Background and Rationale
Women’s Economic Empowerment and Care Programme (WE-Care) is an Oxfam initiative that aims to reignite progress on gender equality by addressing heavy and unequal unpaid care and domestic work so that women and girls have more choices to participate in social, economic or political activities. WE-Care phase IV (April 2020 -March 2023) is a multi-country[1] programme that has regional and global influencing components. current programme is funded by Hewlett Foundation, Garden trust foundation among other donors.
WE-Care Programme Management Unit (PMU) in partnership with the learning event steering committee is planning for a face-to-face meeting from Monday 1st August to Friday 5th August 2022 in Kampala, Uganda. The learning event provides a platform to review and take stock of the achievements and lessons we have gathered in the past two years as well as strategize while looking forward to the remaining time of this phase and the future of WE-CARE. It also provides space for the country, regional and global teams and partners to interact and learn from one another along with other non-WE-Care team members both internally and externally.
The steering committee is looking for an experienced facilitator to support the proper preparation of the meeting, the process facilitation throughout the meeting, and documentation.
Purpose
The overall objectives for the learning event are to: -
- Strengthen connections between the WE-Care team members and other external partners at the national, regional and global level
- Reflect on the last 2 years (Looking back and focussing on what worked and why)
- Exchange/Share learnings and successful approaches that have worked in specific areas e.g influencing, building evidence, shifting narrative, working with CSOs etc
- Develop a deeper and strategic understanding on the future of WE-Care while celebrating and consolidating our achievements while looking forward to the remaining part of WE-CARE Phase IV
- Document innovations from across the multi-Country programme on WE-Care
Specific tasks
1. In preparation of the meeting
- Work closely with the steering committee to develop an inspiring, inclusive, and effective program of the learning event, that will lead to meeting the set objectives. In practice this will imply support in developing a detailed agenda, providing advice and/ or instructions to resource persons and session facilitators/ presenters on session flow and design of interactive activities, and use of participatory methods and online visualisation and collaboration tools.
2. Throughout the meeting
- Facilitate four days of the meeting
- Responsible for team-building activities
- Timekeeping and keep in control of the agenda
- Introduce plenary sessions
- Assure consistent use of appropriate visualisation and collaboration tools/ platforms (both offline and online)
- De-brief at end of each day with steering committee team and adjust programme for next day if necessary
- Support break-out group work by checking-in and answering questions, if these come up
Specific sessions/ activities:
- Facilitate ice-breaking, energizers and team-building activities
- Facilitate opening, beginning & round-up of each day, meeting-end evaluation sessions
3. After the meeting
- Develop a brief consolidated report on the key discussions, learning points, decisions, and action points of the meeting, including the meeting evaluation
Deliverables
- Development of the detailed agenda through working closely with the steering committee and session facilitators (3 workdays) - 1st - 30th July 2022
- Facilitation of workshop (4 workdays) - 1st to 5th August 2022
- Brief consolidated report (1.5 workdays) - By 19th Aug 2022
Total number of workdays: 8.5
Consultant’s qualifications and capacities
The successful candidate/ team will be selected based on the following criteria:
Essential
- Knowledge and experience of working on gender justice and women’s rights
- Experience in integrating feminist principles in facilitation
- Significant and proven experience in designing and facilitating large workshops
- Excellent written and verbal communications skills
Desirable skills
- Demonstrable experience in effective facilitation of hybrid workshops in a multi-cultural and multi-stakeholder environment
- Proven experience in using participatory methods and online interactive applications for discussions and group work
- Proven experience of producing high-quality and concise workshop reports (samples required upon request);
- Creative and capacity to think out of the box
Reporting
The consultant will report to the Women’s Rights Coordinator at Oxfam Uganda and WE-Care’s Programme Manager. A work plan will be agreed upon between the Steering committee and the consultant upon signing the consultancy agreement.

Payment
- 20% - Upon signing of the contract
