CONTEXT
According to the UN refugee agency, as of August 2025, Uganda currently hosts about 1.86 million refugees and asylum seekers from its neighbors like South Sudan and the Democratic Republic of Congo.
According to the Uganda Refugee and Host Communities 2018 Household Survey conducted by the World Bank in collaboration with the Office of the Prime Minister and the Uganda Bureau of Statistics, Agriculture employs 73% of refugees and 94% of host communities. Refugees also operate small businesses to supplement food aid; however, total income remains insufficient to meet basic needs, thus 91% of refugee households in Uganda were found to be highly economically vulnerable with refugees in West Nile having the highest level of economic vulnerability (96%) compared to those in the Southwest (84%).
The move to prioritization in food aid by the World Food Programme due to financial constraints has left most refugees without access to additional food, highlighting the need for ongoing supplemental help for food production.
In light of these challenges, the GLOW project will mainly leverage on Disaster Risk Reduction (DRR) & Climate Smart Agriculture approaches to empower communities and reduce risk in areas affected by climate change and build resilience to mitigate risks.
It will support vulnerability and risk assessments, enhancing livelihoods and coping mechanisms for target farmer groups while also developing gender-responsive preparation and information sharing on early warning and coping methods. A risk management strategy will be developed, and the project team will monitor and provide technical assistance
ABOUT THE PROJECT
With funding from Oxfam Hong Kong (OHK), Oxfam in Uganda and the Agency for community Empowerment (AFCE) are implementing the Green Livelihoods & Opportunities for Women and Youth (GLOW) project in the refugee hosting district of Terego targeting both refugees and host community.
The 12-month project seeks to enhance eco-friendly and resilient livelihoods for Refugee and host community households. It will support 1,040 households, particularly women and youth, through integrated, eco-friendly livelihood initiatives. These include organizing 450 households into 15 Business Enterprise Groups (BEGs) to launch and register green enterprises and mobilizing another 450 households into 15 Farmer Field Schools (FFSs) to adopt climate-smart agriculture and access financial services through Village Savings and Loan Associations (VSLAs).
To boost nutrition and income, it will engage farmers in poultry and the adaptation of solar energy solutions. The project embeds gender equity through the Gender Action Learning System (GALS) and empowers youth with digital and technical skills, fostering inclusive, sustainable development and long-term resilience.
