authorities and relevant line ministries to understand policy intentions, enforcement challenges, and opportunities for reform or exemption mechanisms (MoFPED, MEMD, URA, OPM, National Renewable Energy Platform-NREP, Uganda Solar Energy Association – USEA, Uganda Energy Credit Capitalisation Company (UECCC)) etc.
Development and Humanitarian Actors: Include donors and implementers to map out ongoing advocacy efforts and alignment with national development goals (e.g., Uganda Vision 2040, NDP IV, UNHCR, DCA, WFP ).

Oxfam, Mercy Corps and CARE together are implementing the SUpporting STronger Access to INnovative Energy Solutions in Displacement Settings (SUSTAINED) project. SUSTAINED in collaboration with I Can SS, CECI (RLO), Vision Fund (FSP), Tulima Solar, D’light and Pesitho (ESCO) through appropriately sequenced and intentionally integrated supply and demand side interventions informed by market needs. SUSTAINED interventions are designed to facilitate the safe entry and existence of quality private sector actors in displacement settings to create viable energy markets, whilst providing quality control functions to ensure vulnerable populations can access quality products and services built on reliable and sustainable infrastructure. SUSTAINED brings together the global leadership, influencing capacity, technical expertise, and implementation experience necessary to partner with an extensive array of stakeholders to adapt, and scale evidence-based interventions in Bidi-Bidi, in the Yumbe district, in the West Nile region of Uganda.

SUSTAINED ensures a high level of sustainability through the adoption of a Market Systems Development (MSD) approach, to respond to the clear need for linkages to facilitate the entry of quality private sector actors into displacement settings and an ecosystem approach, to support the development of an enabling inclusive environment required for a clean energy marketplace for refugees in Uganda. Finally, SUSTAINED is intentionally integrating gender perspectives to ensure inclusive growth and opportunities for all market participants, including refugees, women, and marginalized groups. In its first 12 months, SUSTAINED will deliver proof of concept for the market systems approach to energy access in Uganda’s refugee settlements, achieving measurable market expansion in two settlements, generating evidence and learning, influencing policy and positioning for scale.

2.1 Project Purpose

SUSTAINED project aims to increase access and use of quality, reliable, affordable, and clean energy sources - for electricity, cooking, and income-generating opportunities – for 10,000 households, refugees (50% women) and surrounding host communities (70:30 split, also 50% women) over 12 months. To achieve this goal, SUSTAINED is implemented through integrating demand activation and supply intervention and establishing an enabling environment for off-grid solutions.

Below are the three specific outcome-level objectives:

Outcome 1: Increased access to off-grid solar (OGS), productive use of energy (PUE), and clean cookstoves (CCS) by households and enterprises in refugee hosting areas - DEMAND activation

Outcome 2. Sustainable market for OGS, PUE, and CCS established in the Refugee hosting areas - SUPPLY To improve access to market strengthening de-risking facility for private sector actors (Supply Side)

Outcome 3: Enabling policy, regulatory and coordination environment for off-grid renewable energy solutions improved in refugee hosting areas

2.2 About Productive Use of Energy (PUE)

Productive uses of energy (PUE) refer to powered devices that can be used in commerce, industry, and agriculture. In the latter sector, PUE can be used as capital to grow, process, and store produce. PUE can help refugee communities achieve self-reliance and improve their standard of living. In working to increase the supply and uptake of off-grid PUE, it is important to prioritize renewable and low-carbon technologies.

3.0 Purpose for developing a learning brief:

To effectively implement SUSTAINED Project interventions, Oxfam has identified 40 Village Loans and savings Associations, 2 cooperatives, and 15 farmer groups, giving preference to those with 60% or more women members and women in leadership roles, and assessed their capacity and determined any gaps and opportunities for collaboration / support. Following in identification and assessments, 57 enrolled groups have undergone rigorous awareness sessions (through group sessions, market exhibition, radio talks and village rides-boda boda talk talk) on Production Use of Energy (PUE) products and clean cooking services to enhance their understanding on the benefits and utilization of PUE energy services and clean cooking products.

Therefore, with the SUSTAINED project funding, Oxfam in Uganda seeks to develop a learning brief detailing lessons learned that will inform continuous project improvement towards access and uptake of Productive Use of Energy (PUE) and other renewable energy technologies.

3.1 Overall objective for conducting the assignment:

The overall objective is to develop a learning brief on access, uptake and productive use of quality, reliable, affordable and clean Energy, clean cooking and other renewable technologies with a focus on savings groups, farmer groups, cooperatives and individuals including women and youth.

3.2 Specific objectives include;

Assess factors hindering access and uptake of access and uptake of renewable energy technologies, people’s needs and their ability to pay, affordability and gender considerations.
Identify challenges and opportunities regarding the access and uptake of renewable energy technologies in Yumbe district.

4.0 Content Scope of the assignment:

A successful consultant will be required to carry out the following activities/tasks:

Identify key learning points especially, the potential of savings groups, farmer groups, and individuals including women and youth regarding the uptake of Productive Use of Energy (PUE).
Determine the roles and responsibilities that should be played by the different stakeholders to ensure success of the SUSTAINED project.
Conduct comprehensive consultations with relevant stakeholders involved in the project to triangulate existing literature (desk review).
Detail recommendations from the various insights learned which will inform future programming and the learning strategy or approach.
Specify the expected learning outcomes, including the knowledge, skills, and attitudes that participants should acquire
Assess existing PUE interventions linked to program work with a focus on current and ended projects, across different partners (CARE, Oxfam and Marcy Corps) in Bidibidi settlement

4.1 Geographical scope

The assignment will be conducted in Yumbe district covering 1 zone in Bidibidi refugee settlement (Zone 1) and 3 sub-counties (Kulikulinga, Kerwa, Romogi) in the host communities.

4.2 Time scope

This assignment is expected to be completed within 17 days after the contract signing date.

4.3 Key points for consideration:

The learning brief is strategically positioned to complement the wider consortium (Mercy Corps and Care) learnings in determining areas of improvement in PUE and other renewable energy technologies.
The learning brief should be precise and concise.
The timeline for delivery of this assignment is strictly by meeting learning brief submission date.

5.0 Methodology:

This assignment will employ participatory approaches to ensure inclusive stakeholder engagement, rigorous data collection and analysis. A mixed approach of both quantitative and qualitative methods especially, primary data collection and literature review will be adopted.

The sampling approach will be purposive with a focus on savings groups, farmer groups, cooperatives, individuals including women and youth and key stakeholders of the SUSTAINED project. It will also be guided by the principles of inclusivity, diversity, and representation, where voices from marginalized and vulnerable groups are adequately captured.

6.0 Key deliverables:

Assignment inception report
Draft of the learning brief.
Final learning brief (not exceeding 12 pages).

7.0 Timeframe:

This assignment is expected to be completed within 17 days after the contract signing date. Submission of the draft learning brief to Oxfam in Uganda

8.0 Qualification and experience of the consultant/team

Oxfam is looking for a qualified consultant, or team of consultants with a background in Energy Economics, Statistics, Education, Social Sciences among others and experience in renewable energy and developing such learning briefs. Additionally, he or she should demonstrate the capacity to undertake the type of services sought within the indicated timeline and available budget. A master’s degree in the same field is preferred for this assignment.

9.0 Supervision/management of the assignment

The consultant shall be technically supervised and coordinated by the Energy and Extractives Industries Coordinator. The consultant shall report to the Energy and Extractives Industries Coordinator who directs the exercise in terms of information requirements, backstopping and corrective actions during this consultancy.

10 Payment

The consultant/team will be paid in accordance with Oxfam consulting policy which stipulates 20% upon submission and approval of the inception report and 80% upon successful completion and acceptance of the final deliverables. The professional fee shall be subject to a 6% withholding Tax deduction for local consultancies.
