Background about Oxfam in Uganda
Oxfam is a global movement for change that empowers people to create a secure future, just and free from poverty and injustice. We believe all lives are equal. No one should be discriminated against or live-in poverty. We want a world in which everyone can safely speak truth to power, claim their human rights, and build a better future for themselves. We recognize that we cannot achieve this on our own but as a collective power. We, therefore, work in partnership with local and grass-root organisations, civil society, individuals, volunteers, the private sector, and the Government.
In Uganda, Oxfam started in the 1960’s and continues with a Vision of a Uganda free of inequality and Injustice: A society where people, particularly women and young people, claim and exercise their rights and responsibilities and influence decisions that affect their lives. Our work is guided by the Country Strategic Framework (CSF) (2021-2030), organised around four themes: Governance and Accountability, Resilient Livelihoods, Humanitarian preparedness and response and Gender Justice and Women's Rights. To contribute to change that lasts, we mobilize to transform the systems, policies and practices that significantly impact people’s lives.
About the convening
Oxfam Uganda, in collaboration with Horn East and Central Africa regional platform and partners, are convening a climate change and gender justice meeting for young feminists and activists in Horn East and Central Africa. This event is scheduled to take place from the 24th of August to the 26th of August 2022 in Kampala, Uganda, at a hotel yet to be confirmed.
Oxfam acknowledges the important role of young women as agents of change in the International Climate change national, regional, and global discourse. This was evident during the event and the call to action made during the climax of the 66th Session of the Commission on the Status of Women in Africa. All actors recognized the contribution of women and girls around the world, leading collective and individual actions on climate change adaptation, mitigation, and response, to build a more sustainable future for all.
This convening will contribute to the global conversations on the inclusion of young people and the feminist position on ‘No climate justice without gender justice’ and Sustainable Development Goal 5,13 and Africa’s Agenda 2063 goals. The convening will create a safe space to discuss the interlinkages between climate change, gender justice, and feminism.
The meeting feeds into the UN Climate Change Conference, COP 27, which will be held in Sharm El-Sheikh, Egypt, from 7 to 18 November 2022. The COP 27 will focus on the implementation and delivery on global commitments bridging gaps, towards mitigation, adaptation, and climate financing for development. Who will be attending? About 50 participants will physically be present for the convening. These will include young feminists/activists and other participants from Uganda, Kenya, Ethiopia, Rwanda, DRC, South Sudan, and Somalia.
Objectives of the convening
- To create a space and platform for young female activist’s work and voices from HECA region to be heard on issues of gender justice and climate change
- To highlight the impact of intersectionality on gender justice and climate change (poverty, gender, race, ethnicity, privileged)
- To support young feminists to develop a communique that highlights their experiences and demands the nexus between climate and gender justice
- To support the articulation of a policy brief on young feminist activists on climate justice.
About the Assignment
Oxfam is looking for a consultant to provide professional photography services during the 3-day convening and social media services during the same meeting scheduled to take place from the 24th – 26th August 2022 in Kampala.
Outputs/Deliverables
The consultant is expected to;
Photography services
- Submit good high-quality resolution pictures between 30 – 40 images. These will convey participants in action during group presentations, plenary, and other engagements. Include close-ups and general shots conveying the spirit and energy in the meeting room. The photos will have captions where possible
- High-quality group photo (s) of participants and key guests
Social media services
- Create a flier that will be used to popularise the event online (this will be reviewed and approved by Oxfam)
- Using the event hashtag, Push the conversations online on various social media platforms drawing in other key influencers (both national, regional, and global) and the targets in relation to the topic. Generate a reach of more than 1,000,000
- Create visuals using the key messages and hashtags and draw in other young people online to share visuals in regard to the same
- Organise a safe tweet chat on 26th August – organisation for this will start prior, including the questions, invites. The organising team will be engaged in discussing the key participants and other details as well as agree which page will be utilised.
- Prepare an engagement analytics report breaking down the reach, sample posts of the key influencers, and engagement by gender

Submission
- All photos well edited will be submitted by the 29th of August 2022
- The team might request for some photos as the engagement goes on
- Photos will be submitted in soft copy through a trusted link with an expiry period
- The hard copies of the consent forms shall be submitted to the communication office
- Oxfam will have full rights over all photos submitted
- The social media report will be submitted by the 29th of August
Prerequisites
- Consent of people explicitly portrayed – consent forms must be signed off and filled.
- Photographs/videos should include a range of shots and action-oriented photos from: Dynamic and observational shots of people conveying action, movement, and energy
- Portrait shots - try to shoot a balance of portrait and landscape shots.
- Animated portraits of key individuals conveying their personality and emotion (both acknowledging the camera and not)
- Close-up detail of relevant objects and textures.
- Scene and context shots. Include a panoramic shot when the scene contains activities of interest
- Lively, striking, ‘slice-of-life’ images.
- Well gender-balanced images, voices /footage portraying the people as empowered
- The consultant will adhere to Oxfam policies and protocols of “Do no harm”, child protection and acquiring informed consent. (Where in a meeting setting, the photographer directly or through the moderator/facilitator will ask for joint consent of taking photos throughout the meeting)
- The consultant will sign the Oxfam external code of conduct.
- The consultant will present his / her subjects with dignity.
- The consultant will be expected to bring creativity.
- For the online engagement, the consultant is expected to engage within the agreed messaging framework generated by the young people.
Timeframe and estimated working days
The services are required on the 24th, 25th and 26th of August 2022.
Qualification and experience of the consultant/team
Vast experience in photography and social media tools and engagements. Good understanding of unpaid care and domestic work and climate change. Must have evidence of conducting tweet chat spaces before. A degree in Mass Communication, Journalism, or similar field. A sample of previous work should be presented to help the team make an informed decision.
Supervision/management of the assignment
The consult will work closely with the Oxfam in Uganda media and communication team and the gender justice and women’s team at the country office and region.
Payment
The consultant will be paid upon completion of the assignment.
The professional fee shall be subject to 6 % withholding Tax deduction for local consultancies or companies and 15% for international companies or consultancies
