BACKGROUND ABOUT OXFAM IN UGANDA
Oxfam is a global movement for change that empowers people to create a secure future, just and free from poverty. We believe that everyone has a right to safety, security, a livelihood, and a say in decisions that affect them.
We seek a world in which everyone can speak up to power, demand and claim their human rights, and build a better future for themselves. We recognize that we cannot achieve this on our own but as a collective power. Our Vision is Uganda free of inequality and Injustice: A society where people, particularly women and young people, claim and exercise their rights and responsibilities and influence decisions that affect their lives. Our work is guided by the Country Strategic Framework (CSF) (2021-2030) which is organized around four themes: Governance and Accountability, Resilient Livelihoods, Humanitarian preparedness and response and Gender Justice and Women Rights. All the themes work towards influencing policy and practice, youth and women empowerment, inclusive participation in decision making at various levels, and capacity strengthening of national and local actors.
INTRODUCTION
Uganda’s open-door policy continues to receive and respond to refugee influxes and provide protection, care, and assistance to a growing population to the more than 1.5 million refugees and host population in Uganda. Refugees are provided with new plots of land, housing, and cultivation on arrival and can settle alongside their host communities. Host communities are however burdened by the presence of the large refugee population and face their own economic, environmental and development challenges that continue to require support. Equitable attention to the needs of both communities is essential to sustaining peaceful co-existence and to mitigate shocks to the existing basic service systems and to the environment.
The refugee settlement approach has impacted on the environment in many ways that include the general loss of vegetation cover and deforestation, water pollution and depletion of ground water resources, and soil exhaustion and land degradation. The impact has increased competition over natural resources between refugees and the Ugandan host community thereby increasing tensions over access to, and management of natural resources.
Additionally, pressure on natural resources impacts on protection issues of women and children who are already among the most vulnerable refugees, as they have to walk longer distances each day to fetch water and firewood, exposing them to protection risks including gender-based violence (GBV).
INFORMATION ABOUT THE PROJECT
Strengthening Resilience through Enhanced Disaster Risk Management Capacities is a 3-year project whose overall objective is to reduce the potential negative environmental and socio-economic impact on local systems of the current and future displacements in southwest Uganda. Specifically, the project seeks to strengthen local preparedness and resilience of refugees and host communities through improved natural resources management, disaster risk mitigation and early warning systems in the two refugee hosting districts of Kyegegwa and Isingiro.
The project targets 415,329 beneficiaries: 207,681 (50%) refugees in both Kyaka II in Kyegegwa and Nakivale in Isingiro districts and 207,648 (50%) host community in 3 sub counties of Kyegegwa and 4 sub counties in Isingiro districts.
The project is being implemented by Oxfam in collaboration with The Civil Society Budget Advocacy Group (CSBAG) and Joint Efforts to Save the Environment (JESE).
CSBAG is working with Civil Society Organisations (CSOs) at national and district levels to influence Government decisions on resource mobilization, allocation, and utilization for equitable and sustainable development. CSBAG is also influencing for more budget allocations and effective utilization of resources to the disaster risk reduction and natural resource management sector in a transparent and accountable manner with active citizens driving the influencing agenda.
JESE is responsible for direct implementation of key environmental restoration activities, promotion of environmental protection and management support to ensure sustainable land use, and promotion of environmentally friendly energy conservation techniques.
PROJECT OUTCOMES
Outcome 1: Natural Resources and environment sustainably, inclusively managed, and protected in Isingiro and Kyegegwa Districts thus promoting social cohesion between host population and refugees
Outcome 2: Capacities for early warning, preparedness and longer-term planning for displacement improved for refugees and host communities in Isingiro and Kyegegwa districts.
PURPOSE AND OBJECTIVES
Purpose of the consultancy
Oxfam needs a documentation consultancy to document the Strengthening Resilience through Enhanced Disaster Risk Management Capacities project’s progress with a focus on rehabilitated and managed water resources, environmentally friendly energy conservation techniques, sustainable land use management and afforestation measures, environmental protection and management measures, peace building and conflict management activities/initiatives between the refugees and host community, disaster risk management and financing initiatives.
Objective of carrying out the documentation
- To showcase the outcomes of the project and the change in people’s lives and communities.
- To showcase the complementarity of the different components in the integrated project.
- To identify innovation during project implementation towards increased sustainability.

CONSULTANCY LOCATION
The documentation will be done in the districts of Kyegegwa and Isingiro
EXPECTED DELIVERABLES
- 7 – 10 minutes video telling the EUTF story/Impact
- Short video trailer (less than 4 minutes) for social media use
- At least 50 edited high-resolution images with extended captions (delivered on both DVD and with a link) depicting all the outcome areas
- 30-40 paged project booklet (consisting of stories of change, info graphics, high resolution photos and case studies)
- Submission of all videos on DVD, Project booklet and project photos.
- Soft copies of the films packaged in high resolution but compressed for online sharing.
- All loose photos
- Consent forms of all people interviewed/filmed

PREREQUISITES
- Consent of people explicitly portrayed – consent forms must be signed off and filled.
- Photographs/video should include a range of shots and action-oriented photos from:
- Dynamic and observational shots of people conveying action, movement and energy
- Portrait shots - try to shoot a balance of portrait and landscape shots.
- Animated portraits of key individuals conveying their personality and emotion (both acknowledging the camera and not)
- Close-up detail of relevant objects and textures.
- Scene and context shots. Include a panoramic shot when the scene contains activities of interest
- Lively, striking, ‘slice-of-life’ images.
- Well gender balanced images, voices /footages portraying the people as empowered
Please note that Oxfam does not work with black and white shots
RESPONSIBILITIES OF THE CONSULTANT
- The Consultant should work closely with Project team to accomplish the following tasks;
- Hold preparatory discussion with Project team and communication team at Oxfam about the activity
- Prepare a shooting script and an editing script and share them with Oxfam for approval
- Provide narration for the overall project documentary.
- Capture video footage as agreed with project and communications team and as according to the prepared script.
- Any background music will be provided by the consultant. Any music used must not have copyright concerns.
- Accurately translate the project beneficiaries' voice into English for subtitles. For inclusivity, where someone speaks English, subtitles must still be included
- Prepare draft videos and booklet and submit it to Oxfam for review and feedback before the deadline of the contract. Enough time should be given to allow for review and feedback
- Finalize the documentation according to the feedback provided by the project team.
Please note that Oxfam has a rigorous review process of the draft products to ensure high quality so time must be anticipated for this process
EXPECTATION FROM THE CONSULTANT
- The consultant will adhere to Oxfam policies of do no harm, child protection and acquiring informed consent.
- The consultant will sign the Oxfam external code of conduct.
- The consultant will present his / her subjects with dignity.
- The consultant will be expected to bring creativity
RESPONSIBILITIES OF OXFAM AND PARTNERS
- Oxfam and Partners will provide reference materials, analyze the quality of the products, and give input to drafts
- Support the consultant to coordinate field activities through the partners’ field staff and beneficiaries.
- Provide leads for possible cases for documentation
- Ensure that feedback is provided for the consultant when and where necessary.
- Payment to the consultant as per agreement.
TIME FRAME AND ESTIMATED WORKING DAYS
The consultant is expected to present a plan/schedule on how they will execute the assignment
QUALIFICATION AND EXPERIENCE OF THE CONSULTANT/TEAM
The applicant should have at least 3 years experiences in development and humanitarian communication and using audio-visual recording, editing, and media production, clear understanding of the technical aspects of writing, editing, video making process, and understanding of social development field is required along with experiences on using different tools and techniques in developing appropriate and quality audio-visual products.
Applications should include three references of similar work.
PROPOSAL STUDY CRITERIA
- The technical proposal will be evaluated based on the Quality Cost-Based Selection (QCBS) Criteria:
- The individual general reliability as well as experience and capacity in the carrying out the assignment (30%).
- The approach in responding to the TOR and detailed work Oxfam in Uganda (45%).
- The qualifications and competencies of the proposed personnel for the assignment (25%).
- Proposals obtaining more than 70% of the technical points will be considered technically suitable and qualify for financial assessment.
SUPERVISION/MANAGEMENT OF THE ASSIGNMENT
The consultant will work under the close supervision of the area manager or the assigned person and the media communications coordinator or the assigned person as the technical lead
PAYMENT
The consultant will be paid in accordance with Oxfam consulting policy which stipulates 20% upon submission of the inception report and 80% upon successful completion and acceptance of the final products. The professional fee shall be subject to 6 % withholding Tax deduction for local consultancies or companies and 15% for international companies or consultancies
