CONTEXT:

Uganda faces numerous natural and human-made hazards, including floods, droughts, conflicts, and epidemics, leading to a significant risk profile. The INFORM Risk 2024 assessment ranks Uganda as the 12th highest globally for risk, with a score of 7.0/10. Hazard exposure is particularly acute in regions like Mt. Elgon, where recent floods, landslides, and other disasters have directly affected over 1,830 households across districts like Mbale, Sironko, and Bulambuli.

The occurrence of hazards combined with limited capacity and high vulnerability across communities in the Mt. Elgon region has resulted in severe devastation through destruction of assets, loss of livelihoods and food insecurity impacts. Despite being first responders on the ground, local humanitarian actors repeatedly report lack of access to resources and decision-making power needed to respond effectively. The identified needs in Uganda reveal a comprehensive set of challenges stemming from a wide range of natural and man-made hazards.

In response, Uganda developed the National Policy for Disaster Preparedness and Management (NPDPM) in 2011, which outlines a structured framework for disaster management through various committees, including District Disaster Management Committees (DDMCs) at different government levels.

As part of DRM policy implementation to address these challenges, Oxfam in Consortium with Uganda Red Cross Society and Caritas Tororo with funding from European Union Humanitarian Aid (ECHO) develop a project aiming to enhance the capacity of local Disaster Risk Management (DRM) actors and improve coordination mechanisms at various levels. The action specifically is aimed to address the limitations in knowledge, capacities and skills on DRM focusing on strengthening local DRM actors' abilities to anticipate, prepare, and respond to multi-hazard shocks in urban, semi-urban, and rural areas and ensure a timely and effective response to sudden onset emergencies or triggers of slow-onset emergencies.

Overall, the combined effects of Uganda's vulnerability to hazards, limited capacity for disaster management, and weak coordination among stakeholders have led to severe consequences, including asset destruction, loss of livelihoods, and heightened food insecurity. To improve responses, it's essential to empower local humanitarian actors, enhance their resource access, and ensure that disaster response training is provided to local first responders, enabling timely and effective emergency action. The proposed activities are aligned with the identified needs, addressing gaps in disaster preparedness, coordination mechanisms, and the inclusion of marginalized groups, such as women and children.

ABOUT THE PROJECT

With funding from the European Commission Humanitarian Aid (ECHO), Oxfam in consortium with Caritas Tororo and Uganda Redcross Society (URCS) are implementing the Early Warning Early Action, Strengthening Multi-Hazard Disaster Preparedness in Mt Elgon Subregion project.

The 2 year project which is being implemented across seven districts in the Mt Elgon Region will enhance community resilience to shocks and stresses through effective and participatory multi-hazard anticipation actions and preparedness measures and will build upon the work done under the previous ECHO DP- Strengthening Community-led Actions on Disaster Preparedness and Response

PROJECT OBJECTIVE/ GOAL:

To enhance community resilience to shocks and stresses in Mt. Elgon sub-region through effective and participatory multi-hazard anticipatory action and Preparedness measures.

EXPECT RESULTS:

Local DRM actors (including local government, private sector and communities) effectively anticipate, prepare and respond to multi-hazard shocks in urban, semi-urban and rural areas.
Local and national actors lead a timely and effective response to sudden onset emergencies or triggers of slow-onset emergencies in a safe, accessible and participatory manner through access to a crisis modifier.

CONTEXT

OBJECTIVE OF THE POSITION

The Grants and Contracts Coordinator will be responsible for the compressive financial, risk, Grants and Contracts management of the Country Program. The Grants and Contracts Coordinator will be expected to work with and provide guidance to the Country Programs Grants and Contract in this wide network of actors to ensure implementation of financial administration in accordance with Oxfam Novib and the Donor requirements. The aim is to strengthen a coherent, robust approach to financial management and oversight for the Country Program.

KEY RESPONSIBILITIES

Donor Engagement, Compliance and Donor contract Management: 70%

Support the BSM & PFM by participating fully in relevant funding activities, and assist in the development of donor proposals, budget submissions and other necessary activities to secure funding for program objectives.
Working closely with programme and finance teams for ensuring trouble free donor contract management and compliance; complementing the entire project life cycle (from signing of contract to closure).
Ensuring timely submission of high-quality donor reports in coordination with programme and finance staff.
Lead in monitoring compliance with donor contract requirements and Oxfam’s contract management policies and procedures through setting up and implementing appropriate systems and tools, and report exceptions
Review partner grant budgets, activity plans and partnership agreements to ensure compliance with donor requirements and Oxfam policies and procedures
Provide regular management information on the financial status of country program funding arrangements, including the preparation of the monthly funding report
Proactively review and identify any potential issues which would interfere with reporting requirements and/or meeting compliance standards and take appropriate action to resolve them
Assist in developing and managing donor relationships and participate in donor meetings and visits as appropriate
Work with program staff to establish a longer-term perspective on funding needs, rather than short-term “symptom based” funding, including conducting research and analysis and preparing information and reports on the underlying reasons that need to be addressed
Develop and maintain an effective partner grants and reports monitoring system, ensuring adherence to Oxfam policies and procedures on partner management
Regularly visit partner organisations to fully understand the context and operating environment they work in to ensure effective support is provided
Maintain donor contracts and partner grants files, both electronic and hardcopy, up to date and easily accessible to users, donors and auditors.
Support in communicating with donor’s vis-a-vis donor contract management as and when required.

Partner Management and Capacity Building: 30%

Support the development and implementation of a detailed plan for building the business services capacity of partner organisations, specifically relating to financial and funding management procedures. This will include needs assessment, capacity building approach and delivery plan including tools and methodologies, performance standards, and evaluation approach
Support with contracting processes for partners without designated finance officers.
Undertake personal training, coaching and capacity building to partner organisations to develop their own expertise as required. Ensure that partner organisations work in accordance with Oxfam acceptable standards and objectives
Support the conduct of regular performance assessments and reviews of partner organisations, including undertaking audits, to ensure that the capacity building programme is delivering agreed results, making necessary adjustments as circumstances change
Participate in regular meetings with partner organisations to ensure that the working relationship between them and Oxfam is positive, open and conducive to the successful achievement of agreed objectives.

WHO ARE WE LOOKING FOR?

Of course, you have a Bachelor’s Degree in Business Administration, Finance, Accountancy etc from recognised University or equivalent accountancy professional Qualifications ACCA, or CPA (U) and experience over 5 years’ experience in grants and donor contract management (financial management and accounting, setting up internal control systems / carrying out audits/reviews, and well exposed to the relevant statutory /legal issues that affect Oxfam as a country program and well connected to affiliates and partners in the region and beyond. You have proven experience in finance management and/or coordination in an international organization.

Well-developed interpersonal and team skills and proven ability to be flexible in demanding situations. Years of supervisory responsibilities, including good training and coaching skills and a willingness to support development of others.

You have previous experience with non-governmental organizations. You have proven computer literacy and analytical skills, Good negotiation and diplomacy skills and Good written and spoken English is essential. Commitment to the aims and objectives of Oxfam. CONTEXT

OBJECTIVE OF THE POSITION

The Gender Justice and Women’s Rights Program Manager will be responsible for strategic development and management of the country programme, realisation of programme impact at local, national, regional and global levels through ensuring programme alignment to the key strategic objectives, programme standards and partnership principles, resource mobilisation, specifically for the Gender Justice and Women’s Rights component of the Strategy and Promotion of Gender Justice and Women’s Rights as core to both programmes and operations.

KEY RESPONSIBILITIES

Thought Leadership

Adopt a “thought leadership “attitude, informed of developments/ the latest thinking, undertake/commission organised research and analysis and spend time in reflective consideration to develop a comprehensive understanding of the place of Gender Justice and Women’s Rights at the various levels of engagement.
Ensure all analyses, information and recommendations with regarding policy and programmes are informed by the critical consideration of GJ&WR.
Participate in the national, regional and global development environment to identify opportunities to impact the reduction of injustice and extreme inequality with specific focus on gender inequality; and, in so doing, foster strategic institutional linkages, alliances, networks and partnerships to ensure shared learning and collaboration.
Membership/Provide strategic and technical advice to the Country Management Team (CMT) to ensure that the GJ&WR agenda is consciously embedded in programme and operational decisions.
Support organisational approaches to Knowledge Management and Information-sharing on GJ&WR. Specifically, through synthesis of data and information to share with and keep staff informed, while ensuring effective discussion and dialogue on the change approaches, situations and discourse, impact on and should be reflected in organisation-wide strategies, programmes, plans and budgets.
Develop and facilitate strategic partnerships and linkages with civil society, the private sector, Government and Inter-governmental Agencies, and research institutions and the academia that can be applied to develop/ further initiatives in support of GJ&WR.
Support capacity-building/ enhancement of stakeholders in areas of: gender analysis and research; feminist approaches to influencing and campaigns, and feminist programme learning.
Champion integrated programming ensuring that GJWR aspects are a critical part of our One Program Approach and the nexus in design, delivery and learning.

Programme Management and Support

Provide leadership and oversight of the GJ&WR thematic area plans, implementation, review and reporting modalities, consistent with the CSF and thematic Framework Paper.
Work with other program colleagues and support functions to ensure appropriate staff are engaged, oriented, developed, motivated, their performance regularly assessed, and support provided to ensure an effective GJWR team
Support resource mobilization for the thematic area and to mainstream gender in programmes and operations.
Lead the process of development and building civil society and social movements with a strong gender justice and women’s rights focus, in areas aligned with the CSF and the Thematic Framework Paper.
Monitor thematic projects compliance in the SAP system as well as ensure archiving of relevant project documents.
Regular monitoring of GJ&WR specific projects including project BVAs and taking corrective measures as required.
Representation at internal and external forums on GJ&WR programming to further organizational commitment and support for GJ&WR.
Work with the Programme Quality team to ensure that the organizational programme quality standards are practices are deliberate and specific to GJ&WR indicators.
Work with the Communications team to ensure GJ&WR priorities, issues and actions are effectively articulated and covered in the public domain.
Provide technical support and leadership on GJ&WR with the thematic teams to develop delivery strategy, prioritize key approaches and activities, ensure effective linkages, and provide strategic guidance on how best to achieve long term impact and sustainable change in the lives of women and the most marginalized in the country.
Work in an interactive and coordinated manner with the other thematic areas on identified areas of synergies as articulated in the Programme thematic framework papers so as to enhance the One Programme Approach.
Work with Operations teams and where appropriate provide technical support to mainstream gender in their work programme, in line with the CSF and Thematic Framework Paper.
Provide strategic advice to the Country Director, CMT, Programme and Operations teams, on strengthening Oxfam’s commitment to GJ&WR in all its work.

Partnership Management

Ensure application of Oxfam’s partnership approach - with the goal of transformative partnerships - in line with the CSF and thematic framework paper.
Work with/ support and/or partner with existing Women’s Rights Organisations/ Social Movements to advance Gender Equality and Women’s Empowerment.
Ensure an intersectional and cross-generational approach to Gender Equality and Women’s Empowerment through working with seasoned activists and established organisations at all levels as well as organisations of young people, particularly women.
Support development of the organization partner database through identification, assessment and relationship-building with potential partners (operational, strategic and alliance-based), ensuring the required standards and relevant approaches are applied for each partner arrangement, including assessment of partner needs, creating appropriate capacity-building plans, detailing tools and methodologies, ensuring performance and accountability, and regular monitoring and evaluation approaches.

1. Introduction to Oxfam in Uganda

Oxfam is a global movement for change that empowers people to create a secure future, just and free from poverty. We believe everyone has a right to safety, security, a livelihood, and a say in decisions that affect them. In Uganda, our Vision is to see Uganda free of inequality and Injustice: A society where people, particularly women and young people, claim and exercise their rights and responsibilities and influence decisions that affect their lives. Our work is guided by the Country Strategic Framework (CSF) (2021-2030), organized around four themes: Governance and Accountability, Resilient Livelihoods, Humanitarian preparedness and response and Gender Justice and Women's Rights. All the themes work towards influencing policy and practice, youth and women empowerment, inclusive participation in decision-making at various levels, and capacity strengthening of national and local actors.

2. Background

Oxfam in Uganda is in the process of establishing a provident fund for all its full-time employees covered under the National Staff Terms and Conditions (NSTC). The provident fund will be implemented retroactively effective April 1st, 2024, and aims to provide long-term financial security for Oxfam employees, enhancing employee well-being and retention by ensuring that financial support is available to employees upon their separation from Oxfam, per the applicable terms.

Oxfam advocates for economic justice and fair treatment of workers. A provident fund aligns with this ethos by providing employees with a dignified form of financial security and showcases Oxfam’s commitment to ethical employment practices.

Oxfam invites qualified and experienced service providers to express their interest in the provision of provident fund management services, ensuring effective administration, compliance with relevant national laws and regulations and strategic investment management.

3. Scope of Services

The selected service provider will be expected to provide the following services.

a. Fund Management
• Administer the Oxfam in Uganda Provident Fund per the Uganda Retirement Benefits Regulatory Authority Act 2011, including relevant laws and regulations.
• Oversee the accurate and timely processing of the provident fund contributions as per the contribution structure.

b.    Investment and Risk Management
•    Develop and implement an investment strategy aligned with Oxfam in Uganda’s financial objectives while managing risks appropriately and ensuring cost-effectiveness.
•    Monitor and report on investment performance, establishing clear benchmarks and targets.
•    Assess and mitigate risks associated with the investment of the provident fund, ensuring that the portfolio is diversified and resilient to market fluctuations.

c.    Governance and Reporting
•    Establish a robust governance structure to ensure ongoing compliance with all relevant regulations.
•    Prepare and publish annual reports in line with International Financial Reporting Standards (IFRS)
•    Facilitate regular actuarial assessments to ensure the long-term sustainability of the fund.
•    Implement and monitor governance and compliance frameworks.

d. Provident Fund Development
• Contribute to the development of the provident fund policies/guidelines and ensure they meet the evolving needs of Oxfam and its employees

e.    Employee Communication and Support
•    Issue regular statements to employees summarizing contributions, and current fund balances.
•    Facilitate employee inquiries through close coordination with Oxfam’s HR department.
•    Ensuring the individual employee has online access to their portfolio and savings.

f.    Fund Disbursement
•    Manage the timely disbursement of benefits to employees upon separation from Oxfam in Uganda, ensuring compliance with the fund’s policies.
•    Establish a transparent process for employees to claim their benefits, including guidance on required documentation and timelines.

g. Legal and Regulatory Vigilance
• Stay informed about legal and regulatory changes affecting provident funds and advise Oxfam in Uganda on necessary adjustments to ensure compliance.

4. Deliverables

•    A detailed fund management plan, including a strategic approach to investment and compliance.
•    Quarterly and annual performance reports.
•    Regular member statements.
•    Efficient administration of contributions and disbursements.
•    Comprehensive communication and support services for employees coordinated through HR.
•    Provident Fund policy and guidelines.
•    Fund Factsheet.
•    Adherence to National Provident Fund Regulations: Ensure compliance with Uganda’s regulatory framework for provident funds, including tax laws, pension regulations, and any relevant financial reporting standards.
•    Audit and Governance Reporting: Coordinate periodic audits of the provident fund and ensure that the fund’s governance structure is compliant with both Oxfam’s and local legal requirements.
•    Financial Reporting: Prepare regular financial statements and reports that track the performance, health, and growth of the fund. These reports must be transparent and meet both internal and external reporting requirements.
•    Stakeholder Engagement: Provide clear and detailed updates on the fund’s progress to Oxfam’s management and stakeholders. Ensure that key stakeholders understand the fund’s long-term sustainability and alignment with organizational goals.

5. Qualifications and Experience

The service provider must demonstrate:
•    Proven expertise and experience of at least 5 years in managing provident or pension funds.
•    Experience working in Uganda, with a strong understanding of the local economic, political, and regulatory environment.
•    Experience with Ugandan regulatory compliance, particularly the Uganda Retirement Benefits Regulatory Authority Act 2011.
•    Registration with the Uganda Retirement Benefits Regulatory Authority.
•    Strong capabilities in investment and risk management.
•    Ability to provide detailed and accurate reporting and robust customer support services.
•    Professional certifications such as Chartered Financial Analyst (CFA) or Certified Public Accountant (CPA) will be highly valued.
•    Advanced courses or certifications in Project Management or Fund Management are an advantage.
•    Demonstrated experience in managing funds of diverse clients including International NGOs.

6. Contract Duration

Three (3) years with the possibility of extension based on performance.

7. Submission of Proposals

Qualified service providers/ tenderers are invited to submit a technical proposal detailing:

Understanding of the undertaking (demonstrate a clear understanding of the scope of services)
Methodology and approach to managing the Provident Fund (Investment strategy, Systems, processes/procedures, Risk management, Governance and reporting structure etc.)
Experience and competence in managing provident fund services (Years of experience managing provident funds in Uganda, Client portfolio including at least three references from current and past clients)
Team experience and qualification (at least 5 years in fund/pension management, CVs and relevant qualifications).
Compliance and Registration (Proof of registration with URBRA or any other relevant body, Tax clearance with the Uganda Revenue Authority)

You will coordinate the implementation of all day-to-day logistics activities for the Arua and Kyaka field team to ensure all programs and operations have the goods and services needed when they need them.

KEY RESPONSIBILITIES

Coordinate fully compliant procurement systems and operating procedures. Assess effectiveness and efficiency and recommend improvements. Contribute to ensuring compliance with Oxfam procurement principles, standards, and policies, donor regulations, and local statutory requirements.
Coordinate with various departments to develop and maintain an up-to-date procurement plan with all quantities, quality and delivery requirements for goods and services. Provide pricing information to assist budget holders with budget preparation.
Coordinate the sourcing process and perform various activities to assist with ensuring the best value for money: market research, cost estimates, solicitation documents, bidding process facilitation, supplier identification and research, quality and availability of goods assessment, negotiation, contract/purchase order and other documents preparation.
Communicate with other procurement staff and various program and operations units to coordinate and track goods/services delivery and receipt and keep everyone informed of the status. Coordinate with the administration department to confirm that goods/services delivered are what have been ordered in the correct quantities and quality, they arrive on schedule and at the right cost.
Maintain correspondence and constant contact with suppliers to follow up on the execution of contractual terms and conditions, and handle issues if needed. Monitor and report on supplier performance, noting current and/or potential issues and/or inefficiencies and assist with contract/purchase order modifications.
Accountable for transparency within the procurement department through ensuring a complete, accurate and up-to-date document trail of all procurement processes, vendor files, procurement, and inventory database to assist with control and accountability. Prepare reports and facilitate document retrieval. Help ensure administrative systems, processes, and policies are in line with agency standards and donor and local law regulations.
Engage with relevant external stakeholders (government officials, landlords, service providers, etc.) on assigned administrative matters and help ensure required authorizations and documents are up to date
Coordinate the efficient use of CP assets and rented facilities. Help ensure fully compliant procurement of office materials and asset management systems and report on activities and required resources to ensure cost efficient and quality service delivery from administrative support functions. Manage all apartment related bureaucracy including the payment of rents, common bills and utilities.
Coordinate the provision of travel and logistics support and services to staff and visitors. Coordinate event planning activities, including delegation visits, trainings and workshops and help identify safety issues and ensuring a safe and sound work environment.
Support the implementation of delivery operations from arrival of goods in Arua and Kyaka (or local purchase point) to the warehouses/storage and on to the final distribution centers in accordance with Oxfam and donor regulations and international and local supply chain standards and requirements
Coordinate activities to ensure warehousing/storage facilities and all necessary equipment and supplies are secured and maintained in excellent physical condition and quantities for proper storage and safeguarding of goods. Conduct routine daily inspections and take immediate action to eliminate damage and deficiencies.
Coordinate receipt (offloading, checking and verifying quantities/weight and quality), transportation, distribution and dispatch (packing, labelling, loading); and ensure verification, preparation, and maintenance of accurate, complete, and up-to-date documentation on all goods received and shipped.
Oversee and assist storage and inspection of goods to ensure they are in excellent condition. Provide support in damage and/or loss handling and replenishment of goods to ensure adequate stock levels are maintained in accordance with program needs and maintenance of an up-to-date stock ledger.
Maintain updated files with all required logistics documents and ensure all logistics management activities and movements are fully and accurately documented. Prepare and/or review all reports prior to submission per distribution requirements.
Maintain a list of the Oxfam vendor database at the office and ensures all documentations regarding said vendors are on file. S/he takes leadership in on-boarding new vendors.
Undertake contract management, maintain proper contract documentation and filing system for all official correspondences.
Ensure Insight purchase orders are well supported with complete electronic supporting documents before approval for purchase requisitions handled at the field office
Conduct market and due diligence surveys for service providers to be added to the system.
Organizing all Drivers and vehicles to provide efficient transport for all project teams.
Ensure all Drivers of organizational vehicles in Arua and Kyaka are oriented on the Vehicle Usage Procedures and organizational Code of Conduct. In upholding this policy, provide safety checks on vehicles.
Review all vehicle logbooks to be correctly filled in for all journeys and checked against the Fuel Log on a monthly basis.
Ensure all work on Arua and Kyaka vehicles is checked on completion, all parts are replaced, and vehicles condition has improved where appropriate.
Manage vehicle usage ensuring all employees and drivers comply with the organization Vehicle Usage guide, any accidents or damages are fully reported to senior management.
Ensure all vehicles are roadworthy and have valid insurance stickers.
Conduct bi-annual physical assets verification in Arua and Kyaka field offices and update the asset and inventory registers.
Ensure proper tagging of assets in Arua and Kyaka and notify the logistics coordinator where tags are not visible and/or not on the assets and inventory.

WHO ARE WE LOOKING FOR?

Of course, you have at least a minimum of 5 years’ work experience in procurement/purchasing management, logistics, administration, preferably with an international non-Governmental organization. You have a bachelor’s degree in Procurement and Logistics Management, Business Administration, or other relevant degree required. Professional certification such as CIPS a plus. You have good knowledge of various donor procurement regulations (e.g. EU, UN). You have knowledge of international and national procurement regulations and local market conditions. You have knowledge of contract terms, as well as a proven ability to successfully complete purchase orders against specifications. You have excellent knowledge and experience in core financial management, donor-funded programmes, Local tax laws, international accounting standards practices. You have excellent communication skills (written and verbal), interpersonal skills and Planning, problem-solving and analytical skills. Strong Computer skills, particularly with spreadsheets and accounting software. You have the ability to demonstrate sensitivity to cultural differences and gender issues, as well as the commitment to equal opportunities. You have the ability to demonstrate an openness and willingness to learn about the application of gender/gender mainstreaming, women’s rights, and diversity for all aspects of development work. About the Resilience, inclusiveness, sustainability, and Empowerment of communities in Karamoja (RISE-K) Project

RISE-K is part of the multi country 5-year (2023-2027) project under Ireland’s Civil Society Partnership (ICSP) programme implemented in 7 countries. (Malawi, Zimbabwe, Zambia, South Sudan Somalia-Somali-land, DRC and Uganda). In Uganda the interventions is implemented in the Karamoja sub-region, in the districts of Moroto, Amudat and Nakapiripirit, primarily targeting women, youth and other vulnerable people. Women living in extreme poverty, women smallholders Agro-pastoralists, women with disabilities (WWD), women artisan miners and widows are targeted across the different interventions. In addition, youth out of school, especially boys and girls working in the mining and pastoralism in both rural and peri-urban are a key target of the project's interventions. Women and youth are the primary target group because of their confounding needs and vulnerabilities. Women in Karamoja are the furthest behind, suffering from extreme poverty, with limited access, control and use of productive resources and facing food insecurity, water scarcity, landlessness, scarcity of energy resources, limited knowledge and access to information.

Project Outcome Areas

Impact 1: Food and Income Security. People experiencing poverty and most vulnerable to shocks, conflicts and crises have sustainable and equitable access to food and livelihoods

Impact 2: Rights, Accountability, and Protection. People experiencing poverty and most vulnerable to shocks, conflicts and crises are able to claim and access their rights to well-being, peace and security without fear.

Impact 3: Enhanced Humanitarian Action and Local Leadership. Systems and structures that prevent and respond to shocks, conflict and crises are inclusive, locally-driven and informed by the needs, rights, and vulnerabilities of those furthest behind.

In addition, as part of the implementation approach, the project has an inter-related impact area connected to the other 3 impact areas, integrating a nexus approach across all programming and systems to address short- and long-term needs looking at Humanitarian Development and Peace (HDP).

Impact 4: Integrating a Nexus Approach in programmes and systems. People experiencing poverty, conflict and most vulnerable to shocks are better served by a nexus approach to humanitarian response, development and peacebuilding.

Project Implementation

The ‘Resilience, Inclusiveness, Stability and Empowerment of Communities in Karamoja (RISE-K)’ is implemented by Oxfam together with Resource Rights Africa (RRA), Center for Budget and Tax Policy (CBTP), National Association of Women of Uganda (NAWOU), CARITAS Moroto, and The Uganda Apiculture Development Organization (TUNADO) to deliver interventions focusing on governance and accountability for effective service delivery, promotion of women’s rights, enhanced local capacity for effective people-centered, climate and conflict -sensitive, gender-responsive and inclusive disaster preparedness and response and improved income and food security.

The project is an integrated project in which the different components complement each other as a way of implementing a one programme approach which is here referred to as nexus programming

Justification for Data Analysis

In order to strengthen the monitoring and tracking of the projects progress towards the achievement of the intended results, the project committed to annual data collection and analysis to continuously inform the reporting and provide accurate status of the project. This approach allows the project to check on the different approaches and processes undertaken to deliver the interventions and cause any mercenary review where things are not working out, other than waiting for the midterm or end of the project evaluation. Considering that the first year of the project implementation was only done in three month, This exercise could not be done. Therefore, the project intends this to be done in this second year of the project implementation and it has been planned to happen in the month of November 2024.

Purpose and Objectives of the assignment

3.1. Purpose:

The purpose of this consultancy is to provide technical analysis and interpretation of the data collected from the project and update the Results Based Framework to provide a clear understanding of the status of the project in terms of achieving its intended results.

Specific Objectives of the Assignment:

To clean and sort the data collected from the project.
To analysis and interpret the data to provide evidence of achievement or non-achievement of the intended results.
To provide an update to the project’s Result Based Frame (RBF) based on the findings of the analysis against the set targets for 2024

Scope of Work:

Technical scope: The consultant will do desk review of the project documents (Proposal and the RBF) to understand the project in order to aid in the analysis and interpretation of the raw data collected. Will provide technical analysis and interpretation of all the data sets collected from the field by the Oxfam team and shared with him.

Time scope: The assignment will be done within 25 working days starting from 25th November to 28th December 2024 and the report shared with Oxfam

Methodology

The consultant is expected to clearly explain how the assignment will be conducted. The methods should be sensitive to the target population (unit of analysis). The method should be able to analysis both qualitative and quantitative data.

Timeframe and estimated working days

The assignment will be undertaken from 25th November to 28th December, lasting a total of 25th working days from the date of signing the contract.

Qualification and experience of the consultant/team

5-10 years-experience as a data analyst preferably with a degree in a relevant field
- A post graduate diploma in M&E.
- Experience in analysing Multi sectoral interventions
- Experience in data collection, entry, management and analysis for both qualitative and quantitative surveys.
- Ability to write a concise and well-written analytical research report on the results of the survey in English.
- Ability to work on the Results Based Framework

Supervision/management of the assignment

The study shall be technically supervised and coordinated by Programme Quality and Learning Coordinator with support from the RISE-K Project Coordinator. The consultant shall report to the PQL Coordinator who directs the exercise in terms of information requirements, backstopping and corrective actions during the Assignment.

Payment

The consultant will be paid in accordance with Oxfam consulting policy which stipulates 20% upon submission and approval of the inception report and 80% upon successful completion and acceptance of the final products. The professional fee shall be subject to a 6 % withholding Tax deduction.

CONTEXT

According to Uganda Bureau of Statistics - National Household survey report (2019-2020), 28% of the children in Uganda are involved in child labour. It is estimated that about 51 per cent of these children work under hazardous conditions that are considered illegal, and extremely exploitative to their health and wellbeing. The district education officers reported that most children dropped out of school due to poverty and parents and guardians are unable to provide the necessary school requirements. It is estimated that over 10,000 children are involved in mining in Karamoja Sub region and 58% are girls. Lower-level administrators and grass-root CSO’s are unable to prevent child labour because they are unaware of the laws and policies that prohibit child labour. Despite lower-level administrators and grass-root CSO’s having the advantage of understanding local issues, they are unable to adequately respond to the child labour problem. This is because they have limited financial resources and lack the necessary skills to identify child protection issues, plan, and budget and manage child protection violations.

Building on previous experiences of the consortium members in the sub-region and work on similar projects, the action will focus on two main strategies; strengthening the capacity of duty bearers and grass-root Civil Society Organisations (CSOs) to reduce and prevent child labour and propose alternative ways of livelihoods and education opportunities for affected children, their parents, and guardians.

The action will also support lower-level administrators and grass-root CSOs to enforce laws, policies ordinances and by-laws prohibiting children from working in the mines and identify child protection issues and protection violations. It will liaise with the key relevant ministries and work with members of Parliament to influence the implementation of the just enacted Mining and Minerals Act 2022, address problematic issues, including violation of human rights for the artisanal miners, and children working in the mines, request for an increase in the budget allocation for the child labour response, ensure that a central coordination authority is present at district level and community level and ensure that child labour committees are functional at village and parish level.

Additionally, the action will link children withdrawn from labour to professional counselling and legal aid if required, set up mobile learning centres near the mines, offer alternative education, and ensure linkages to scholarship programs. The action will also establish income-generating activities targeting vulnerable parents and guardians of victims of child labour specifically single mothers, widows, women with disabilities, and the elderly. Linkages to existing livelihood programs such as the resilience program under Welthungerhilfe Uganda, Mercy Corps, and relevant government programs such as the Parish Development Model will be established and implemented.

ABOUT THE PROJECT

Oxfam in Uganda in partnership with Resource Rights Africa and the Education Advocacy Network are implementing a 3-year initiative in a bid to reduce child labour among mining communities in the Karamoja sub-region.

The European Union- funded project will adopt a human rights approach to promote gender mainstreaming through puppet theatres and the innovative GALS Methodology with the aim of addressing gender inequalities, social norms, traditions, and cultures that promote children, especially girls working in the mines to provide for their families.

PROJECT AIM

To reduce and prevent the worst forms of child labour in the mining communities of the disadvantaged districts of Moroto, Nakapiripirit and Amudat in the Karamoja sub-region.

EXPECTED RESULTS

Strengthened capacity of duty bearers to respond to the prevention and reduction of worst forms of child labour in the mining communities of Moroto, Amudat and Nakapiripirit districts in Karamoja sub-region.
Improved institutional, legal and policy environment to address child labour in the targeted mining districts.
Enhanced access to alternative means of livelihoods of vulnerable parents, guardians and children working in the mining communities of Moroto, Amudat and Nakapiripirit districts in Karamoja sub-region.
