Introduction
Oxfam is requesting for the services of a consultant to provide translation equipment during a regional convening on climate change and gender justice agenda for young feminist and activists in Horn East and Central Africa on 24th- 26th August 2022. The session is jointly organised by Oxfam in Uganda and HECA region and partners and will be held in Uganda.
Background
The convening is a natural follow up of two feminist convenings organised by OXFAM in collaboration with others on sixteen days of activism against gender-based violence in December 2021 and International Women’s Day in March 2022. The convenings is in sync with the 66th Session of the Commission on the Status of Women, which examined the priority theme of achieving gender equality and the empowerment of all women in the context of climate change, environmental and disaster risk reduction policies and programmes and the IWD theme on “Gender equality today for a sustainable tomorrow” which focussed on recognizing the contribution of women and girls around the world, who are leading the charge on climate change adaptation, mitigation, and response, to build a more sustainable future for all.
Oxfam acknowledges the important role of women as agents of change, and in the lead-up to COP 27 Oxfam is working on HECA regional convening for young feminists and activists. The proposed convening will take place in the lead up to the 27th Session of the Conference of the Parties (COP 27) to the UNFCCC and will take place in Uganda. The COP 27 was originally expected to take place from 8-20 November 2021. Due to the COVID-19 pandemic, COP 26 was rescheduled from November 2020 to November 2021. The UN Climate Change Conference, COP 27, will be held in Sharm El-Sheikh, Egypt from 7 to 18 November 2022. The COP 27 will focus on implementation and delivery and is aimed at bridging the gaps in mitigation, adaptation, loss and damage and climate finance. As the meeting is being held on Africa soil which is the continent with the highest impact on the effects of climate change, this will be an opportune time to raise and amplify the voices of young people who have been at the fore front of climate action and have the greatest stake in a sustainable and equitable future. Young women remain at the lowest level of the inclusion rank while still suffering major impacts on climate change
A number of key factors are noted, for example, that climate change is threat multiplier and amplifies already existing gender inequalities, conflicts and poverty levels for young women. Further, climate change has also been a result of extractivist and colonial activities by many global North countries. The drive for increased profits has long been at the expense of communities who find themselves in an unequal power dynamic with corporations and governments. In those communities, where gender dynamics are already skewed and where resource exploitation drives down the quality of life, women face additional or exaggerated economic and workload burdens. Women who are disproportionately responsible for care work find themselves struggling to support their communities and families when the water goes bad, the crops don’t grow, and people fall ill. For this reason, many women human rights defenders are actively agitating for solutions to climate change that involve the dismantling of economic structures that prioritize extractive industries over environmental protection.
The convening is also supporting the feminist position on ‘No climate justice without gender justice’ and Sustainable Development Goal 5,13 and Africa’s Agenda 2063 goals. convening will create a space for discussion on the interlinkages of climate change and gender justice particularly regards unpaid care work, gender-based violence and climate change and conflicts/ emergences.
Objectives of the convening
- To create a space and platform for young female activist’s work and voices from HECA region to be heard on issues of gender justice and climate change
- To discuss the impact of intersectionality on gender justice and climate change ( age, poverty, gender, race, ethnicity, privilege)
- To develop a joint communique on young feminist experiences and demands on climate change and gender justice
- To support the articulation of a policy brief on young feminist activists on climate justice.
Expected outcomes
- Communique on the outcomes of the feminist Pre-COP convening
- Policy brief on young feminists and activist’s role in mitigating climate and gender justice
- Identification of key influencing spaces and inputs made into COP 27 and follow up steps
- Agreement on framework to support participants and messaging for COP27
The consultancy
Oxfam is seeking the services of provision of translation equipment for a three days both physically and online meeting. The preference is to provide equipment in good working conditions for use during translation from French to English. The service provider will work closely with the interpreter and facilitator to provide equipment and keep a close match of communication to facilitate effective communication. The service provider of the translation equipment will provide one microphone per participant with which shall be in good working condition interpreters will provide the services of interpretation with a lot of clarity during the sessions:
Translation equipment service provider deliverables
- Work closely with the interpreter towards successful accomplishment of the meeting util the end.
- Provide an interpretation both which shall be audible enough for all participants in the meeting room for all the days.
- Provide technical back stopping for any support during all the meeting sessions to address all the technical hitch that might occur in due process.
- Will work closely with the steering committee in address the feedback and support needs following the daily agenda and planning for the next day with regards to the quality of equipment.
Reporting
The service provider will share a report on the service offered and any feedback from the participants.
Deliverables
- Provision of 40 microphones and interpretation earphones for all the participants which shall be in good working conditions all through the agreed days.
- Provide one translation both from English to French and vice versa.
- Work closely with the translator to ensure successful accomplishment of the task.
Ways of working
Oxfam only work directly with the consultant and the consultant is responsible for provision of equipment for translation of the meeting proceedings.
The consultant will report to the Feminist Movement Building Coordinator and We Care Programme Manager/ and the Gender Advisor in Uganda
At least two meetings will be held with the service provider before the meeting as part of the preparation, it is desirable to have a day today as well as a post reflection meeting with the consultant.
Duration
The short-term consultancy is expected to begin from the 24th- 26th August 2022
The assignment is expected to take a total of three consultancy days
Precondition for the service provider and experience
- Vast experience in providing equipment during translation from English to French for over 5 years.
- Evidence of translation services during regional and international conferences.
- Demonstratable working experience with young women or young people in general.
