Background about Oxfam in Uganda
Oxfam is a global movement for change that empowers people to create a secure future, just and free from poverty and injustice. We believe all lives are equal. In Uganda, Oxfam started in the 1960’s and continues with a Vision of a Uganda free of inequality and Injustice: A society where people, particularly women and young people, claim and exercise their rights and responsibilities and influence decisions that affect their lives. Our work is guided by the Country Strategic Framework (CSF) (2021-2030), organised around four themes: Governance and Accountability, Resilient Livelihoods, Humanitarian preparedness and response and Gender Justice and Women's Rights. To contribute to change that lasts, we mobilize to transform the systems, policies and practices that significantly impact people’s lives.
About the Assignment
Oxfam in Uganda has a new strategic framework 2021–30. It is Oxfam’s commitment to work more effectively with others towards achieving a Uganda free from inequality and injustice.
The challenge of addressing inequality requires strategic visibility and communication of the issues, impact, and potential solutions. As part of rolling out the Country Strategic framework, there is a need to develop a Communications Strategy to guide effective communication with stakeholders as well as amplify the voices of the people we work with.
The strategy will build on already ongoing efforts in communications. It is intended as an evolving, organic document that will adapt and change over the period of the Country Strategic Framework.
Objectives of the assignment
The objective of this assignment is to develop a comprehensive communication strategy, including a media and digital strategy aimed to increase awareness and knowledge on Oxfam’s work
Scope of work and methodology
The approach to developing the communications strategy will be both participatory and consultative. Key stakeholders, including staff and partners, will be engaged in the process of developing the strategy to enhance ownership. The consultant will undertake the following activities, which will lead up to the development of the strategy.
Phase I: Inception and Planning
This will involve initial inception meetings, agreeing on methodology and approach, timelines, an outline of key informant interviews, and communications assessment planning.
Phase II: Situational Analysis
Summary of the context, Summary of the institutional context for Oxfam, Key informant interviews, communication assessment, stakeholder perception survey, media content analysis,
Phase III: Stakeholder Analysis and Prioritization
Stakeholder mapping, media mapping, positioning Oxfam in the national development context
Phase IV: Development of the Communication Strategy
Development of the communications strategy: Identification of the target audiences, Identification of the communication objective for each targeted audience, development of key messages, Identification of main communication channels and strategies to reach the different audiences, Identification of the communication products and activities tailored to each audience, budgets, risk analysis/planning, procedures, cost benefit analysis of the various tools
Phase V: Implementation Matrix and M & E Framework
Required capacity to implement the proposed strategy, Indicators and means of verification
Phase VI: Validation of the Communication Strategy

Phase VII: Capacity needs assessment for staff and partners
Outputs/Deliverables
The consultant is expected to submit the following deliverables.
- Submission of detailed strategy outline
- Submission of the draft strategy
- Submission of the final strategy, including the digital strategy
- A well-packaged and graphically designed strategy
- Capacity needs assessment report
Timeframe and estimated working days
The whole process, including the final strategy, is expected to be carried out within one month
Qualification and experience of the consultant/team
An expert with the following qualification will perform the assignment:
- Demonstrated prior experience in developing effective communications strategies, ideally in the development and humanitarian context.
- Good understanding of the Uganda context
- Experience in developing digital strategies for nonprofit organizations
- Experience in counducting capacity needs assesments in the areas of media, communications and digital skiils
- Strong understanding of gender and feminist principles
- Proficiency in English
- Skills required: data analytics, strategy and planning, media and communications skills, social media skills, facilitation skills, effective writing, design skills, computer skills and interpersonal skills
Proposal study Criteria
The technical proposal will be evaluated based on the Quality Cost-Based Selection (QCBS) Criteria:
- The individual general reliability, experience, and capacity in carrying out the assignment (30%).
- The approach in responding to the TOR and detailed work Oxfam in Uganda (45%).
- The qualifications and competencies of the proposed personnel for the assignment (25%)
Proposals obtaining more than 70% of the technical points will be considered technically suitable and qualify for a financial assessment.
Supervision/management of the assignment
The consult will be managed and work closely with the Oxfam in Uganda Communications Coordinator
Payment
The consultant will be paid per Oxfam consulting policy, which stipulates 30% upon submission of the inception report and 70% upon successful completion and acceptance of the final products.
The professional fee shall be subject to 6 % withholding Tax deduction for local consultancies or companies and 15% for international companies or consultancies
