Background about Oxfam in Uganda

Oxfam’s vision is a Uganda free of inequality and Injustice. Aspiring for a society where people, particularly women and young people, claim and exercise their rights and responsibilities as well as influence decisions that affect their lives. Our work is guided by the Country Strategic Framework (CSF) (2021-2030) which is organized around four themes: Governance and Accountability, Resilient Livelihoods, Humanitarian preparedness and response and Gender Justice and Women Rights. All the themes work towards influencing policy and practice, youth and women empowerment, inclusive participation in decision making at various levels, and capacity strengthening of national and local actors.
Information about the Project
Oxfam in Uganda with funding from Irish Aid is implementing a 6-year (2017-2022) project (PG2) focusing on two core areas i.e. Women and Youth Economic Empowerment (W/YEE) and Gender Equality (GE). The project is implemented in 8 districts in 3 regions namely; Pakwach, Nebbi, Zombo, Arua, Gulu, Lamwo, Kotido and Kaabong. Implementation of these key areas is delivered by Oxfam working with six national partners. The Gender Equality component is implemented with National Association of Women Organizations in Uganda (NAWOU) and Uganda Women’s Network (UWONET). These partners are responsible for increasing gender equality and stimulating local activism towards prevention of Gender Based Violence, and enhancing women’s participation in leadership. The geographical scope of the assignment will be the representation from the project district at the central locations in Nebbi, Arua, Gulu, Lamwo and at national level working with partners like UWONET. Further; the Women and Youth Economic Empowerment component is implemented with Uganda Youth Network (UYONET) and International Foundation for Recovery and Development (IFRAD) responsible for increasing Youth Economic Empowerment. Agency for Community Empowerment (AFCE), and The Uganda National Apiculture Development Organization (TUNADO) are delivering activities aimed at increasing Women's Economic Empowerment.
Purpose and Objectives of the data cleaning and analysis
Purpose: To undertake an annual data cleaning and analysis exercise towards assessing project performance against the set targets in the Irish Aid Project Results Based Framework 2022.
Objectives of undertaking data cleaning and analysis
To engage a consultant to undertake a comprehensive data clean up, engagement of specific national stakeholder and analysis data sets generated from the project participants. Further adopting tools to assess annual project performance against the set targets in the Irish Aid Project Results Based Framework for the year 2022. Identify innovations realized during project implementation.
Scope of Work
Oxfam in Uganda will embark on engagement a consultant to analyse and consolidation data to generate an up-to date status report on performance and trends of project implementation in line with the RBF. The rapid data collection and assessment process and findings are very important for our evidence-based reporting to the development partner, assessment of performance on the project as well as increased accountability drawing lessons from the Irish Aid Project participants.The consultant will work closely with Oxfam PQL and Irish Aid Project team in review and finalisation of the report. The consultant will engage with some specific partners to verify data sources and information.
Study Methodology
Oxfam in Uganda PQL team will build consensus on the most appropriate methodology with the PQL and project team for the data analysis process. The consultant will develop a comprehensive methodology of the assignment adopting various tools. Oxfam team and the consultant will build consensus on the best approach to adopt and the format of the report. The consultant will clean all the data and he/she should analyse the data by performing data entry and verification by using availed data entry tools. Quantitative data will be collected using survey CTO, therefore the consultant will receive a data set from Oxfam and find the most appropriate way to analyse data presented (e.g. SPSS). Further the consultant will ensure that the data quality is in place through the use of the provided database tools. Submission of a draft and final data analysis report and submit it to OXFAM PQL team after 25 days of data cleaning and analysis.
Outputs/Deliverables of the assignment
- A comprehensive inception report. Clearly explaining the methodology and the appropriate tools that will be used for the analysis.
- 1st draft report presented to Oxfam team
- A final comprehensive report.
- Final data set for qualitative data reshared back with Oxfam.
Timeframe and estimated working days
The consultant will be engaged for a maximum of 25 working days from the day of signing the contract after data collection exercise by the PQL and thematic team
The assignment will commence from the 25th of November 2022 with clear lines below;
Activity scheduled lines
- The consultant to sign contract for the assignment
- Prepare and present an inception report
- Report review, data analysis and report writing
- Presentation of the 1st draft report
- Incorporating comments from Oxfam team into the draft report.
- Submission of the final project study report to Oxfam in Uganda
Qualification and experience of the consultant/team
The following skills and qualifications are desirable:
- Three to five (3-5) years-experience as a data analyst preferably with a degree in a relevant field.
- Familiarity with women and youth economic empowerment and Gender Based Violence programming.
- Experience in data collection, entry, management and analysis for both qualitative and quantitative surveys.
- Ability to write a concise and well-written analytical research report on the results of the survey in English.
- Ability and familiarity working with the Results Based Framework
Proposal Evaluation Criteria
The technical proposal will be evaluated based on the Quality Cost-Based Selection (QCBS) Criteria:
- The individual general reliability as well as experience and capacity in the carrying out the assignment (30%).
- The approach in responding to the TOR and detailed work Oxfam in Uganda (45%).
- The qualifications and competencies of the proposed personnel for the assignment (25%).
Proposals obtaining more than 70% of the technical points will be considered technically suitable and qualify for financial assessment.
Supervision/management of the assignment
The consultant will work with the technical team of the Irish Aid Project, the PQL team Monitoring and Evaluation Officer in delivering on the various planned actuals to the end.
Payment
- Applications and proposals are invited based on these Terms of Reference.
- The payments will be made in one instalment upon submission of the final report.
- Oxfam reserves the right to withhold all or a portion of payment if performance is unsatisfactory or if work/outputs are not achieved.
