Introduction
Oxfam Uganda’s food systems and Value Chain work with small holder famers is constrained by the impacts of climate change which greatly affect yields and consequently impacting on Household incomes and nutritional status and their general livelihoods.
Over the years Uganda has experienced drastic climatic changes from regular rainy and dry seasons to unpredictable seasonal changes. Most of Uganda’s population especially the rural, vulnerable and marginalized depend on Agriculture for a living. Uganda is highly vulnerable to climate change and variability - its economy and the wellbeing of its people are tightly bound to climate. Human induced climate change is likely to increase average temperatures in Uganda by up to 1.5 ºC in the next 20 years and by up to 4.3 ºC by the 2080s.
Uganda's policy of rapid industrialization and growth in the recent years has been faced with poor resource efficiency that results in environmental problems. The Uganda government's failure to regulate big carbon-emitting businesses inflates the country's contribution to climate change.
With the drastic and unpredictable weather patterns, it is very challenging for the rural and smallholder farmers to achieve food and income security as agriculture is predominantly dependent on rain. There is limited capacity of the majority of Ugandan farmers to engage in Agriculture that depend on agro-ecological practices. This therefore reduces agricultural productivity owing to climate change. Climate change has also increased pests such as locusts, Fall Army Worms (FAW) and crop and animal diseases.
Financing climate Justice & adaptation practices and investments in agriculture sector with the aim of increased resilience of smallholder farmers are complex and not easily accessible for indigenous organizations. Yet global warming is alarmingly on the rise. Adaptive capacities of countries are compromised, even when the priority is to remove carbon from the atmosphere and attain net zero emission, multinationals grab land from poor indigenous people to establish large scale afforestation projects for carbon removal projects. This comes at the expense of farmers rights.
Its against this background that Oxfam Uganda would like to develop from its resilient livelihoods thematic strategy a 5 year strategic Framework on Climate Justice and agriculture.
Purpose/objective of the strategic framework
The purpose of the assignment is for the consultant to develop a Climate Justice and agriculture strategic framework for Oxfam in Uganda specifically:
- To identify the top-priority adaptation and mitigation issues affecting Uganda’s Food systems and agriculture value chains.
- To Develop implementable appropriate climate Justice adaptation & Mitigation strategies for Uganda’s food Systems and agriculture value chains.
- To Develop a financial resources mobilsation strategies to address climate Justice adaptation and mitigation of Uganda’s Food systems and agriculture value chains.
Scope of work and Timeframe
The consultancy will be a desk review process with out field visits , Interactions with different stakeholders will be through phone and email. The assignment is expected to take a total number of 15 days from the signing of the agreement.
Since Oxfam and partners have internally thought through the Initial Content , the consultant will provide further analysis of the content and provide more input informed by desk reviews. The assignment will take two weeks including presentation of the first draft to the Oxfam team and their after incorporate comments for a final product. The assignment will run from 14th – 30th of June 2022. Taking 12 working days. The Final Product will be submitted on 3rd July, 2022.
Code of conduct
The consultant will report to Oxfam through the Oxfam Resilience & Climate Change Coordinator.
The Consultant shall conduct themselves professionally and work in close collaboration with Oxfam teams on the ground as well as Oxfam Partners.
The Consultant shall abide by Oxfam Code of Conduct while executing this exercise.
Expected Deliverables
1. Well thought through and updated Context of Uganda’s Climate Justice and agriculture sector.
2. Clear Problem statement on climate justice and agriculture.
3. A theory of change with clear short and long term outputs and outcomes.
4. A clear stakeholders analysis
5. A strategy costed implementation and M&E plan.
6. A strategy Fundraising Framework.
Experience and qualifications
Oxfam is head hunting for a suitably qualified and experienced consultant with capacity to undertake the above activity.
The Applicant will have traceable referees and records of previous work on project assignments linked to Climate Justice and agriculture.
Essential qualifications and competences of the lead consultants should include:
- University degree in a relevant field , Climate Resilience and Adaption, Resilience and Livelihood development, Policy and planning among others.
- Understanding of climate change issues Globally and Uganda in particular
- Strong project management skills with an ability to adapt to change and uncertainty and manage multiple, complex workstreams in parallel
- Strong analytical and writing skills including an ability to quickly and visually summarize key information
- Experience in performing similar programme design assignments
