Background of Oxfam in Uganda
Oxfam is a global movement for change that empowers people to create a secure future, just and free from poverty. We believe that everyone has a right to safety, security, a livelihood and a say in decisions that affect them.
We seek a world in which everyone can speak up to power, demand and claim their human rights, and build a better future for themselves. We recognise that we cannot achieve this on our own but as a collective power. We, therefore, work in partnership with local and grass-root organisations, civil society, individuals, volunteers, the private sector, and the Government.
Our Vision is Uganda free of inequality and Injustice: A society where people, particularly women and young people, claim and exercise their rights and responsibilities and influence decisions that affect their lives. Our work is guided by the Country Strategic Framework (CSF) (2021-2030) which is organised around four themes: Governance and Accountability, Resilient Livelihoods, Humanitarian preparedness and response and Gender Justice and Women Rights. All the themes work towards influencing policy and practice, youth and women empowerment, inclusive participation in decision making at various levels, and capacity strengthening of national and local actors.
About Irish Aid PG2
Oxfam in Uganda with funding from Irish Aid is implementing a 6-year (2017-2022) project (PG2) focusing on two core areas i.e. Women and Youth Economic Empowerment (W/YEE) and Gender Equality (GE). The project is implemented in 8 districts in 3 regions. These include Packwach, Nebbi, Zombo, Arua, Gulu, Lamwo, Kotido and Kaabong. Implementation of these key areas is delivered by Oxfam working with six national partners.
Gender Equality
This component is implemented with National Association of Women Organsations in Uganda (NAWOU) and Uganda Women’s Network (UWONET). These partners are responsible for increasing gender equality and stimulating local activism towards prevention of Gender Based Violence, and enhancing women’s participation in leadership.
Women and Youth Economic Empowerment
This component is implemented with Uganda Youth Network (UYONET) and International Foundation for Recovery and Development (IFRAD) responsible for increasing Youth Economic Empowerment. Agency for Community Empowerment (AFCE), and The Uganda National Apiculture Development Organization (TUNADO) are delivering activities aimed at increasing Women's Economic Empowerment.
Purpose of the consultancy
Oxfam needs a documentation consultancy to document the project’s progress with a focus on innovations, learnings, stories of change, challenges, and case studies among others from all the Irish Aid PG2 components.
Objectives of carrying on the documentation
- To showcase the impact of the project and the change in people’s lives and communities.
- Showcase the complementarity of the different components in the integrated project.
- Identify innovation during project implementation towards increased sustainability.

The goal is to have a comprehensive joint documentation. Collection of the raw products will be phased to take care of the peak seasons for each of the components of our work. This will stretch from August to November 2022 as shown in the schedule below;

Expected Deliverables
- 15 minutes overall project video documentary
- 4 – 5 minute separate short videos of the different five thematic areas (Women Leadership, Youth economic empowerment, Honey value chain, GBV component, and Coffee value chain) clearly bringing out the different subthemes.
- 100 (at least 20 per component) edited high resolution images with extended captions (delivered on both DVD and with a link) depicting all the result areas
- 40-50 paged project booklet (consisting of stories of change, info graphics, high res photos and case studies)
- Submission of all videos on DVD, Project booklet and project photos.
- Soft copies of the films packaged in high resolution but compressed for online sharing.
- All loose photos
- Consent forms of all people interviewed/filmed
Prerequisites
- Consent of people explicitly portrayed – consent forms must be signed off and filled.
- Photographs/video should include a range of shots and action oriented photos from:
- Dynamic and observational shots of people conveying action, movement and energy
- Portrait shots - try to shoot a balance of portrait and landscape shots.
- Animated portraits of key individuals conveying their personality and emotion (both acknowledging the camera and not)
- Close-up detail of relevant objects and textures.
- Scene and context shots. Include a panoramic shot when the scene contains activities of interest
- Lively, striking, ‘slice-of-life’ images.
- Well gender balanced images, voices /footages portraying the people as empowered

Consultancy Location
The documentation will be done in the district project areas of Zombo, Lamwo, Nebbi, and Gulu
Responsibilities of the consultant
The consultant should work closely with project team to accomplish the following tasks;
- Hold preparatory discussion with Project Teams and communication Team at Oxfam about the activity.
- Prepare a shooting script and an editing script and share them with Oxfam for approval
- Provide a narration for overall project documentary.
- Capture video footage as agreed with project and communications team and as according to the prepared script.
- Any background music will be provided by the consultant. Any music used must not have copyright concerns.
- Accurately Translate the project beneficiaries' voice into English for subtitles.
- Where the beneficiary speaks English but not fluently, the consultant shall include subtitles
- Prepare draft videos and booklet and submit it to Oxfam for review and feedback before the deadline of the contract. Enough time should be given to allow for review and feedback
- Finalize the documentation according to the feedback provided by the project team.
Expectation from the consultant
- The consultant will adhere to Oxfam policies and protocols of “Do no harm”, child protection and acquiring informed consent.
- The consultant will sign the Oxfam external code of conduct.
- The consultant will present his / her subjects with dignity.
- The consultant will be expected to bring creativity.
Responsibilities Of Oxfam And Partners
- Oxfam and partners will provide reference materials, analyse the quality of the products, and give input to drafts.
- Support the consultant to coordinate field activities through the partners’ field staff and beneficiaries.
- Provide leads for possible cases for documentation.
- Ensure that feedback is provided for the consultant when and where necessary.
- Payment to the consultant as per agreement.
Eligibility Criteria
The applicant should have at least 3 years experiences in development communication and using audio-visual recording, editing, and media production; clear understanding of the technical aspects of video making process and understanding of social development field is required along with experiences on using different tools and techniques in developing appropriate and quality audio-visual products
Applications should include three references of similar work.
Time schedule
This activity is expected to be executed in 40 days spread in 4 months starting from submission of the inception report and script. The consultant is expected to present a plan/schedule on how they will execute the assignment.
Fees payment
The consultant will be paid in accordance with Oxfam consulting policy which stipulates 30% upon submission of the inception report and 70% upon successful completion and acceptance of the final products.
