1. Background about Oxfam in Uganda

All the themes work towards influencing policy and practice, youth and women empowerment, inclusive participation in decision-making at various levels, and capacity strengthening of national and local actors.

2. Information about the Project

Oxfam with funding from European Union Trust Fund (EUTF) has been implementing a project titled “Strengthening Resilience through enhanced Local Disaster Risk Management Capacities” in Isingiro and Kyegegwa districts. The overall objective of the action is to reduce the potential negative environmental and socio-economic impact on local systems of the current and future displacements in Southwest Uganda. Specifically, this project has been working to strengthen local preparedness and resilience of refugees and host communities through improved natural resources management, disaster risk mitigation and early warning systems in the two refugee hosting districts of Kyegegwa and Isingiro. This is being achieved by reducing forest exploitation, restoration, and natural resource management activities. The action also aimed to improve environmental governance through advocacy, environmental education and influencing. Building on ongoing waste to value innovations projects, this action provides sustainable and environmentally friendly energy sources from human faeces to make fuel briquettes and biogas generation. Capacity building of local actors and district staff will lead to improved planning, awareness and adjusted plans incorporating disaster risk mechanisms resulting into sustainable program. Oxfam has been working with the ongoing Care-funded DRR intervention in Kyangwali, whilst strengthening its disaster preparedness for a potential response to a new refugee influx or epidemic. The action has also considered the WASH interventions that DG-ECHO funded to Oxfam targeting both intervention areas of Kyegegwa and Isingiro. Oxfam as the lead agency has implemented this Action with two local partners as Co-Applicants: Civil Society Budget Advocacy Group (CSBAG) and Joint Efforts to Save the Environment (JESE). Oxfam being the WASH Consortium lead for ECHO and UNHCR IP for WASH respectively, the actions were built on the ongoing ECHO and UNHCR WASH and Environment actions with protection and gender mainstreamed. The project has two outcomes: • Natural Resources and environment sustainably and inclusively managed and protected in Isingiro and Kyegegwa Districts thus promoting social cohesion between host population and refugees • Capacities for early warning, preparedness and longer-term planning for displacement improved for refugees and host communities in Isingiro and Kyegegwa districts.

The following results are expected from the project:

  • Water resources rehabilitated, and community members trained
  • Environmental protection and management promoted through community sensitization 
  •  Sustainable land use management plans developed, and environmental restoration activities undertaken through rehabilitation, afforestation and sustainable management
  • Environmentally friendly energy conservation techniques promoted
  • Local early warning measures of the major predetermined disasters adopted in line with the Kyegegwa and Isingiro Contingency Plans developed
  • Social cohesion and Peaceful coexistence initiatives promoted between the refugees and host communities
  • Targeted technical assistance is coordinated and advocated to concerned authorities at different level towards improving the legal framework for a more efficient GoU-led Disaster Risk Management in the country and a significant improvement on Disaster Risk Financing

3. Purpose and Objectives of the study

a)     Purpose of the study

 Oxfam is undertaking an end of project evaluation of the project, “Strengthening Resilience through enhanced Local Disaster Risk Management Capacities”. The purpose of the evaluation is to assess the extent to which the support and services provided by European Union Trust Fund (EUTF) project were relevant, effective, efficient, and sustainable in meeting the needs of project participants/beneficiaries and/or outcomes of the project

b)     Objectives of the study

  • To examine the extent to which the project objectives/targets have been achieved.
  • Assess how the project contributed to the impact including key enabling and/or constraining factors that led to project achievements.
  • To generate relevant comparative statistics from the baseline, project reports, and end line data/information on key project indicators to facilitate eventual measurement of progress and extent of contribution made by the project to lives of refugees and host communities.
  • Evaluate relevance, coherence, effectiveness, efficiency, impact and sustainability of the project amidst the changing context and eventual closure of the project.
  • To generate lessons learned, best practices, as well as draw recommendations to guide future similar interventions 

4. Scope of Work 

Oxfam is seeking to hire a consultant to carry out an end of project evaluation for the Project that was implemented in Southwest region of Uganda. The study covers the period since start of the project in November 2020 up to the end of April 2023 at the time of the evaluation. The study will focus particularly on the target refugees and host communities in Kyegegwa and Isingiro Districts. Five (5) key stakeholders will be targeted with the proposed activities as listed below;

  1. District Local Governments hosting refugees of Kyegegwa and Nakivale plus their respective DDMCs
  2. Local government leadership at hosting Sub Counties including their LCs and RWC
  3.  Implementing partners. Civil Society Budget Advocacy Group (CSBAG) and Joint Effort to Save the Environment (JESE) 
  4. Refugees and host Community in the two districts Isingiro and Kyegegwa
  5. OPM/ UNHCR officials

5. Study Methodology

8. Qualification and experience of the consultant/team

The consultant (s) or consultancy team will be selected based on the following criteria:

  • The consulting team should have a mix of requisite academic qualifications for the study
  •  Understanding of the assignment and quality of the expression of interest and work plan.
  •  Proposed budget.

  •  Demonstrable expertise on natural resource management, disaster risk reduction, especially in south west region of Uganda.

  • Track record in developing and conducting various types of evaluation and baseline studies including qualitative and quantitative data collection and (statistical) data analysis. 

  •  Experience in managing and coordinating evaluation / research exercises, delivering agreed outputs on time and on budget.

  • Experience in data collection and analysis using participatory methodologies.

  • Excellent and demonstrated understanding of ethical issues in research.

  • Ability to work with communities in relevant local languages would be an advantage.

The consultant is expected to demonstrate excellent communication skills (verbal and in writing) in English.

9. Proposal study Criteria

The technical proposal will be evaluated based on the Quality Cost-Based Selection (QCBS) Criteria: 

a.     The individual general reliability as well as experience and capacity in the carrying out the assignment (25%).

b.     The approach in responding to the TOR and detailed work -Oxfam in Uganda (50%).

c.     The qualifications and competencies of the proposed personnel for the assignment (25%).

Proposals obtaining more than 70% of the technical points will be considered technically suitable and qualify for financial assessment.

10.Supervision/management of the assignment

Oxfam Uganda will supervise the process. Specifically, the consultant will report to PQL Coordinator at Kampala level. The consultant will be expected to work closely with, and interact a lot with Oxfam Humanitarian MEAL Coordinator, DRM coordinator, DRR officers, Gender & protection Officer 

11. Payment

The consultant will be paid maximum 20% upon submission of acceptable Inception Report and 80% upon submission of approved final report and any agreed upon products of the study. The professional fees applicable will be subject to statutory 6% withholding Tax.  Terms of Reference

Uganda’s open-door policy continues to receive and respond to refugee influxes and provide protection, care and assistance to a growing population to the more than 1.5 million refugees and host population in Uganda. Refugees are provided with new plots of land, housing, and cultivation on arrival and can settle alongside their host communities. Host communities are however burdened by the presence of the large refugee population and face their own economic, environmental and development challenges that continue to require support in all aspects of life like livelihood, health promotion and maintenance, child protection and protection against gender based violence .

Following the COVID -19 pandemic and recent Ebola outbreak, the refugee population was affected economically and health wise as well as the surrounding host communities. This called for intervention geared to supporting the population to prevent further the spread of disease and maintain the outbreaks.

About the Project

OHK funded Ebola Virus Disease (EVD) Preparedness and Response intervention in South West Uganda is a three months project whose overall objective is to enhance infection prevention and control capacities in affected hosting communities, refugee settlements, districts and national levels. The project is being implemented in four settlements of the South western region namely Kyaka II, Rwamwanja, Kyangwali and Nakivale. The project is being implemented by Oxfam with three main targeted outcomes.

Outcome 1: Improved coordination & leadership at all levels (community, district & national). Through strengthening the coordination mechanism to improve on accountability and quality of preparedness for Ebola Preparedness and Response.

Outcome 2: Enhanced infection, prevention and control  (IPC) capacities in the affected communities. Through support  and strengthening adherence to infection, prevention and control measures to prevent further Ebola Virus Disease transmission at offices, Ebola Treatment Units (ETUs) health facilities.

Outcome 3: Adoption of protective behaviours for EVD prevention promoted at individual and community level. Through supporting the development, adaptation, integration, translation, and dissemination of Ebola key messages across the Districts including refugee settlements and promoting community participation in the preparedness interventions.

Purpose and Objectives of the consultancy

Purpose

Oxfam needs a documentation consultancy to evaluate and document the Ebola Virus Disease (EVD) Preparedness and Response intervention and Innovations projects in South West Uganda with focus on achievements, failures and challenges during the implementation of the project activities.

Objectives

  • To review and document best practices, identify areas of future improvement with lessons learnt from the recent EVD and ongoing C-19 response protocol and effort.
  • To provide recommendations for the development of more effective and efficient EVD and ongoing C-19 response measures.
  • To conduct the innovation project documentation on key success factors, key for future improvement and recommendations to enhance scale up of the innovations in South West.

Scope of Work

This activity will be conducted in ten workings days the including 6 days for field visits and four days for compiling field findings to be shared with Oxfam. During the field visits in the four settlements, the consultant should conduct interviews of key stakeholders, technical staff, focus group discussions and other technical methods he /she may deem fit to collect information on achievements, best practices, existing gaps and challenges of the projects. Engaging with the stakeholders that include the district personnel, OPM, UNHCR, group members, community structures and partner organizations, appropriate data collection methodology should tailored to each particular group.

High quality short videos and photographs will be taken of relevant activities.

Methodology

Field visit: Visiting respective activities implemented under the two projects

Desk review: All project documents including concept notes and reports will be reviewed

Observation: Observing the practices conducted at identified hotspot areas i.e health centres, communal and institutional gathering areas, and households

Focus group discussions: Groups will be mobilised per settlement from which these discussions shall be conducted

Key informant interviews: Stake holders i.e. community leaders, OPM, UNHCR, District personnel, Oxfam technical staff, focal person and partner organisations  shall be mobilised per settlement for these interviews

Consultancy Outputs/Deliverables

  • A comprehensive final evaluation report documenting best practices, challenges, and areas for improvement on the innovation project and on the recently concluded EVD and ongoing C-19 response and existing protocol. This report should be attained following the amendments made to a draft report shared with Oxfam for approval.
  • A briefing paper following the Oxfam guidelines and using the recommended template, highlighting the key best practices, challenges, and areas for improvement in the recently concluded EVD and ongoing C-19 response and existing emergency response protocol.
  • A comprehensive final evaluation report for the Innovations project
  • Two short video indicating activities conducted under the
  • A presentation to OXFAM summarizing the key findings and recommendations of the consultancy.

Timeframe and estimated working days

The assignment will be undertaken from 20/03/2023 to 31/03/2023, lasting a total of 10 working days from the date of signing the contract.

Qualification and experience of the consultant/ team

The applicant should have at least 3 years working experience in similar project evaluation and brief paper writing for International Non-Governmental Organizations. They should exhibit excellent technical aspects of brief paper writing, project evaluation and documentation using  audio-visual recording, editing, and media production, clear understanding of the technical aspects of development of quality audio- visual products. They should exhibit excellent writing and analytical skills with ability to facilitate interviews and dialogues with and between stake holders. Ability to speak, understand or translate the local directs used in the areas of implementation i.e. Swahili.

Responsibilities of the consultant

The Consultant should work closely with Project team to accomplish the following tasks:

  • Hold preparatory discussion with Project team and communication team at Oxfam about the activity
  • Prepare a shooting script and an editing script and share them with Oxfam for approval
  • Provide a narration for the overall project documentary.
  • Capture high quality video footage as agreed with project and communications team and as according to the prepared script.
  • Any background music will be provided by the consultant. Any music used must not have copyright concerns.
  • Accurately translate the project beneficiaries' voice into English for subtitles.
  • Where the beneficiary speaks English but not fluently, the consultant shall include subtitles
  • Prepare draft videos, booklet and submit it to Oxfam for review and feedback before the deadline of the contract. Enough time should be given to allow for review and feedback
  • Finalize the documentation according to the feedback provided by the project team.

Expectation from the consultant

  • The consultant will adhere to Oxfam policies of do no harm, child protection and acquiring informed consent.
  • The consultant will sign the Oxfam external code of conduct.
  • The consultant will present his / her subjects with dignity. 
  • The consultant will be expected to bring creativity

Supervision/ management of the assignment

  • Oxfam and Partners will provide reference materials, analyze the quality of the products, and give input to drafts
  • Support the consultant to coordinate field activities through the partners’ field staff and any other key stakeholders.

  • Ensure that feedback is provided for the consultant when and where necessary.

Terms of Reference for Undertaking Bio- gas study in Nakivale refugee settlement and the surrounding targeted host communities

Context

Uganda is endowed with different energy sources including hydro, geothermal, biomass, wind, solar and more recently, fossil (petroleum) fuels. These sources can be broadly classified into three groups: traditional (biomass), commercial (non-biomass) and alternative energy sources. Traditional energy includes fuelwood and agricultural residues for domestic use. Commercial energy comprises electricity and petroleum products, while alternative sources include renewable energy such as biogas and solar energy. Biogas energy, a clean and renewable form of energy, could augment conventional energy sources because of its environment friendliness allowing for efficient waste utilization and nutrient recycling. Generally, biogas digesters have come to symbolize access to modern energy services in rural areas and are slated to considerably improve health and sanitation, and to yield significant socioeconomic and environmental benefits. It is a versatile source of energy which meets several end uses, including cooking, lighting and motive power generation. When used as a cooking fuel, it provides for better combustion than the less efficient cooking fuels like fuel wood. It is comparatively clean and hygienic because bacteria and other pathogens are destroyed through anaerobic treatment. By substantially reducing drudgery for women and indoor smoke and resultant ocular and respiratory infections, biogas digesters contribute to improved health and reduction in medical expenditure.

As of today, with support from the EUTF project twelve (12) biogas facility has been fully constructed serving 36 households in Nakivale refugee settlement. Lastly the actions has built Capacity of local actors and district staff which has led to improved planning, awareness and adjusted plans incorporating disaster risk mechanisms resulting into sustainable programs

Objectives of the market assessments.

The main objective of this study is to evaluate the socio-economic viability of biogas production and utilization in Nakivale refugee and its hosting communities.

Specific objectives

  • To analyse the key socio-economic factors influencing biogas energy production and utilization from family sized digesters in Nakivale refugee settlement and its hosting communities.
  • To assess key household user perceptions of and preferences for biogas energy within the settlement and its hosting communities.
  • To determine which biogas technology design is economically viable as an alternative energy source for cooking and lighting for households in Nakivale refugee settlement and its hosting communities.
  • To estimate the potential biogas energy generated from animal waste in Isingiro and its neighbouring districts.
  • Analyse options for packaging of biogas and market for sales.

Justification of the study

Biogas technology potentially represents one of the household and/or community-level technologies that offer the possibility of more decentralized approaches to sustainable development. However, large-scale investment in biogas energy technology requires first an assessment of its socio-economic viability as an alternative source of energy. Also note that the development and management of biogas technology are far from a pure technical question but rather relate to economic and social problems with human behavior. Socio-economic appraisal of the technology is required to quantify the significant benefits and costs accruing to biogas energy production and utilization and identify critical factors affecting wider use of the technology.

Sometimes because of the lack of awareness regarding just the selection of a suitable model and size of biogas plant, the full potential of the biogas producing material is not harnessed, and the economic viability of the technology is rendered doubtful. Therefore, in order to promote the diffusion of biogas technology, it is necessary that the viability of these systems be established. Inadequate information about the economic viability of biogas energy production systems could be a hindrance to potential investment in this sector accounting for its dismal performance in Uganda. Socio-economic appraisal of the biogas technology needs to be undertaken to determine its adoptability, functionality and potential.

To obtain an appropriate strategy to overcome the barriers and the problems in the adoption of biogas technologies, the current situation of household energy perceptions and preferences needs to be investigated  because any attempt to shift  households to better quality fuels requires an understanding of the factors determining the current choice of fuels. Thus, a greater understanding of why households have not sufficiently explored biogas energy source option is crucial. This is because unless the energy option is well accepted by society, it has little chance of successful implementation regardless of its technical and economic merits. Economic incentives (or disincentives), although important, are not the only driving force behind adoption of a given technology.

Household fuel choice also depends on other factors, which makes knowledge of other determinants of households’ choice of fuel important. An assessment of energy use perceptions and preferences of households in Nakivale and its hosting communities could help to explain why the biogas technology has taken long to be adopted. Thus, the perceptions of households involved in the decision process need to be well understood in order to come up with a policy-mix for sustainable production and utilization of biogas in Isingiro and its neighbouring districts

Qualification and experience of the consultant/team

The consultant (s) or consultancy team will be selected based on the following criteria:

  • Understanding of the assignment and quality of the expression of interest and work plan.
  • At least 5 years of experience in management/ assessment of livelihood programme and sound knowledge of urban market system.
  • Consultant/ Key team member/s of consultancy firm to hold a bachelor’s degree (Masters preferred) in related disciplines and preferable technical knowledge around Renewable Energy.
  • Experience working for INGOs, multilateral and bilateral and NGOs, clients, in particular the EUTF
  • Familiarity with the involvement of private sector in Renewable Energy Sector in
  • general and biodigester sector in particular in Uganda.
  • Demonstrated experience of having undertaken at least two similar services in the recent
  • past; preferably in Uganda.
  • Demonstrated evidence of clients served (businesses that benefited from the provision of your last assignments of this nature whom Oxfam can obtain further references)
  • Experience in managing and coordinating evaluation / research exercises, delivering agreed outputs on time and on budget.
  • Experience in data collection and analysis using participatory methodologies.
  • Excellent and demonstrated understanding of ethical issues in research.
  • Ability to work with communities in relevant local languages would be an advantage.
  • The consultant is expected to demonstrate excellent communication skills (verbal and in writing) in English.

Proposal study Criteria

The technical proposal will be evaluated based on the Quality Cost-Based Selection (QCBS) Criteria:

  1. The individual general reliability as well as experience and capacity in the carrying out the assignment (25%).
  2. The approach in responding to the TOR and detailed work Oxfam in Uganda (50%).
  3. The qualifications and competencies of the proposed personnel for the assignment (25%).

Proposals obtaining more than 70% of the technical points will be considered technically suitable and qualify for financial assessment.

Supervision/ management of the assignment

Oxfam Uganda will supervise the process. Specifically, the consultant will report to Humanitarian Program Manager at Kampala level. The consultant will be expected to work closely with, and interact a lot with Humanitarian MEAL Coordinator, DRM coordinator and DRM Officer for the response in southwest who will provide stakeholder coordination support, organise the community groups and provide all the necessary documentation associated with the project.

Payment

•   Professional fee: Though the interested consultant/s are expected to provide a budget for the exercise, Oxfam will consider proposals that are within the available budget and approved rates as per its policy on professional fees.

•   Tax and insurance: The consultant/s shall be responsible for his/her income tax and/or insurance during the assignment

•   Code of conduct: Oxfam work is based on deeply held values and principles, it is essential that our commitment to humanitarian principles is supported and demonstrated by all members of staff. Oxfam Code of Conduct sets out the standards which all staff members must adhere to. The consultant is bound by the principles and conditions of Oxfam Code of Conduct.

A contract will be signed by the consultant upon commencement of the assessment which will detail additional terms and conditions of service, aspects on inputs and deliverables

About the ICSP-RISE-K Project

OXFAM in Uganda received funding from Irish aid intends to implement the ICSP-RISE-K that is the Irish Aid Civil Society Programme, Resilience, Inclusiveness, Stability and Empowerment of communities in Karamoja sub-region 2023-2027. The project is geared towards. an empowered, inclusive, just, and resilient community in Karamoja sub region of Uganda (goal). Specifically geared towards improve governance and accountability for effective service delivery in Karamoja sub region, improve gender relations and respect for the rights of women and other marginalized groups, enhance local capacity for effective people-centered, climate and conflict -sensitive, gender-responsive and inclusive disaster preparedness and response and enhance adaptive capacity of women and youth to shocks and stresses for improved income, food, and nutrition security.

The interventions shall embrace one of the key shifts and approaches of the One Programme approach (OPA) – Triple Nexus in the new Country Strategic Framework (CSF) (2021-2030) in collaboration with the Resilient Livelihoods theme, Governance & Accountability theme, and the Gender justice & Women’s Rights theme will be implemented in Karamoja sub-region in Uganda, in Moroto, Amudat and Nakapiripirit districts, primarily targeting women, youth and other vulnerable people. Women living in extreme poverty, women small holder Agro-pastoralists, women with disabilities (WWD), women artisan miners and widows will be targeted across the different interventions. In addition, youth out of school, especially boys and girls working in the mining and pastoralism in both rural and peri- urban will be a key target of the programme interventions. Women and youth will be the primary target group because of their confounding needs and vulnerabilities. Women in Karamoja are the furthest behind, suffering from extreme poverty, with limited access, control and use of productive resources and facing food insecurity, water scarcity, landlessness, scarcity of energy resources, limited knowledge, and access to information.

WWD will be specifically targeted because disability compounds the daily inequalities they experience as women who face gender discrimination on access to existing opportunities, education and government programmes and other social services. Women artisanal miners work with their children of school going age yet facing untold labor rights violation. Addressing their labour rights and encouraging children out of the mines back to school will reduce their vulnerabilities. The programme will target the youth in Karamoja as they have limited income opportunities, mindsets driven by negative cultural practices of cattle raids, gun violence and violence against women and girls (GBV). The youth have limited knowledge and information as they are excluded from digital technology access, yet they are the biggest source of insecurity.

Purpose and Objectives of the Assessment

The purpose of the baseline study is to gather relevant baseline data for key project indicators to depict the actual situation in the project areas in order to create a benchmark for evaluating the project, measuring results and impact through and at the end of the project period. The baseline study is intended to provide program staff with detailed baseline data on key project indicators to enable changes in the outcomes be measured over the course of the project period.

Specific objectives of the Assessment

  • To determine baseline values as per project indicators upon which progress, and project impact can be measured. That is to measure the ICSP-RISE-K grant indicators at the start of the grant.
  • To provide consistent, clear, and credible information on grant indicators that will enable to set realistic targets to work towards achieving during the project for the 5 years (2023-2027).
  • To identify any required changes that need to be made to our indicators and measurement approaches to inform ongoing MEAL on the grant.
  • To identify the information needs of individuals and communities as well as their preferred channels for receiving information and providing feedback/complaints.
  • To identify and explore the information gaps for future planned monitoring exercises, and evaluations.

Scope of Work

The baseline study will cover the proposed project geographical scope where Oxfam and partners will be implementing in the Karamoja sub-region in Uganda, in Moroto, Amudat, and Nakapiripirit districts, primarily targeting women, youth, and other vulnerable people. In the sampling frame, the study shall prioritize Women living in extreme poverty, women, smallholder Agro-pastoralists, women with disabilities (WWD), women artisan miners, and widows will be targeted across the different interventions. In addition, youth are out of school, especially boys and girls who work in the mining and pastoralism in both rural and peri urban.

Study/Assessment Methodology

In the ICSP-RISE-K grant, indicators for the long-term and intermediate outcomes have been decided at the grant level and informed by the Oxfam Uganda thematic framework papers and MEAL/Results frameworks. The consultant will use the project M&E framework indicators and the relevant data collection methods and tools that are associated with the project outcomes selected.

A mixed methodology will be adopted consisting of quantitative and qualitative methodology. The baseline study sample will be taken from the participants intended to be reached by the project in the 03 districts including the study shall prioritize Women living in extreme poverty, women smallholder Agro-pastoralists, women with disabilities (WWD), women artisan miners and widows will be targeted across the different interventions. In addition, youth out of school, especially boys and girls working in the mining and pastoralism in both rural and peri-urban, households involved in agroecological activities.

For the quantitative methodology, a reliable sample size will be calculated for each of the 3 targeted districts. The baseline survey will entail qualitative methodology in every district to produce reliable information on key trends and themes to accompany quantitative information on indicators. The baseline results for relevant indicators must be disaggregated by age, gender, and disability per the ICSP Grant and Oxfam Uganda programme quality & learning requirement for each ICSP grant indicator.

Expected Outputs/Deliverables

The consultant is, expected to lead, accomplish, and submit the following deliverables within the agreed timeframe and budget, The following outputs are compulsory from the baseline process:

  • An expression of interest with a well-documented proposal by the consultant in response to the TOR describing their understanding of the TOR and describing how they intend to carry out this assignment.
  • Baseline Inception report including proposed data collection tools for all long-term, intermediate, and immediate outcome indicators.
  • Draft Baseline report
  • Final Baseline Report – consolidating feedback from the review of the draft.
  • Updated Logic Model including assumptions, ToC, and Results Framework including baseline data, end of programme targets, and intermediate milestones for each indicator.

Timeframe and estimated working days

The assignment will be undertaken from 20th March 2023 to 21st April 2023, lasting a total of twenty-five (25) working days from the date of signing the contract. ICSP baseline shall follow the timeline below for the baseline process:

Qualification and experience of the consultant/team

Oxfam in Uganda seeks to engage the services of qualified and experienced consultants with the following qualifications and experience to deliver on these tasks:

  1. Over 5 years of expertise in governance and accountability, food security/Nutrition, agroecology, resilient livelihoods, women’s Economic Empowerment, and safe programming, Climate change & climate adaptive approaches, disaster preparedness and response  in both humanitarian and development contexts
  2. Minimum 5 years’ experience in evaluations/ assessments/ research in both humanitarian and development contexts
  3. Proven strong skills and experience in quantitative and qualitative methodology with participatory approaches.
  4. Solid analytical skills with the ability to correlate different data sets to actionable conclusions.
  5. Experience in result-based planning, and report writing.
  6. A strong team leadership and management track record, as well as interpersonal and communication skills to help ensure that the evaluation is understood and used.
  7. English language skills (report should be written in English).
  8. Ability to make clear presentations and disseminate findings to both technical and non-technical audience.
  9. Experience in the Ugandan context especially from Karamoja is desirable.

Supervision/management of the assignment

The study shall be technically supervised and coordinated by Programme Quality and Learning Coordinator. The consultancy team shall report to the PQL Coordinator who directs the exercise in terms of information requirements, backstopping and corrective actions during the study.

Payment

The consultant will be paid in accordance with Oxfam consulting policy which stipulates 30% upon submission of the inception report and 70% upon successful completion and acceptance of the final products. The professional fee shall be subject to a 6 % withholding Tax deduction for local consultancies or companies and 15% for international companies or consultancies.

Terms of Reference for Climate & Fiscal Justice Scoping Study

Background

Oxfam is a global movement of people, working together to end the injustice of poverty. With its international confederation of 21 affiliates, working with partners and allies, and reaching millions of people around the world we tackle the inequality that keeps people poor and address injustice that jeopardizes the future of people and the planet.

Oxfam has made a commitment to support initiatives towards mobilizing people and constituencies aiming to transform the economy and preserve the planet. Oxfam upholds a key principle in its work to support people in developing countries and upcoming economies who are disproportionally affected and traditionally excluded from policy and decision-making processes. 

“Human-induced climate change is causing dangerous and widespread disruption in nature and affecting the lives of billions of people around the world, despite efforts to reduce the risks. People and ecosystems least able to cope are being hardest hit. Weather extremes are occurring simultaneously, causing cascading impacts that are increasingly difficult to manage. They have exposed millions of people to acute food and water insecurity, especially in Africa, Asia, Central and South America, on Small Islands and in the Arctic. Action is required to adapt to climate change, at the same time as making rapid, deep cuts in greenhouse gas emissions. So far, progress on adaptation is uneven and there are increasing gaps between action taken and what is needed to deal with the increasing risks.  These gaps are largest among lower-income populations.”

Furthermore, Research by Oxfam shows that from 1990 to 2015, the richest 10% of the world were responsible for 52% of global carbon emissions. In contrast, the poorest half of the world emitted only 7%. Tragically, it is also well-documented that poor countries are hit the hardest by climate change.

Governments around the world have made commitments in the Paris Climate Agreement (2015) to limit global temperature rise to 1.5 degrees; and to take necessary action to support communities and businesses adapt to the (expected) changes in the climate. Countries have formulated and committed to implement Nationally Determined Contributions (NDCs) to the Paris Agreement: these represent the national level responses to the climate change challenge.

This presents a unique opportunity for the most affected communities to get public financial support to respond to climate change and improve livelihoods. Meanwhile we are witnessing lack of actual public finance, both from developed and developing countries, both in terms of quantity and quality. The estimated need for climate finance is multiple times larger than current efforts reflect. Not only are rich countries failing to meet the USD 100 billion commitment of the UNFCCC (OECD, 2021a), but global financial flows are also failing to adequately support low emission pathways which are consistent with the objectives of the Paris Agreement and support vulnerable communities adapt to the effects of climate change. Consequently, climate finance – both grants and loans – is urgently needed.

Regrettably, rich countries are not delivering on the $100 billion per year commitment. Contributor countries estimate that they reached a level of nearly $80bn in 2019 – by their own accounts. In Oxfam’s analysis, this $80bn is based on a gross overestimation of climate relevance of provided funds; and lumping together grants, loans and private investments. The high share of loans also means that climate finance is adding to recipient countries’ excessive debt burdens and jeopardizing future public investments in public services (health, education, etc), while the most needed climate adaptation funding is remains at only 34% in 2020 and 25% in 2019 of the overall climate funding. The governments of both high-income and low-income countries have committed to support communities in low-income countries to adapt to climate change, and transition to low carbon economies. There is an emerging consensus that the formulation of climate plans, especially for adaptation, should not only be country-driven but also locally led, in an inclusive and gender sensitive processes.

While the high-income countries are not living up to the commitment, there is also lack of transparency and accountability of national and local budget and policy processes that is widening gap between policy makers and people. NDCs in practice are written in exclusionary and technical approaches, resulting in NDCs that do not really represent the needs of vulnerable communities. Communities that usually do not have capacity to participate in planning processes or monitor budgets and ensure that their needs are met, are marginalized from those processes. 

Within its ten-year strategy (Manifesto) Oxfam Novib (ONL) aims to address the interrelated global injustices of extreme poverty, inequality, the impact of climate change, and the denying of people’s rights and civic freedoms to make that systemic change happen. Striving to fundamentally change the policies and behaviors of political and economic actors that keep these injustices in place, we work towards more inclusive (EQUAL), secure (SAFE), equitable (FAIR) and sustainable (GREEN) world.  This assignment will further support Oxfam Novib’s climate strategy and current and future work on climate finance by strengthening partners, allies and Oxfam’s capacity on consolidating existing approaches and methodologies towards citizens-led effort for social and fiscal accountability in climate finance. Oxfam Novib also helps to build participatory processes and encourages citizen engagement on national climate plans e.g., Nationally Determined Contributions (NDCs).

The study – scope and purpose

The purpose of the consultancy is to undertake a scoping study to inform Oxfam and partners’ national climate finance work in Uganda, towards ensuring meaningful and informed participation of citizens in social and financial accountability of climate finance with the focus  at both national and local levels.

The scoping study will help inform partners and Oxfam’s current and future climate finance programming and advocacy in following countries: Uganda, Nigeria and Vietnam. This scoping study has two objectives assignment:

  1. Develop a national report to inform national climate budget monitoring and advocacy work, including an overview of the current state of play in Uganda and the most promising examples/tools to hold governments to account for just and transparent spending of national and international climate finance;
  2. Develop a synthesis report that includes analysis, commonalities and lessons learned from the Uganda national reports that can be used by civil society at the country level to inform their monitoring and advocacy work on governments’ climate action planning, budgeting and spending.

The  national level studies will provide answers to the following questions:  

What is the role of international climate finance in financing climate adaptation and mitigation in the country?  

  1. What is the quantity of climate financing received by the country, covering the years 2015-2020 (since the Paris Agreement in 2015)    
  2. What is the financial instrument breakdown of finances (grants, loans..) received by the country?
  3. Are the finances aligned with the country’s climate ambitions and needs?
  4. Who are domestic counterparts to the contributors’ community (line Ministries, government agencies, national private sector actors, etc)?
  5. What kind of bilateral or multilateral agreements, frameworks, or other mechanisms and forms of cooperation have been put in place to organize the inflow of funds from international contributors to the country?
  6. What are the conditions/requirements for receiving the financing (e.g. in terms of the purpose of the funds, process of allocating/spending, civic participation, oversight, etc)?

National climate finance state of play? What is the current state of play regarding climate action planning and budgeting in the targeted countries? 

  1. Is there a comprehensive (multiyear?) plan or program on the national level that brings together all the necessary investments in climate adaptation and mitigation?
  2. Are these plans based on previous research showcasing the scope of the climate finance necessary for local adaptation and mitigation plans?
  3. Are there policies and laws to support in the implementation of the climate justice agenda at national and sub-national levels? Has the government established a system for tracking/tagging received/domestic climate finance?
  4. What is the role of local authorities in defining climate action plans and setting (budget) priorities? What is the degree of devolution/decentralization in relation to climate finance decision-making and implementation?   
  5. What is the extent of domestic resources for climate action?  How are the domestic climate adaptation and mitigation programs resourced? (What type of tax revenue, loans, user fees, etc)  
  6. Which sectors are receiving climate finance, and are they enough to meet the country’s NDCs ambitions?
  7. Are there any local or national level mechanisms/requirements for citizens and civil society to participate in planning and budgeting for climate adaptation and mitigation actions? Are there any mechanisms for influencing and monitoring expenditure?
  8. How can civil society access information with regard to financial accountability of climate funds, disbursement and implementation?
  9. What are the most relevant local and national spaces where the voices of citizens and civil society can influence climate finance policies and contribute to discussions in the international arena (UNFCCC and related regional discussions)?
  10. To what extent do current climate actions and budgets reflect achieving gender equality?  Are there any requirements for achieving gender equality?  

What are existing and new approaches and tools that can be used to support citizens-led local and national climate budget monitoring and advocacy work?

  1. What are the positive examples of citizens’ engagement in inclusion of citizens in the formulation of climate spending?  
  2. Examples of tools and approaches used by local civil society to hold local governments, national government, contributors and private sector to account for inclusive and transparent spending of climate finance;  
  3. Examples of comparable budget monitoring tools and approaches (follow the money initiatives) that can be used and/or adjusted to monitor and hold to account stakeholders responsible for channeling and spending climate finance resources?   
  4. Examples of recent budget advocacy successes (who, what was done, what changed, why successful?) What are the challenges and pitfalls of current tools and approaches?  

Opportunities for influencing climate finance flows / new methodology  

  1. What are key (existing) transparency and accountability approaches and methodologies that can support advocacy regarding climate programming, budget and tracking of climate related expenditures on the national level and sub-national level (where applicable);
  2. What are key opportunities to influence public institutions and stakeholders;  
  3. What are key opportunities to influence private sector stakeholders (especially, financial sector) and bilateral agencies, IFIs/development banks?     
  4. What are key opportunities that could stimulate greater local climate finance for local governments and communities?
  5. What are opportunities for Oxfam supporting (technical, financial, joint research, public campaigning) the most promising national climate finance approaches/initiatives, including supporting existing partners and climate CSO networks in undertaking climate finance monitoring and advocacy?

Proposed methodology  

Oxfam Novib in Uganda is looking for one lead National  Consultant  to conduct this study as per the Terms of reference.

The study will be piloted in Uganda, aiming to apply and test the research questions and the methodology for undertaking the quantitative and qualitative analysis. These experiences will be summarized and presented to Oxfam's The Hague-based team and Oxfam field office in Uganda. This will form the basis for starting the country studies in other countries    

The consultant is expected to propose a methodology for conducting the scoping study. The methodology will at the minimum include a desk and literature review of relevant national climate finance documents and resources.

An early buy-in and consistent engagement from national stakeholders should be a priority in the study, as these actors are expected to take the activities forward after this scoping study. Consequently, the local research NGO/consultants will carry out consultations with Oxfam field office teams and partners; interviews and/or focus group discussions with country activists and experts, local NGO networks, and to the extent possible, government officials and representatives of contributor's community in Uganda and other key informants as relevant. 

The focal point at Oxfam Novib will provide the consultant with relevant track record materials of Oxfam’s climate justice and fiscal justice work, including publications and learning documents, and publications of other organizations in this field, including CARE, WRI, and IIED.  

Management of the Study   

The selected consultant/s shall work closely with the Oxfam in Uganda team i.e. Coordinator Climate Change and Coordinator Finance for Development. At the global level an international team leader will lead the Study by overseeing and detailing the study methodology and by coordinating the production of the synthesis report. The team leader will maintain the contact with OxfamNovib HQ and the Oxfam Uganda. .

Deliverables and timeline  

The consultant will develop the synthesis report that Oxfam country teams, partners and national climate CSO networks can use to inform current and future climate finance work at the national and subnational level.

The selected consultants will be responsible for the following:

  • Gathering data on the quantity and characteristics of climate funding and with the focus on national level climate finance discussion and processes;

This consultancy is expected to begin in February 2023, with the first scoping draft report (Uganda) ready on the 31st of March 2023.

This assignment is expected to require 30 working days  for both data collection and report writing.

Consultant's profile

We are interested to hear from individuals and teams that meet following criteria:

  • Relevant academic, practical or professional experience in climate (adaptation and mitigation) action planning, ideally around greater citizens and community involvement in policy making and budget monitoring;
  • Insights in decentralization and local governments
  • Demonstrated experience in conducting broader national budget expenditure analyses;
  • Demonstrated experience in conducting  tax policy analyses;
  • In-depth knowledge of social accountability mechanism and especially budget monitoring and tracking approached, methodologies and tools;
  • Demonstrated experiences with climate adaptation-resilience and climate finance in collaboration with national CSOs and climate networks in developing countries. 
  • Demonstrated understanding of international climate finance mechanism, UNFCCC biennial reporting, OECD database and other issues;
  • Demonstrated ability to extract, analyze, organize and present large amounts of information into easy to understand and practical format.
  • Proven experiences in tracking financial flows in Uganda.

Information about the Project 

Oxfam in Uganda with funding from Irish Aid is implementing a 6-year (2017-2022) project (PG2) focusing on two core areas i.e. Women and Youth Economic Empowerment (W/YEE) and Gender Equality (GE). The project is implemented in 8 districts in 3 regions namely; Pakwach, Nebbi, Zombo, Arua, Gulu, Lamwo, Kotido and Kaabong. Implementation of these key areas is delivered by Oxfam working with six national partners. The Gender Equality component is implemented with National Association of Women Organizations in Uganda (NAWOU) and Uganda Women’s Network (UWONET). These partners are responsible for increasing gender equality and stimulating local activism towards prevention of Gender Based Violence, and enhancing women’s participation in leadership. The geographical scope of the assignment will be the representation from the project district at the central locations in Nebbi, Arua, Gulu, Lamwo and at national level working with partners like UWONET. Further; the Women and Youth Economic Empowerment component is implemented with Uganda Youth Network (UYONET) and International Foundation for Recovery and Development (IFRAD) responsible for increasing Youth Economic Empowerment. Agency for Community Empowerment (AFCE), and The Uganda National Apiculture Development Organization (TUNADO) are delivering activities aimed at increasing Women's Economic Empowerment.

Purpose and Objectives of the data cleaning and analysis

Purpose: To undertake an annual data cleaning and analysis exercise towards assessing project performance against the set targets in the Irish Aid Project Results Based Framework 2022.

Objectives of undertaking data cleaning and analysis

To engage a consultant to undertake a comprehensive data clean up, engagement of specific national stakeholder and analysis data sets generated from the project participants. Further adopting tools to assess annual project performance against the set targets in the Irish Aid Project Results Based Framework for the year 2022. Identify innovations realized during project implementation.

Scope of Work

Oxfam in Uganda will embark on engagement a consultant to analyse and consolidation data to generate an up-to date status report on performance and trends of project implementation in line with the RBF. The rapid data collection and assessment process and findings are very important for our evidence-based reporting to the development partner, assessment of performance on the project as well as increased accountability drawing lessons from the Irish Aid Project participants.The consultant will work closely with Oxfam PQL and Irish Aid Project team in review and finalisation of the report. The consultant will engage with some specific partners to verify data sources and information.

Study Methodology

Oxfam in Uganda PQL team will build consensus on the most appropriate methodology with the PQL and project team for the data analysis process. The consultant will develop a comprehensive methodology of the assignment adopting various tools. Oxfam team and the consultant will build consensus on the best approach to adopt and the format of the report. The consultant will clean all the data and he/she should analyse the data by performing data entry and verification by using availed data entry tools. Quantitative data will be collected using survey CTO, therefore the consultant will receive a data set from Oxfam and find the most appropriate way to analyse data presented (e.g. SPSS). Further the consultant will ensure that the data quality is in place through the use of the provided database tools. Submission of a draft and final data analysis report and submit it to OXFAM PQL team after 25 days of data cleaning and analysis.

Outputs/Deliverables of the assignment

  1. A comprehensive inception report. Clearly explaining the methodology and the appropriate tools that will be used for the analysis.
  2. 1st draft report presented to Oxfam team
  3. A final comprehensive report.
  4. Final data set for qualitative data reshared back with Oxfam.

Timeframe and estimated working days

The consultant will be engaged for a maximum of 25 working days from the day of signing the contract after data collection exercise by the PQL and thematic team

The assignment will commence from the 25th of November 2022 with clear lines below;

Activity scheduled lines

  1. The consultant to sign contract for the assignment
  2. Prepare and present an inception report
  3. Report review, data analysis and report writing
  4. Presentation of the 1st draft report
  5. Incorporating comments from Oxfam team into the draft report.
  6. Submission of the final project study report to Oxfam in Uganda

Qualification and experience of the consultant/team

The following skills and qualifications are desirable:

  1. Three to five (3-5) years-experience as a data analyst preferably with a degree in a relevant field.
  2. Familiarity with women and youth economic empowerment and Gender Based Violence programming.
  3. Experience in data collection, entry, management and analysis for both qualitative and quantitative surveys.
  4. Ability to write a concise and well-written analytical research report on the results of the survey in English.
  5. Ability and familiarity working with the Results Based Framework

Proposal Evaluation Criteria

The technical proposal will be evaluated based on the Quality Cost-Based Selection (QCBS) Criteria:

  • The individual general reliability as well as experience and capacity in the carrying out the assignment (30%).
  • The approach in responding to the TOR and detailed work Oxfam in Uganda (45%).
  • The qualifications and competencies of the proposed personnel for the assignment (25%).

Proposals obtaining more than 70% of the technical points will be considered technically suitable and qualify for financial assessment.

Supervision/management of the assignment

The consultant will work with the technical team of the Irish Aid Project, the PQL team Monitoring and Evaluation Officer in delivering on the various planned actuals to the end.

Payment

  • Applications and proposals are invited based on these Terms of Reference.
  • The payments will be made in one instalment upon submission of the final report.
  • Oxfam reserves the right to withhold all or a portion of payment if performance is unsatisfactory or if work/outputs are not achieved.
