Background of Oxfam in Uganda

About the Project

Through the Western Uganda humanitarian platform hosted by World Voices Uganda, Oxfam supports the implementation of emergency response to disasters in western  Uganda.

At the end of 2021, Oxfam in Uganda supported the formation of a consortium of seven Local NGOs namely World Voices Uganda, AWYAD, Joint Effort to Save the Environment (JESE), Livelihood program of Uganda (LIPRO Uganda) and Foundation for Urban and Rural Advancement FURA, Young African Refugees for Integral Development (YARID) and Labour and Consumer Advocacy (LACA) which later spearheaded the Birth of the Western Uganda Humanitarian Platform (WUHP), a platform of 51 local NGOs operating in western Uganda with the aim of responding to numerous humanitarian needs, emergencies and disasters in Western Uganda. These disasters inflict human suffering on thousands of people who get affected. Western Uganda is prone to disasters ranging from natural and human-induced, land conflicts and climate change, among others.

The ERF project under implementation builds on lessons learned from previous interventions made by the consortium from January to December 2022 in the 3 geographies and a learning component that ran until July 2023. Feedback from communities demonstrated how this funding model helped reduce the suffering caused by low-attention disasters. Decision-making was done by local responders with the participation of communities due to their proximity. World Voices Uganda provided backstopping support on a need basis, whereas Oxfam in Uganda provided advisory and general support. The high degree of community participation led to more tailored responses and transparency among most parties involved, including local governments. 

The ERF funds serve as a lifeline, facilitating the provision of fundamental services such as shelter, sustenance, clean and safe drinking water, and healthcare to refugees and marginalized groups of people. Communities around the Rwenzori Mountain ranges are always affected by floods and mudslides, which have displaced over 50,000 people in the region and more in the districts of Kasese, Ntoroko, Bundibugyo, and Isingiro, among others. 

Much of the population in this region are peasant farmers, and over 80% of this population depends on subsistence farming. The area experiences intermittent influx of refugees, disease out-breaks such as Ebola, hemorrhagic fevers, HIV/AIDS; and in the recent past COVID-19. Floods and landslides also continue to affect the local population, displacing people and leaving them with no basic requirements. Therefore, the project is able to support the affected persons and communities with both food and nonfood items being guided by the needs assessment made by the implementing partners, evaluated, and approved by the consortium.

Purpose or overall objectives of the documentation

To showcase the impact of  strengthening local humanitarian leadership through the  work and impact  of the Western Uganda Humanitarian platform 

Objectives of documentation 

  1. To conduct comprehensive coverage and interview with the Chairperson Western Uganda Humanitarian Platform, focusing on how the platform was formed, its membership, how it operates/ strategies, its impacts in southwestern Uganda, and its operation providing the local actors voice and autonomy. The value add of the platform vs when it was not in existence.
  2. To document the work that the platform has implemented and the impact. This should show the challenges the region faces, the existing efforts, the impact of the platform and have collaboration voices from the key stakeholders in the districts/region. Within this, the work of the various organisations in the response and advocacy can be showcased.
  3. To document the perspectives of the community – how the communities were impacted/ benefitted from the platform response. The documentation will strive to show the reality the value added, respectfully acknowledging attribution and the impact. It will also have diversity with a good balance of males, females and PWDs if any. 

Methodology/Approach:

The documentation will be done through written stories and short video. It will be collected from the project participants in OXFAM’s/partners’ operational areas.  The products will feature Oxfam’s partners, project participants and stakeholder involved in this project – including refugee led organisations and local humanitarian actors.

Locations 

Southwest (Kasese, Fort Portal, and Bundibugyo) Kampala.

Expected deliverables  

  1. Three comprehensive stories with a focus on the areas highlighted above. The stories must be comprehensive, bringing in various perspectives, evidence, and community voices.
  2. 30 High-quality, well-captioned photos. These will include action photos as well as portraits.
  3. A short video of not more than 5 minutes telling the story of localization through the Western Uganda humanitarian platform and its impact.
  4. All consent forms of people who were interviewed 
  5. All loose photos of the context/ scenery 

Proposed Activity Timeframe: 

Between 3rd November - 20th November 2024. This is the timeframe from content collection to the delivery of final products.

Prerequisites

Consent of people explicitly portrayed – consent forms must be signed off and filled. 

Photographs should include a range of shots and action-oriented photos from: 

  • Dynamic and observational shots of people conveying action, movement and energy 
  • Portrait shots - try to shoot a balance of portrait and landscape shots. 
  • Close-up detail of relevant objects and textures. 
  • Scene and context shots. Include a panoramic shot when the scene contains activities of interest 
  • Lively, striking, ‘slice-of-life’ images.
  • Well-gender-balanced images, voices portraying the people as empowered

Please note that Oxfam does not work with black-and-white shots

Consultancy Location 

The documentation process will be done in the district project areas of Kampala, Fort Portal, Kasese and Bundibugyo

Responsibilities of the consultant 

The consultant should work closely with the project team to accomplish the following tasks;

  1. Hold preparatory discussions with Project Teams and the communication Team at Oxfam about the activity.
  2. Prepare a shooting script and an editing script and share them with Oxfam for revision and approval.
  3. Provide a narration for the overall project documentary. 
  4. Accurately translate the project beneficiaries' voice into English 
  5. Finalize the documentation according to the feedback provided by the project team. 

Expectation from the consultant

  • The consultant will adhere to Oxfam policies and protocols of “Do no harm,” child protection and acquiring informed consent.
  • The consultant will sign the Oxfam external code of conduct. 
  • The consultant will present his / her subjects with dignity. 
  • The consultant will be expected to bring creativity.

Responsibilities Of Oxfam and Partners 

  1. Oxfam and partners will provide reference materials, analyze the quality of the product stories, and give input to drafts. 
  2. Support the consultant to coordinate field activities through the partners’ field staff and beneficiaries. 
  3. Provide leads for possible cases/people for documentation.
  4. Ensure that feedback is provided for the consultant when and where necessary. 
  5. Payment to the consultant as per agreement. 

Eligibility criteria 

The applicant should have at least three years of experience in journalism with skills in producing high-quality written stories. The applicant should share a track record of stories, photos and videos. Applications should include two references of similar work.

Fees payment 

The consultant will be paid in accordance with Oxfam's consulting policy, which stipulates 20% upon submission of the inception report and 80% upon successful completion and acceptance of the final products.

Terms of Reference for Consultancy to develop a cost-effective and sustainable accountability of affected populations strategy for Karamoja Region

1. Background about Oxfam in Uganda

2. Information about the Project

The project aims to strengthen Accountability to Affected Populations (AAP) in the Karamoja region (in all the nine (9) districts of Kaabong, Kotido, Abim, Karenga, Nabilatuk, Moroto, Napak, Amudat and Nakapiripirit) by leading a 9-month initiative to strengthen and link community-based mechanisms for a collective AAP approach and feedback mechanisms, leveraging existing systems and structures.

The complex humanitarian situation in Karamoja is operating alongside various development, peace and nexus assistance interventions, including an ongoing disarmament campaign. The population is highly vulnerable, with estimated 66% living below the poverty line and 45% of the population analysed (582,000 people) in June 2023 as facing high levels of acute food insecurity (IPC Phase 3 or above). The project will target 5% of the total population of Karamoja (60,000 individuals), consisting of males, females, boys, and girls affected by the humanitarian crisis. 

In each district the project will work with approximately 6,600 individuals through the community-based structures including the social accountability platforms, farmers groups, Village Savings and Loans Associations (VSLAs), Empowerment and Livelihood for Adolescents (ELA) groups, Male Action groups, women's groups, groups of women and other persons with disability, youth and school groups, disaster committees, and other community-based structures, in addition to 200 humanitarian workers.

The project will use already established community-based structures including the social accountability platforms, farmers groups, Village Savings and Loans Associations (VSLAs), Empowerment and Livelihood for Adolescents (ELA) groups, male action groups, women's groups, groups of women and other persons with disability, youth and school groups, disaster committees, and other community-based structures and connect them to decision making structures for the Karamoja Response, and establish complaint and feedback mechanisms by building the capacity of the above mentioned community structures to refer cases, enhance their means to report (i.e. phones for community group leaders etc) and provide information/referrals to the established GBV and child protection referral pathways, ensuring better access to protection and assistance. The identification of the mechanisms will involve community participation in selection of the mechanism (s) and their appropriateness to their context.

The approach to this project is to enhance accountability and empower communities through the implementation of a comprehensive collective AAP strategy and feedback mechanism in the Karamoja region. The key outputs and respective activities include; strengthened capacity of community-based structures in the Karamoja sub-region to participate in and play an active role in humanitarian and nexus decision-making, accountability platforms, and feedback mechanisms. To achieve this output, the project will: 

  1. Conduct an AAP self-assessment, identify and map existing feedback mechanisms, and existing community-based structures with whom the UN system and other humanitarian/nexus actors work - in particular groups which target women, youth and marginalized groups.
  2. Conduct consultations with community structures including the Social Accountability Forums, women and youth groups, District Local Government, and others to collect community perceptions and needs, preferred communication strategies and mechanisms for reporting sensitive matters (e.g., SEA and GBV), and other on localized approaches to AAP
  3. Build capacity of identified communities-based structures and humanitarian and development actors on IASC AAP actions and principles, including on PSEA, responding to allegations of GBV and VAC, and gender & inclusion
  4. Strengthen the link between community structures and existing complaint and feedback mechanisms
  5. Develop key messages and IEC materials, adapted and translated in local language, and disseminated through community structures, community radios, among others.
  6. Equip community-based structures and humanitarian actors (coordinated through AAP working group to HCT light and UNAC) for the collection of community perceptions to identify, standardize, gather, analyse and visualize data from community-based structures 

This will also equip existing and new structures to better handle and report individual complaints into established structures, triangulated with data from other feedback mechanisms, for effective decision making, course correction and to streamline accessible and rapid channels of communication between decision making structures (HCT light and UNAC) with affected populations. 

The project is being implemented by Oxfam together with UN Women and the Communication for development Foundation Uganda (CDFU) who together over the project period will:

  1. Design and implement inclusive monitoring tools and surveys using Kobo Toolbox for collection of perceptions and enable course correction through joint analysis of the data by the AAP WG of the feedback and used routinely in joint advise to the HCT light and Karamoja UNAC, to be administered at least biannually by trained community group leaders and supported by a local partner.
  2. Purchase hardware (phones and tablets) for use by community group leaders to enable better links to established feedback mechanisms (incl. hotlines, PSEA referral pathways etc) and for routine collection of perceptions from community members – in particular those groups with limited phone access or literacy. 
  3. Conduct capacity building/ training sessions for leaders of community-based structures and data enumerators on using the Kobo app on using the Kobo app, ethical data collection and gender
  4. Establish a public community voices and accountability dashboard to visualize the feedback collected
  5. Disseminate aggregated feedback collected through the same community groups and preferred community communication systems.

3. Purpose of the consultancy

Oxfam together with UN Women and CDFU would like to contract the services of a consultant to develop a Cost Effective and Sustainable Accountability of Affected Populations Strategy for Karamoja Region. The strategy will be used to influence, engage and operate, while providing opportunities for integration with already established databases, such as UNICEF's U-Report and WFP and partner hotlines. This will be used to strengthen inter-agency coordination for AAP, guided by the Inter – Agency Standing Committee (IASC) Collective AAP Framework for Karamoja region based on learnings from the pilot. The consultant will conduct consultative meetings with key stakeholders, working closely with the dedicated AAP Working Group, under the Uganda Humanitarian Country Team “Light” (HCT-L), and collaborating with the Inter-Agency PSEA Network, emphasizing strong engagement from diverse entities to develop the strategy. 

4. Objectives of the strategy 

Specifically, the consultant will:

  1. Generate evidence to inform the development of an effective and sustainable AAP strategy for Karamoja region through consultative meetings with key stakeholders, literature review, among others to gather information
  2. Identify and document cost effective and sustainable procedures (AAP Technical working group, UNAC, UNCT, PSEA Network), to relay information with key stakeholders in Karamoja region
  3. Propose recommendations on how to engage on the strategy with the respective stakeholders including a clear policy influencing framework that can be used by AAPs for meaningful engagement 

5. Scope of Work 

The strategy development will focus on the Karamoja sub region, located in the north-eastern Uganda, covering nine (9) districts of Kaabong, Kotido, Abim, Karenga, Nabilatuk, Moroto, Napak, Amudat and Nakapiripirit. The consultant will engage with different stakeholders in all the Karamoja districts, and develop ways in which to better operate through the structures to engage and influence decision making in the region. 

The consultant will engage several stakeholders including government Ministries, Departments and Agencies (MDAs) at the national and local government level; non government organizations; development partners and community members, both in Karamoja region and others outside the region that directly work with AAPs at the national and local government level. Consultation with key structures including UNAC Karamoja, PSEA network and TWGs including the AAP Working group for Karamoja will be key stakeholders to engage during the strategy development. 

The strategy will be applicable up to 5 years of operations of the AAP mechanisms in Karamoja region.

6. Methodology 

The expected methodology will include both qualitative and quantitative approaches in generating primary and secondary data for analysis. The consultant is expected to articulate the research design and provide details of strategy development approaches that will be applied. The methods should be sensitive to the target population (unit of analysis), and robust enough to provide adequate responses to the stated research questions. 

The methodology will be developed by the consultant in consultation with Oxfam and the AAP working group, covering details of strategy development, design and approaches for preparation and completion, emphasizing on quality assurance and ethical considerations. The consultant will also provide all relevant tools presented in the inception report. The data collection should include the use of a number of approaches to gain a deeper understanding of the outcomes of the project, including;

  • Desk Review: Review existing literature, reports, and data on peace and conflict, gender relations, and overall situations in Karamoja sub region.
  • Stakeholder Consultations: Engage with diverse stakeholders through interviews, focus group discussions, and key informant interviews.
  • Gender Analysis: Apply gender-sensitive analytical frameworks to assess the gendered dimensions of conflict and peacebuilding including dimensions of age, disability and inclusion analysis.
  • Data Collection: Conduct surveys, interviews, and focus group discussions to gather primary data on gender-specific experiences and perceptions.
  • Data Analysis: Analyse collected data using qualitative and quantitative methods, with a gender-sensitive lens, to identify existing mechanisms, their composition and the work they do
  • Validation workshop: The consultant will present the draft strategy to various teams through validation workshop/meetings to ensure effective review, input and approval of the AAP strategy 

The selected consultant will prepare a detailed methodology and share for review and approval through an inception report. Oxfam will coordinate the work of the consultant together with the AAP Working group and review the draft and final strategy developed by the consultant.

7. Outputs/Deliverables

The consultant will be expected to develop and present

  • Inception report detailing how the work will be done
  • Draft strategy including presentation for validation to the AAP working group
  • Final copy of the AAP strategy
  • Final strategy presentation to the Uganda Humanitarian Country Team “Light” (HCT-L)

Note: 

  1. All clean dataset(s), transcriptions and other materials MUST be handed over to Oxfam in Uganda 
  2. Each of the strategy versions submitted will have; a standard cover sheet; executive summary; description of objectives, methods and limitations; findings, conclusions and recommendations.

8. Timeframe and estimated working days

The assignment will be undertaken in October 2024, lasting a total of 20 working days from the date of signing the contract.

9. Qualification and experience of the consultant/team

  1. The consultant/ team of consultants should be qualified and experienced with a background in Social Sciences, Economics, Public Policy Management, Governance and development studies. A Masters Degree in a relevant field will be an added advantage
  2. The consultant should present experience working in humanitarian, resilience and peacebuilding/complex emergency settings, with previous experience in policy development and formulation
  3. Experience in programming especially developing and implementing cost effective and sustainable strategies
  4. Experience working in Karamoja region will be an added advantage

10. Proposal study criteria

The technical proposal will be evaluated based on the Quality Cost-Based Selection (QCBS) Criteria: 

  1. The individual general reliability as well as experience and capacity in the carrying out the assignment (30%).
  2. The approach in responding to the TOR with a detailed work plan (45%).
  3. The qualifications and competencies of the proposed personnel for the assignment (25%).

Proposals obtaining more than 70% of the technical points will be considered technically suitable and qualify for financial assessment.

11. Supervision/management of the assignment

The consultancy work will be managed and supervised by the Finance for Development Coordinator. The work will be participatory with the Oxfam team and AAP Working Group in all the activities at every stage. 

The consultant will be responsible for planning the activities in a timely manner and informing the Oxfam team and AAP Working Group in advance to ensure their participation. 

12. Payment

The consultant/s will be paid in 02 instalments i.e. 20% will be paid after approval of the inception report and 80% after approval of the final strategy. The consultant/s will be responsible to remit taxes that relate to the study.

Objective of the position

The Project Assistant- Gender and Energy will support the SUSTAINED project, and ensure that project goal, mission, and objectives are achieved with in the 11 months of the project implementation.

Job Responsibilities

  • Works in close coordination with other SUSTAINED Project consortium team members and identifies and encourages synergies within SUSTAINED project to achieve an integrated approach that supports the overall project mission as far as practical.
  • Ensure all project-based needs and requirements are shared with support services in a timely manner for ensuring effective and coordinated implementation.
  • Support project lead to ensure timely delivery of quality quarterly and annual reporting to SUSTAINED project technical lead highlighting implementation status, challenges and key plans for the following months in an acceptable format or a format agreed/provided by the parties.
  • Works towards ensuring that Refugees and vulnerable host communities, especially women and youth, in Uganda have increased access and utilization of clean, reliable, and affordable energy products and services, thus sustainably increasing their overall standard of living, health, and livelihoods. 
  • Compile and submit quality progress reports, monthly, quarterly and end of project reports and submits them to programs for onward submission to the donor.
  • Coordinate regular reviews and reflections on progress of the project at the districts and regional levels.
  • Ensure project work plans are effectively implemented, monitored and progress reports shared including effective budget management.
  • Contribute to the development of project related documents such as success stories and publications.
    Contribute to development and introduction of innovation to ensure Oxfam is continually incorporating best practice approaches in operations.
  • Work with MEAL team to ensure robust Monitoring, Evaluation and accountability system is implemented across the SUSTAINED project in line with consortium members.

  • Experience in refugee/ community work and engagement climate change and livelihood is added advantage. 
  • You have a reasonable experience in clean energy solutions, productive use of energy, on-grid and off grid electricity systems, gender and feminism approaches, climate change mitigation, entrepreneurship, micro finance and strong agribusiness skills. 
  • You have a track record demonstrating high integrity, innovativeness, creativity, reliability and dependable Proactive personality, self-driven and strongly motivated. You have a demonstration of well-developed interpersonal skills, excellent communication skills, both verbal and written. Ensure a gender perspective in the scope of work and observe highest level of integrity. 
  • Position is field based near the refugee Settlements in Arua and requires ability and willingness to travel within the region up to 100% of the time.

Context

Objective of the position

The Project Officer- Innovative Energy Solutions will lead and manage the SUSTAINED project, and ensure that project goal, mission, and objectives are achieved with in the 11 months of the project implementation.

Job Responsibilities

  • Works in close coordination with other SUSTAINED Project consortium team members and identifies and encourages synergies within SUSTAINED project to achieve an integrated approach that supports the overall project mission as far as practical
  • Works towards ensuring that Refugees and vulnerable host communities, especially women and youth, in Uganda have increased access and utilization of clean, reliable, and affordable energy products and services, thus sustainably increasing their overall standard of living, health, and livelihoods.
  • Maintains awareness of the perception of Oxfam’s reputation on Active Citizenship programming and delivery in Uganda and recommends appropriate action to ensure that it remains respected and credible.
  • Adheres to all Oxfam project implementation requirements and standards, in relation to SAP management, purchasing, HR, finance, project cycle management, programme quality, programme learning Builds and fosters national & international alliances and networks relating to SUSTAINED project internally and externally to encourage a joint accountability approach for achieving objectives, enhance sharing, programme learning and collaboration among relevant organizations and individuals.
  • Conducts regular monitoring and evaluation processes to continually assess organizational performance and delivery against agreed results and recommends action to ensure delivery is achieved.
  • Actively contributes to relevant lobbying, campaigning and advocacy work to increase others’ understanding of programme issues and to influence their approach and decisions

Leadership, programme management and resource mobilization:

  •  Provide overall leadership, management, guidance and engagement with strategic partners to ensure the development of quality project designs, concepts and fundable proposals for livelihood activities
  • Project effective leadership and monitors progress to ensure quality delivery of outcomes, outputs and services as formulated in the approved project proposal.
  • Ensure all project-based needs and requirements are shared with support services in a timely manner for ensuring effective and coordinated implementation.
  • Establish consultative and participative management environment that engages and develops SUSTAINED project consortium teams to deliver on donor obligations hence meeting program commitment priorities.
  • Ensure timely delivery of quality quarterly and annual reporting to SUSTAINED project technical lead highlighting implementation status, challenges and key plans for the following months in an acceptable format or a format agreed/provided by the parties.
  • In consultation with Energy and Extractive Industries Coordinator, Humanitarian Manager and Area Manager, Arua office identify opportunities to complement services under the project through identifying, leveraging and creating linkages with other projects where appropriate.
  • Work with Energy and Extractive Industries Coordinator, Humanitarian Manager and Area Manager, Arua office to support any fundraising activities to scale-up project interventions.

People and performance management:

  • Provide effective human resource management for all staff and volunteers under the project.
  • Hold monthly meetings and quarterly performance review meetings with team members.
  • Establish consultative and participative management environment that engages and develops project teams, to deliver on donor obligations hence meeting project commitment priorities.
  • Manage, supervise and build capacity of staff in project development, management and implementation especially in humanitarian emergency response.
  • Identify staff capacity, psychosocial and other needs, and work with P&C to ensure needs are met
  • Facilitate coaching, mentoring and counselling sessions for staff within the project.

Networking, Coordination and Stakeholder Engagement:

  • Network and collaborate with District, UNHCR, WFP, OPM, Energy Service Companies (ESCOs), and other relevant stakeholders in the Project Area
  • Maintaining effective coordination and working relations with donor and other relevant stakeholders at field level
  • Actively represent Oxfam and SUSTAINED project in coordination structures.
  • Share progress and update on project activities to donor and relevant stakeholders.
  • Contribute to dissemination and sharing of best practices and lessons learned for corporate development planning and knowledge building.
  • Ensure all project-based needs and requirements are timely and efficiently shared with stakeholders for best coordinated implementation.
  • Maintain close liaison on programmatic issues with donor beyond contractual reporting requirements.

Documentation, Reporting and Knowledge Management:

  • Compile and submit quality progress reports, monthly, quarterly and end of project reports and submits them to programs for onward submission to the donor
  • Coordinate regular reviews and reflections on progress of the project at the districts and regional levels.
  • Ensure project work plans are effectively implemented, monitored and progress reports shared including effective budget management.
  • Contribute to the development of project related documents such as success stories and publications.
    Contribute to development and introduction of innovation to ensure Oxfam is continually incorporating best practice approaches in operations.
  • Ensure robust Monitoring, Evaluation and accountability system is implemented across the SUSTAINED project in line with consortium members.

Partner Support:

  • Ensure timely reporting of partners in compliance with donor and Oxfam procedures/reporting requirements consolidate partner reports.
  • Offer support in the preparation of civic engagement project proposal documents, project summaries and project reviews.
  • Provide appropriate support to partners implementing the SUSTAINED project in all aspects of the project cycle management.
  • Support partner organizations to work by Oxfam standards and objectives.
  • Conduct regular performance assessments and reviews of partner organizations and provide guidance on enhancing the quality of projects.
  • Actively participate in regular meetings with partner organizations and relevant value chain multi stakeholder platforms.
  • Ensure that all action points/recommendations agreed upon with partners during project reviews are followed through during project implementation.
  • Ensure that partner project plans, proposals, work plans and budgets are developed in line with the Oxfam Country Strategy.
  • Support with partner contracting process, implement and monitor the agreements reached with the consortium or the implementing partners.
  • Provide Administrative and Logistical Support during project implementation.
  • Any other duties as provided by the line manager.

Support MEAL:

  • Working with MEAL coordinator, conduct regular monitoring visits to partners/field and ensure that reports are written on each visit and shared with the Humanitarian Program Manager.
  • Actively contribute to organizational learning through systematic documentation, monitoring, evaluation, and sharing of information with partners and the relevant program teams.
  • Constructively support partners‟ management of projects in the various stages of project cycle management, from project appraisal to reporting.
  • Support the project finance officer to monitor partners’ financial reports and ensure that regular partner audits take place.

Who are we looking for?

  • Of course, you have at least five (5) years’ experience working with vulnerable communities and familiarity with humanitarian programming and implementation. Minimum of Bachelors in Energy economics or governance, Natural Resource and Environment economics, Environment Management, Climate science, Engineering and Technology, or Development Studies, Law or any other relevant discipline.
  • Experience in refugee/ community work and engagement climate change and Livelihood is added advantage. Post graduate qualification in any relevant discipline will be added advantage. 
  • You have a great experience in clean energy solutions, productive use of energy, on-grid and off grid electricity systems, climate change mitigation, Entrepreneurship, micro finance and strong agribusiness skills. 
  • Experience with relevant technical models such as Village Savings & Loans, Gender Action Learning System (GALS) Methodology and Social Action and Analysis (SAA) Model is added advantage. 
  • You have a track record demonstrating high integrity, innovativeness, creativity, reliability and dependable Proactive personality, self-driven and strongly motivated. Demonstration of well-developed interpersonal skills, excellent communication skills, both verbal and written. 
  • Ensure a gender perspective in the scope of work and observe highest level of integrity. 
  • Position is field based near the refugee Settlements in Arua and requires ability and willingness to travel within the region up to 100% of the time.

EMPOWERING COMMUNITIES FOR COMPREHENSIVE ACCOUNTABILITY IN KARAMOJA (ECCAK)

CONTEXT

The Karamoja sub region, located in the north-eastern Uganda, consists of nine districts of Kaabong, Kotido, Abim, Karenga, Nabilatuk, Moroto, Napak, Amudat and Nakapiripirit. The region experiences the highest rate of multidimensional poverty (76%) which is over the national average.

The poverty level is higher in the region due to a multiplicity of factors including limited employment opportunities, poor agricultural yields and animal production caused by droughts and unpredictable weather due to climate change and limited access to education and insecurity. The majority of poor people in Karamoja are women and youth, mainly as a result of the disproportionate access to productive resources such as land, cattle and income generating opportunities.

The region is further engulfed in cultural practices of cattle rustling for restocking, wealth distribution and bride price, competition over scarce natural resources such as water and pasture. These results in loss of lives and heightened orphan burden, rise in female headed households/widows and human trafficking; changing livelihoods systems, environmental destruction and food insecurity (famine and malnutrition).

The Karamoja region has already established community-based structures including social accountability platforms, farmers groups, VSLAs, ELA groups, male action groups, women's groups, PWD, youth and school groups, disaster committees, and other community-based structures that were set up by different Non-Government Organizations (NGOs).

Despite the existence of these structures that support the protection of women, girls, men and boys and other vulnerable groups from all forms of violence, access to services remains a challenge due to insecurity, lack of information, and capacity deficiencies, among others. 

ABOUT THE PROJECT

Oxfam in Uganda, the Communication for Development Foundation Uganda and UN Women are implementing a 9-month program dubbed “Empowering Communities for Comprehensive Accountability in Karamoja” (ECCAK) with funding support from The Central Emergency Response Fund (CERF) through UN Women.

The program, will strengthen Accountability to Affected Populations (AAP) in the Karamoja region by leading an initiative to strengthen and link community-based mechanisms for a collective AAP approach and feedback mechanisms, leveraging existing systems and structures to strengthen established complaint and feedback mechanisms such as the existing hotlines and regional PSEA network.

Project Aim

Strengthen the capacity of community-based structures in the Karamoja sub-region to participate in and play an active role in humanitarian and nexus decision-making, accountability platforms, and feedback mechanisms.

Project activities

  1. Conduct an AAP self-assessment, identify and map existing feedback mechanisms, and existing community-based structures with whom the UN system and other humanitarian/nexus actors work - in particular groups which target women, youth and marginalized groups. 
  2. Conduct consultations with community structures including the Social Accountability Forums, women and youth groups, District Local Government, and others to collect community perceptions and needs, preferred communication strategies and mechanisms for reporting sensitive matters (e.g., SEA and GBV), and other on localized approaches to AAP
  3. Build capacity of identified communities-based structures and humanitarian and development actors on IASC AAP actions and principles, including on PSEA, responding to allegations of GBV and VAC, and gender & inclusion
  4. Strengthen the link between community structures and existing complaint and feedback mechanisms
  5. Develop key messages and IEC materials, adapted and translated in local language, and disseminated through community structures, community radios, among others
  6. Equip community based structures and humanitarian actors (coordinated through AAP working group to HCT light and UNAC) for the collection of community perceptions to identify, standardize, gather, analyse and visualize data from community-based structures, triangulated with data from other feedback mechanisms, for effective decision making, course correction 
  7. Streamline accessible and rapid channels of communication between decision making structures (HCT light and UNAC) with affected populations.

Terms of Reference (TORs) for a Consultant/Consultancy Firm to provide Consultancy Services for the Development, Review and Updating of the Oxfam in Uganda Land Rights Strategy

INTRODUCTION

Oxfam is a global movement for change that empowers people to create a secure future, just and free from poverty. We believe that everyone has a right to safety, security, a livelihood, and a say in decisions that affect them. In Uganda, our Vision is to see Uganda free of inequality and Injustice: A society where people, particularly women and young people, claim and exercise their rights and responsibilities and influence decisions that affect their lives. Our work is guided by the Country Strategic Framework (CSF) (2021-2030), organized around four themes: Governance and Accountability, Resilient Livelihoods, Humanitarian preparedness and response and Gender Justice and Women's Rights. All the themes work towards influencing policy and practice, youth and women empowerment, inclusive participation in decision-making at various levels, and capacity strengthening of national and local actors. 

Under the governance and accountability theme; OXFAM looks at ensuring that vulnerable women and youth have increased space for the role in contributing meaningfully to decision making in development process and holding key stakeholders accountable. This program focuses on citizen participation in transparency and accountability drives, addressing inequality in as far as raising citizen’s voices regarding how natural resources including land and minerals are governed (collected and allocated). One critical aspect under this theme is its focus on extractives in which OXFAM seeks to ensure that Citizens, especially women and youth participating and influencing natural resources policies and practices for improvement in social services and goods. The resilient Livelihoods theme on the other hand envisages that vulnerable women and youth are empowered to enjoy their rights to food and income security. The theme focuses on policy gaps with an objective to influence the formation and implementation of pro poor livelihoods and gender-sensitive policies and programs, promote women’s access and control over economic resources like land and engage with small-scale farmers and pastoralists. Lastly, the humanitarian response and preparedness theme, OXFAM seeks to empower Vulnerable women, youth (F&M), to enable them to mitigate, cope with shocks and enjoy their rights to a life with dignity. The theme specifically engages in a context with poor land governance systems, and internal and external conflicts, and targets particularly women, boys, and girls but also smallholder farmers, pastoralists with activities targeted towards ensuring that women are supported to meaningfully engage in decision-making processes for humanitarian response, community capacities are strengthened to cope with shocks and change through disaster reduction.  Some of the decisions that affect both the refugee but also the host community concern land acquisition. 

These four core themes directly and or indirectly engage with core land rights issues such as land acquisition and debates around compensation and require a firm appreciation and engagement with clear land rights interventions. Consequently, all these themes have a strong land rights component to them, implying that land rights are a key factor for OXFAM to achieve its goals.  OXFAM directly and indirectly through some of her partners are already working on land rights interventions that affect her core programmatic areas.  OXFAM has specifically been engaged in supporting key policy discussions such as the recent discussions of consideration of amendments of Article 26 (2) (a) relating to compulsory land acquisition and compensation, the Uganda National Land Policy and the draft Rangelands Management and Pastoralist Policy, and directly and indirectly supporting poor and vulnerable communities whose livelihoods have been affected as a result of the effects of mushrooming investments and coupled with poor land governance.[1] 

The challenge however is that the land rights work is scattered and not consolidated as a cross cutting theme across the core thematic areas. Adequate implementation of land rights requires attention consolidated and consistent efforts across the different themes and requires active and proactive strategic planning and resource and activity direction with actionable undertakings to ensure that the positive goodwill is reflected in the program work.[2]

The Land Rights Strategy (LRS) therefore aims to integrate a land rights-responsive approach into Country Strategic framework through a set of guiding principles and crosscutting strategies for Land Rights-responsive project design and implementation. In addition, the Land Rights Strategy provides a practical guidance to OXFAM-U team and partners in ensuring a stronger land rights lens throughout the design and implementation of all project components, more specifically in application of an approach that ensures both project processes and actual implementation accounts for importance of Land Rights and seek out opportunities to address land rights in all program activities.

BACKGROUND

Uganda’s population has grown tremendously over the past few years. This population growth rate is not commensurate to the available natural resources. The average number of people per household is 4.59 persons (Statista 2021)1.[3] The large family size means people struggle to access and sustain their livelihood from the limited natural resources which exacerbates environmental degradation, encroachment on wetlands and deforestation among other challenges. Forest cover has reduced from 24% in 1990 to 9% in 2012, due to pressure exerted by factors such as population growth, urbanization, and large land-based investments.  65% of forest degradation takes place on private land (NFA, 2015).[4] The development of the extractives industry with intense mining activities of natural resources such as sand, gold and other minerals escalate the pressure on land and natural resources while at the same time deepening inequality because of disproportionate land access, control, use and ownership among the poor (majority of whom are smallholder farmers) and the rich.[5]

Land, which is a very valuable natural resource and one of the factors of production, is bedeviled with limited access for vulnerable and marginalized communities, especially women and youth. Powerful and influential people grab land from the vulnerable poor, who have limited access to justice, thus affecting their main source of livelihood. Furthermore, land inequality exists and is aggravated by the negative social norms that discriminate against women and girls from accessing, owning, and controlling land and yet land is a key productive resource for women and youth economic empowerment. The land tenure system especially the customary land tenure system is entangled by patriarchy through male dominance hence limiting women’s economic empowerment. 

Inequality has played a major role in upscaling the exploitation of the vulnerable and poverty. Inequities in land ownership and access have persisted in Uganda for centuries. Big agribusinesses are growing exponentially in Uganda, some are national while others are foreign or conglomerates. This has increased the demand for land to establish their operations. The land these agribusinesses require falls under any of the following four (4) tenure systems, mailo, leasehold, freehold and customary. More than 8060% of land in Uganda is owned customarily and supports the majority (nearly 6575%) of the households in Uganda who are smallholder farmers who continually face unfair treatment in the form of displacements by large-scale agribusinesses and public projects. Poor land management has led to unclear ownership of land and a high rate of occurrence of disputes and conflicts. About 11 per cent of agricultural output is lost due to land disputes.[6]

Pastoralism and Rangelands Management. Rangeland in Uganda covers an estimated area of 84,000 Km2. This is about 44 per cent of the country’s land mass commonly known as the cattle corridor. It stretches from the south through the central region to the northeastern part of Uganda.[7] Pastoral and agropastoral communities are inhabiting the cattle corridor. Pastoralism remains an important land-use practice in the rangelands of Uganda. It contributes significantly to the livelihoods of Ugandans and socially benefits the local communities as well as contributes towards the national revenue and needs to be preserved.[8] The 1995 Uganda Constitution mandates the Government to enact laws and formulate policies from time to time, to regulate the use of land. The regulation of land use is done through physical planning as a tool that guides the harmonization of diverse needs for human settlements, production, and conservation. It emphasizes the adoption of best practices in land utilization to promote growth in various sectors such as agriculture and industry while considering population trends and ecological conservation.[9]

Since 1995, the government of Uganda has undertaken a series of ambitious legal and policy reforms regarding property rights and resource governance. Even though these actions intended to bring about fundamental reforms in rights, tenure management and control of land the Country is still struggling with unfair land management systems and rampant displacement of vulnerable persons, especially women food producers. In Uganda, despite land being a very important resource in production, its estimated that only 15%–20% of the land is formally registered.[10] Unfair land displacement is further plunging smallholder farmers and landowners into abject poverty as they (smallholder farmers) continually lose their land which is a key entry point (land as a means of production) into global agribusiness value chains. This is exacerbated by the impacts of extensive land degradation for larger plantations, making climatic conditions unfavorable and thus affecting multiple aspects of farmers’ livelihoods such as production, agro-processing, and value additions. Furthermore, even though the UN Commission on the Status of Women noted in 1998 that land rights discrimination against women is a violation of human rights and the presence of the current legal and policy system on land governance, women still have unequal access to rural land and associated natural resources which reduces their capacity to participate in profitable agribusiness hence further increasing the inequality gap.[11]

Oxfam in Uganda in 2019 developed a land rights strategy to speak to the above issues in its programming as guided by the then Oxfam Country Strategy (OCS). The strategy, however, expired when Oxfam in Uganda adopted a new Country Strategic Framework (CSF) - (2021-2030).[12] Based on the above background, there is a need to develop, review, update and incorporate emerging issues and address land rights/use pressures for sustainable land utilization and development of the Country.

RATIONALE

Land use pressures arising out of the country’s quest for economic development, high rate of population growth, the climate crisis is hitting, and poor land use planning practices are straining the land and land-based resources. This has led to inappropriate decisions in the allocation of land use activities that are manifested through, land degradation, soil erosion, loss of vegetation cover, loss of biodiversity, wetlands degradation, pollution, urban sprawl, conflicts over land use, reduced land productivity, among others. The demands placed on the environment to provide resources for human consumption will continue to grow with the rising population and increasing per capita consumption. Given that Uganda is largely dependent on land resources, the future can only point to increasing pressure on these resources. Inefficient land use planning affects productive land uses leading to poor performance of productive sectors, hence constraining national economic growth.

The development, review and development of the Land Rights Strategy is justified because of several reasons, one of them is that implementation of land and land rights is very critical for the overall implementation of Oxfam - Uganda programs considering that land problem affects all development programs, and that land is the most critical resource for both men and women and has multiple values and functions.  As a material and productive resource, land enables survival, livelihoods, and agricultural production. Implying all the four core programs of Oxfam requires secure rights to land and or an understanding and appreciation of land rights. Proper understanding and appreciation of land rights issues are considered one the ways of tackling several social problems affecting poor communalities in Uganda like food insecurity, lack of access to education, poor education, ill health, unemployment, powerlessness, the vicious cycle of political instability and violence, domestic violence, etc. Positive land management on the other hand has a positive effect on a range of development goals, like poverty reduction, food security; improved health conditions and economic growth, etc. 

OBJECTIVES OF THE CONSULTANCY

The main objective of the consultancy is to Develop, review and update the 5-year Oxfam Land Rights Strategy. 

Specific Objectives

  1. To undertake a consultative and inclusive review of the progress made during the implementation of the Oxfam in Uganda land rights strategy.
  2. To align the new land rights strategy with the new Country Strategic Framework (CSF) and Resilient Livelihood Program Framework paper. 
  3. To incorporate emerging land rights/governance/administration/management issues into the New Land Rights Strategy visa viz land law and policy. 
  4. To integrate gender, refugee rights, pastoralism and rangelands management, conflict sensitivity, food systems, and climate-smart initiatives into the new land rights strategy.
  5. To align the Oxfam land rights strategy with national, regional, and international frameworks like the African Union Land Governance Strategy, African Union Framework and Guidelines on Land Policy in Africa, The OECD Guidelines for Multinational Enterprises on Responsible Business Conduct (OECD Guidelines), Voluntary Guidelines on the Responsible Governance of Tenure (VGGT), etc. 

SCOPE OF WORK

The scope of work will include:

  1. Conduct stakeholder mapping of key Government Agencies, Academia, Civil Society Organizations, cultural institutions, landowners, and other relevant stakeholders both at national and local levels.
  2. Review relevant national and international policies, laws, guidelines, standards, and regulations on land rights/governance/management/use.
  3. Review relevant regional and international protocols, conventions, charters, and agreements on land rights/governance/management/use. 
  4. Compare best practices both nationally and internationally, to identify areas where improvements can be made, and innovative approaches can be adopted regarding land rights/governance/management/use. 
  5. Conduct consultations with Government Agencies, Academia, Civil Society Organizations, cultural institutions, landowners, and other relevant stakeholders both at national and local levels.
  6. Analyze data and information on land rights/governance/management/use patterns, trends, evolving needs, and challenges to inform new land rights strategy.
  7. Identify current policy gaps to be addressed in through the new land rights strategy that will inform our advocacy interventions. 
  8. Harmonize and integrate the principles of the National Land Policy with other existing government policies and laws to ensure coherence and alignment with the new land rights strategy.
  9. Develop a Gender Responsive, food systems, refugee rights, Conflict Sensitive and Climate Smart Land Rights strategy. 

6.0 ROLES AND RESPONSIBILITIES

  1. Overall supervision of the Consultant shall be done by the Land Rights Coordinator at Oxfam in Uganda. 
  2. The Consultant shall on a weekly basis report to the Land Rights Coordinator the progress made on the consultancy assignment.
  3. The Report/s of the Consultant shall be submitted to the Land rights coordinator and the Monitoring and Evaluation coordinator shall be put in copy. 
  4. The Consultant shall be responsible for facilitating stakeholder consultative meetings.
  5. Oxfam in Uganda through the Land Rights Coordinator will be responsible for supporting the Consultant in: 
    1. Ensuring timely delivery, quality control and approval of the required deliverables.
    2. Provision of introductory letters to stakeholders.
    3. Coordination of communication flow between the consultant and the stakeholders.
    4. Provide the Consultant with all supporting documents and legal frameworks required for the execution of the assignment. 
    5. Avail any relevant information from within his docket to the consultant necessary for the development, review, and update of the land rights strategy I.e. Country strategic framework (CSF), Resilient livelihood framework paper, Governance and accountability framework paper, Humanitarian response and preparedness framework paper, the Gender Justice and women’s rights framework paper etc

METHODOLOGY

The consultant will triangulate several methods to carry out the development, review, and update of the land rights strategy. These may include:

  1. Desk research: Review existing literature, policies, reports, and studies related to land rights/use/ planning/management/governance.
  2. Fieldwork: Conducting site visits into project implementation areas observe interview stakeholders
  3. Collection of spatial and socio-economic data.
  4. Stakeholder consultations: Organizing workshops, focus group discussions, and interviews with relevant stakeholders to gather input and feedback, especially Oxfam land rights partners.
  5. Data analysis: Analyzing quantitative and qualitative data collected during the review process.

DURATION OF THE CONSULTANCY

The duration of the Consultancy for the development, review and updating of the Land Rights Strategy is expected to be completed within 6 weeks from the commencement date. The following timeline provides an overview of key activities:

  1. Inception phase (desk research, stakeholder mapping) – Week 1
  2. Fieldwork: Conducting site visits into project implementation areas observe interview stakeholders – Week 2&3
  3. Collection of spatial and socio-economic data – Week 2&3
  4. Data analysis: Analyzing quantitative and qualitative data collected during the review process – Week 4,5&6
  5. Report preparation and finalization – Week 6

DELIVERABLES

The consultant is expected to deliver the following outputs:

  1. An Inception report: A detailed report outlining the consultant’s understanding of the assignment, proposed methodology, work plan, and data collection tools.
  2. Weekly progressive reports clearly stating the status of each activity, tasks and deliverables, issues encountered and how they have been addressed.
  3. Draft 1 of the Oxfam in Uganda Land rights strategy with proposed updates based on the objectives and scope of the assignment. 
  4. Final Oxfam land rights strategy: A well-structured strategy summarizing the entire development, review and updating process, proposed updates, and recommendations.

THE CONSULTANCY TEAM COMPOSITION

The consultancy team should at least include the following experts. Having most of them is mostly preferred but will not affect any applicants that do not possess all these in their team:

  1. Team leader
  2. Policy/Legal Expert
  3. Environmental Management Expert
  4. Economist/Sociologist
  5. Rural Development Expert

QUALIFICATIONS

The consultant (Team leader) should possess the following qualifications:

  • Advanced degree in law/economics/human rights/land governance/management/administration/use/planning, urban and rural development, environmental management, or a related field.
  • Proven experience in conducting strategy development, policy reviews or similar assignments in the field of land governance/management/administration/use/planning or related areas.
  • Strong analytical skills with the ability to analyse complex data sets and identify key trends.
  • Excellent communication skills with experience in facilitating stakeholder consultations and preparing high-quality academic documents.

11.1 Summary of Qualification for the key Experts

Team Leader: Team Leader should have a master’s degree in law/human rights/Social sciences/Development studies and any related discipline

Experience:        

  • Demonstrated experience working with a multitude of stakeholders from various disciplines and backgrounds including Government, civil societies and communities, private sector, development partners and donors.
  • Demonstrated analytical, reporting and communication skills.
  • Must be fluent in English both spoken and written.
  • A minimum of 5 years practicing policy/law with at least 5 years’ experience in land administration in Uganda.
  • Experience in advocacy efforts in the land sector.

Policy/ Legal Expert: Should have a master’s degree in policy or any related discipline

Experience:

  • Proven professional experience in policy analysis and development and analytical reports in policies and laws or another related field.
  • A minimum of 5 years practicing policy/law with at least 5 years’ experience in land administration in Uganda.
  • Must be a registered professional in Uganda.
  • Demonstrated experience working with a multitude of stakeholders from various disciplines and backgrounds including Government, civil societies and communities, private sector, development partners and donors.
  • Demonstrated analytical, reporting and communication skills.
  • Must be fluent in English both verbal and written.

Environmental Management Expert: Should have Master’s degree in environmental sciences

Experience:

  • Minimum of 5 years working as an environment officer/expert with any reputable organization.
  • Demonstrated experience working with a multitude of stakeholders from various disciplines and backgrounds including Government, civil societies and communities, private sector, development partners and donors.
  • Demonstrated analytical, reporting and communication skills.
  • Must be fluent in English both verbal and written.

Sociologist/Economist:   Should have Master’s Degree in Sociology or related field              

Experience:

  • Minimum of 5 years working experience as a sociologist with a reputable organization.
  • Demonstrated experience working with a multitude of stakeholders from various disciplines and backgrounds including Government, civil societies and communities, private sector, development partners and donors.
  • Demonstrated analytical, reporting and communication skills.
  • Must be fluent in English both verbal and written.

Rural Development Expert: Should have advanced university degree in agriculture, rural development, land management, land administration, economics, natural resources management or related fields         

Experience:

  • At least five years of relevant experience.
  • Relevant experience in rural development, community development, governance and access to natural resources, land consolidation, land market development and with implementation of the Voluntary Guidelines on the Responsible Governance of Tenure (VGGT).
  • Extent and relevance of experience in the formulation and implementation of policies and programs for rural development, including community development planning and territorial approach, as well as for land tenure, including land consolidation, land market development and access to and responsible governance of natural resources.
  • Demonstrated analytical, reporting and communication skills.
  • Must be fluent in English both verbal and written.

Work Arrangements

The following are work arrangements to ensure the successful delivery of the assignment. The team of consultants.

  1. Is expected to work from their own office premises.
  2. Must ensure that they are able to work in all regions in Uganda.
  3. Must be flexible and be able to accommodate any changes to the tasks and timeline.
  4. Must use its own equipment and resources to deliver the tasks set out under the Scope of Services.

Payment

The consultant/s will be paid in 02 instalments i.e. 20% will be paid after approval of the inception report and 80% after approval of the final report.  The consultant/s will be responsible to remit taxes that relate to the study.

Cultivating Change in a Warming World

CONTEXT: 

The world is facing multiple connected and worsening crises. Unjust and unsustainable food systems are failing to deliver food and nutrition security, living incomes, and decent working conditions for the increasing numbers of people. Extractive and unsustainable use and governance of land and other natural resources are contributing to the loss of livelihoods, as well as pollution, biodiversity loss, ecological breakdown, and climate change.

Climate breakdown is wreaking havoc worldwide, causing increased hunger, poverty, and inequality and threatening the survival of all of humanity. The impacts of these crises are profoundly unequal – rural women and communities in many countries across Africa, Asia, and Latin America are disproportionately affected. 

To rise to these complex challenges, an ambitious, integrated approach is needed. To achieve this, we need to align and combine the forces, efforts, and resources of multiple partners and stakeholders to achieve transformative change at a systems level. Cultivating change is, therefore, a program that will aim to accelerate efforts to shift global food systems over the next five years to meet the needs of those most impacted by inequality and compound disasters. 

Our vision is of fair and sustainable food systems that support thriving, food-secure and climate-resilient rural communities. To achieve this, we will work at the nexus of the food, land and the climate crisis recognizing the need to address systemic inequalities through a multi-sectoral, integrated approach.   

This integrated program has been developed to build on Oxfam’s decades-long experience of working with rural communities and allies from local to global levels to fight the food, land, biodiversity, and climate crises, including the SIDA-financed SeedsGROW program (2013-2023). The program will contribute towards the Sustainable Development Goals (SDGs) 2: Zero hunger, 5: Gender equality, 8.8: Protect labour rights and promote safe and secure working environments for all workers, 12: Responsible consumption and production, 13: Climate action and 15: Life on Land systems. 

In practice, it means that Oxfam’s unique local-to-global approach, combining our direct programming with communities at the frontlines of the food, land, biodiversity and climate crises with our national and global influencing work with allies and movements, has a higher chance at having impact and changing the systems that are causing these crises, thanks to the expanded reach and scope of our strategies. 

ABOUT THE PROJECT:

In a bid to empower rural women and their communities, Oxfam in Uganda and a consortium of partners including Participatory Ecological Land Use Management Uganda, Eastern and Southern Africa Small-scale Farmers’ Forum (ESAFF), and Community Integrated Development Initiatives (CIDI), are implementing a four-year initiative in Uganda with funding from The Swedish International Development Cooperation Agency (SIDA).

The program will tackle inequalities in food systems, climate change and land and natural resource governance.

CONTEXT

OBJECTIVE OF THE POSITION

The Agribusiness Project Officer will play a vital role in successfully implementing our Poultry Piggery, solar Irrigation system under DANIDA SP II project and will be working closely with the EFSVL Coordinator to contribute to sustainable agricultural development and improve livelihoods in West Nile -Uganda.

KEY RESPONSIBILITIES

Project Implementation:

  • Oversee the day-to-day operations of the Poultry and Piggery project, ensuring activities are implemented according to the project plan and budget.
  • Monitor project progress, identify and address challenges, and propose solutions to ensure timely and effective implementation.
  • Liaise with stakeholders, including farmers, local authorities, and project partners, to build strong relationships and facilitate project activities.
  • Coordinate with technical experts, ensuring appropriate technical support is provided to farmers for best practices in poultry and piggery production.

Training and Capacity Building:

  • Develop and deliver training programs to farmers on animal husbandry, disease management, feed production, and marketing.
  • Facilitate knowledge sharing and exchange among farmers through workshops, demonstrations, and peer-to-peer learning activities.
  • Engage in the co-creation of women agribusiness incubator training with implementing partners.
  • Monitor and evaluate the effectiveness of training programs to ensure knowledge transfer and skill development.

Monitoring and Evaluation:

  • Collect and analyse data on project performance indicators, including production yields, income generation, and farmer satisfaction.
  • Prepare regular progress reports and present findings to project stakeholders.
  • Identify areas for improvement and propose adjustments to the project implementation plan.

Market Linkage and Value Chain Development:

  • Develop strategies for linking farmers to markets for poultry and pig products.
  • Work closely with the market system consultants to ensure project participants are set up for success in value chain development on cassava, sweet potato, maize, poultry, and piggery
  • Explore and facilitate opportunities for value addition and improved market access.
  • Promote and advocate for fair pricing and equitable market access for farmers.
  • Set up meetings with financial institutions to explore access to finance opportunities for project participants

Financial Management:

  • Manage the project budget, ensuring responsible and transparent expenditure.
  • Track project expenses, prepare financial reports, and submit them to relevant stakeholders.

Reporting and Documentation:

  • Prepare accurate and timely reports on project activities and achievements.
  • Maintain complete project documentation, including meeting minutes, training materials, and monitoring data.

WHO ARE WE LOOKING FOR?

Of course, you have at least a minimum of 2- 5 years of experience in poultry and/or piggery production, extension services, business development, and Income Gender Action or project management. You have a bachelor’s degree in agriculture, Animal Science, Agribusiness, or a related field. You have strong understanding of poultry and piggery production systems, including best practices, disease management, and market dynamics. You have previous exposure and experience in environmentally friendly, agriculture, and income-generating activities and experience with other local and international NGOs. You have excellent communication skills and ability to write good reports. You have a proven experience in training and capacity building for farmers. You have excellent communication, interpersonal, and presentation skills. You have the ability to work independently and as part of a team, experience working in matrix relations. Experience with market linkages and value chain development. Familiarity with project cycle management tools and methodologies. Proficiency in data analysis and reporting. 1. Background about Oxfam in Uganda

Oxfam is a global movement for change that empowers people to create a secure future, just and free from poverty. We believe that everyone has a right to safety, security, a livelihood, and a say in decisions that affect them. 

In Uganda, our Vision is to see Uganda free of inequality and Injustice: A society where people, particularly women and young people, claim and exercise their rights and responsibilities and influence decisions that affect their lives. Our work is guided by the Country Strategic Framework (CSF) (2021-2030), organized around four themes: Governance and Accountability, Resilient Livelihoods, Humanitarian preparedness and response and Gender Justice and Women's Rights. All the themes work towards influencing policy and practice, youth and women empowerment, inclusive participation in decision-making at various levels, and capacity strengthening of national and local actors.

2. Information about the Project

Description of Project: The DANIDA SPII project holds several components including market system development on the following value chains: piggery, poultry, cassava, maize, and sweet potato. From July 2024 to December 2025, the livelihood component of DANIDA SPII will support farmer groups in host and refugee communities in the following districts: Yumbe, Terego, and Madi Okollo districts. 

Oxfam works in partnership with Agency for Community Empowerment (AFCE), Uganda Refugee Disaster Management Council (URDMC), and African Women Agribusiness Network Uganda (AWAN Uganda) to train and support farmer groups to establish piggery, poultry, cassava, sweet potato, and maize value chains. Our aim is to develop a robust market system in host and refugee contexts to support crisis affected population, in particular women and youth to have increased food security and resilience. 

The project aims to benefit a total of 49,650 individuals, with 70% being refugees and 30% belonging to host communities. Among these beneficiaries, 15% are adolescents under the age of 17, 35% are girls and women of reproductive age, and 850 are vulnerable youth aged between 15 and 35 years old. Additionally, 40 farmer groups, comprising of 1000 households, will receive agricultural extension and entrepreneurship training. To achieve the overall objective of the project, Oxfam will collaborate with the Office of the Prime Minister, UNHCR, District local government technical personnel, and other Livelihoods partners.

3. Purpose and Objectives of the study

  1. Purpose of the study

The purpose of this study is to produce a market system action plan that includes analysis and mapping of the following value chains: piggery, poultry, cassava, maize, and sweet potato. In addition this market system action plan will identify each market linkage along the value chain beginning with input dealers and farmer groups through to end user. 

The market system action plan will cover the following key areas: 

  1. Market feasibility analysis on the identified 5 value chains (piggery, poultry, maize, cassava, and sweet potato). 
    1. Conduct a thorough market feasibility analysis for each value chain, assessing growth potential, profitability, and current market dynamics including cost-benefit analysis and pricing structures across various market segments (e.g., wholesale, restaurant, hotel, butcher, intermediary buyers).
  2. Value chain development strategy to identify potential stakeholders for each market linkage. 
    1. Design a value chain development strategy that identifies key stakeholders at each stage of the value chain, including input dealers, abattoirs, logistics providers, off-takers, and recommended markets. This strategy will outline actionable steps tailored to enhance market linkages for farmer groups involved in the identified value chains. 
  3. Evaluate the feasibility of implementing a digitalization strategy, specifically assessing the potential for establishing e-commerce platforms (e.g., WhatsApp Business) to facilitate direct sales from farmer groups to consumers
  4. Objectives of the study 

This study holds the following objectives: 

  1. To inform partners and farmer groups within the DANIDA SPII project on best practices to establish a sustainable market system for the identified 5 value chains: piggery, poultry, cassava, maize, and sweet potato. 
  2. To strengthen stakeholder engagement in the development of the identified value chains through connecting local actors- input dealers, distributors, market vendors, off takers, abattoirs, etc. 
  3. To substantially increase the share of the agroecological produced agri-food products produced by host/refugee communities. 

4. Scope of Work 

The consultancy aims to develop a comprehensive Market System Action Plan focusing on the piggery, poultry, cassava, maize, and sweet potato value chains in host/refugee communities in Bidibidi, Imvepi, and Rhino refugee settlements. The technical scope involves conducting a rigorous market feasibility analysis to assess growth potential, profitability, and current market dynamics relative to geography, farmer group demographics, and other logistical barriers that may arise. Key research questions include evaluating market feasibility, identifying optimal value chain strategies, and assessing the viability of digitalization options. Key stakeholders encompass input dealers, distributors, market vendors, off-takers, abattoirs, and local farmer groups. The study will be conducted in Yumbe, Terego, and Madi Okollo districts, targeting host and refugee communities. The assessment period spans from August 2024 to September 2024 to support the other components of the DANIDA SPII project's timeline for livelihood support and market system development.

5. Study Methodology 

The study will adopt a mixed-methods approach to comprehensively address the objectives of the Market System Action Plan. This approach will combine qualitative and quantitative methods to provide a nuanced understanding of market dynamics and stakeholder interactions within the piggery, poultry, cassava, maize, and sweet potato value chains.

Qualitative Component:

Qualitative methods will be employed to gather in-depth insights from key stakeholders including farmer groups, input dealers, distributors, and market vendors. Semi-structured interviews and focus group discussions (FGDs) can be utilized to explore perceptions, challenges, and opportunities within each value chain. This qualitative data will enrich understanding of local contexts, stakeholder relationships, and market behaviours.

Quantitative Component:

Quantitative methods will involve conducting surveys with a representative sample of farmers and market actors across Yumbe, Terego, and Madi Okollo districts. Surveys will assess factors such as market participation, income generation, production costs, and market preferences. This data will enable statistical analysis to quantify market feasibility, profitability, and economic impacts of proposed interventions. For each market linkage, at least 2-3 potential actors should be identified to compare costs and fit. 

Quality Assurance and Ethical Considerations:

The study will adhere to ethical guidelines, obtaining informed consent from participants and ensuring confidentiality of collected data. Quality assurance will be maintained through rigorous training of data collectors, continuous supervision, and validation of data through triangulation of methods.

This section should outline how the assignment will be conducted. Make suggestions on the potential design (e.g. cross-sectional study, experimental, case study etc) and approaches (e.g. qualitative or quantitative) to apply. 

6. Study Outputs/Deliverables

  1. List all the outputs/deliverables of the assignment using bullet points e.g inception report, draft report, final report, dataset etc.
  • Market System Action Plan: A detailed document outlining findings from the market feasibility analysis and proposing strategies for enhancing value chain development and stakeholder engagement.
  • Stakeholder Engagement Plan: Recommendations for strengthening collaboration among local actors, including input dealers, distributors, market vendors, off-takers, abattoirs, and other relevant stakeholders.
  • Design data collection tools
  • Digitalization Feasibility Report: Assessment report detailing the viability of digital platforms for improving market access and efficiency within the identified value chains.
  • Each of the Plans and Reports will have a draft to be shared and presented for feedback from Oxfam and implementing partners.

    1. Proven track record of producing market feasibility analysis as well as setting up market linkages for successful value chain development, preferably in Uganda or similar East African contexts.

7. Timeframe and estimated working days

The assignment will be undertaken from August 2024 to September 2024 lasting a total of 30 working days from the date of signing the contract. 

  • Consultant to sign the contract for the assignment for 1 Day on Sept 15
  • Primary data collection (fieldwork) for 15 days (Sept 15 - 30)
  • Data analysis and report writing for 15 days (Oct 1 - 15)
  • Submission of the draft study report to Oxfam in Uganda for 1 day (16 Oct)
  • Presentation of draft study to Oxfam and implementing partners for feedback for 1 Day (Oct 18)
  • Incorporating comments on the draft report for 7 Days (Oct 19 – Oct 26)
  • Submission of the final project study report to Oxfam in Uganda for 1 day (Oct 30)
  • Presentation of study findings/ sharing feedback on the report for 1 day (Nov 5)

8. Qualification and experience of the consultant/team

The consultant will need to demonstrate the following credentials: 

  1. Experience working with the private sector in West Nile. 
  2. Expertise in market system development, value chain analysis, and digitalization strategies within agricultural and refugee contexts. 
  3. In-depth understanding of the markets relevant to the following value chains: piggery, poultry, cassava, maize, and sweet potato. 
  4. Excellent network of contacts to support input on the analysis and market development strategies. 
  5. Strong understanding of enterprise/agribusiness development. 
  6. Strong analytical and report writing skills, with the ability to communicate findings effectively to diverse audiences. 

9. Proposal Study Criteria

The technical proposal will be evaluated based on the technical expertise, relevant experience, the methodology proposed, and cost-effectiveness, and based on Quality Cost-Based Selection (QCBS) Criteria: 

  1. The individual general reliability as well as experience and capacity in carrying out the assignment (30%).
  2. The approach in responding to the TOR and detailed work Oxfam in Uganda (45%).
  3. The qualifications and competencies of the proposed personnel for the assignment (25%).

Proposals obtaining more than 70% of the technical points will be considered technically suitable and qualify for financial assessment.

10. Supervision/management of the assignment

The consultant engaged for the Market System Action Plan study will be supervised by the Lead Person from Oxfam in Uganda, who will serve as the primary point of contact and oversee the consultancy’s progress and deliverables. The Lead Person will ensure that the consultant aligns with project objectives, methodology guidelines, and ethical standards throughout the study duration. Regular meetings and check-ins will be scheduled to monitor progress, provide feedback, and address any challenges encountered during fieldwork and analysis.

Oxfam in Uganda advocates for a participatory approach in conducting the study, fostering open communication and collaboration between the consultant and project stakeholders. This approach encourages active engagement in decision-making processes, validation of findings, and joint planning of dissemination strategies. Oxfam emphasizes the importance of timely reporting and feedback loops to ensure transparency and accountability in project management.

Responsibilities

Oxfam in Uganda Responsibilities:

  • Provide detailed orientation and contextual background on the DANIDA SPII project, including specific objectives and expected outcomes of the Market System Action Plan study.
  • Facilitate access to relevant stakeholders, communities, and project resources necessary for data collection and validation.
  • Review and approve study methodologies, tools, and preliminary findings to ensure alignment with project goals.
  • Ensure compliance with ethical standards and regulatory requirements throughout the study process.
  • Monitor progress, provide technical guidance, and evaluate deliverables against agreed timelines and quality benchmarks.

Consultant’s Responsibilities:

  • Develop a detailed work plan and methodology proposal, subject to approval by Oxfam in Uganda, outlining specific tasks, timelines, and deliverables.
  • Conduct thorough and unbiased data collection using agreed-upon methodologies, ensuring accuracy, reliability, and ethical standards.
  • Analyze data collected using appropriate techniques and frameworks, producing comprehensive reports and presentations as per agreed formats.
  • Participate actively in scheduled meetings, workshops, and stakeholder engagements facilitated by Oxfam in Uganda.
  • Submit interim progress reports, draft deliverables, and final outputs within stipulated deadlines, adhering to quality standards and contractual obligations.

Contractual Obligations

To uphold contractual obligations, including time management and deliverable timelines, penalties for non-compliance will be clearly stipulated in the consultancy agreement. These penalties may include financial deductions or termination of the contract based on the severity and impact of the delay or non-performance. Both parties commit to proactive communication and collaborative problem-solving to mitigate risks and ensure successful project outcomes.

11. Payment

  • Professional fee: Though the interested consultant/s are expected to provide a budget for the exercise, Oxfam will consider proposals that are within the available budget and approved rates as per its policy on professional fees. 
  • Tax and insurance: The consultant/s shall be responsible for his/her income tax and/or insurance during the assignment. 
  • Code of conduct: Oxfam's work is based on deeply held values and principles, it is essential that our commitment to humanitarian principles is supported and demonstrated by all members of staff. Oxfam Code of Conduct sets out the standards which all staff members must adhere to. The consultant is bound by the principles and conditions of Oxfam Code of Conduct. 
  • A contract will be signed by the consultant upon commencement of the assessment which will detail additional terms and conditions of service, aspects on inputs and deliverables. 
  • 25% of payment will be delivered at the beginning of the assessment and 75% paid with all completed milestones and deliverables.

12. Submission of Technical and Financial Proposal: 

Applications should be submitted to Procurement Committee, Oxfam Uganda via ugandalogistics@oxfam.org with the subject line “Market Systems Development Strategy focusing on piggery, poultry, cassava, maize, and sweet potato in Rhino, Imvepi, and Bidibidi Settlement and surrounding targeted host communities.” no later than 27th August 2024. The selection committee will review applications on a rolling basis. Applications should be made in soft copy and with the following included: 

  • Profile of the service provider and the team composed for this task.
  •   A technical proposal detailing your understanding of the TOR, Previous/current experience in supporting a similar kind of work, including examples of organizations supported in similar tasks.
  •  Financial proposal outlining overall quotation of Uganda Shillings (UGX) for all the services to be provided and must be itemize as follows: 
  • An all-inclusive day rate for each team member (professional and administrative)
  • Any other costs (e.g. incidentals) (indicate nature and justification for such costs)
  • Taxes
  •  Summary of the total costs for the services proposed.
