Terms of Reference for documentation of women's struggle for land rights in Uganda through the lens of transformational leadership

1. Background about Oxfam in Uganda

Oxfam is a global movement for change that empowers people to create a secure future, just and free from poverty. We believe everyone has a right to safety, security, a livelihood, and a say in decisions that affect them. 

We seek a world in which everyone can speak up to power, demand and claim their human rights, and build a better future for themselves. We recognise that we cannot achieve this on our own but as a collective power. Therefore, we work in partnership with local and grass-roots organisations, civil society, individuals, volunteers, the private sector, and the Government. 

Our Vision is Uganda free of inequality and Injustice: A society where people, particularly women and young people, claim and exercise their rights and responsibilities and influence decisions that affect their lives. Our work is guided by the Country Strategic Framework (CSF) (2021-2030), organized around four themes: Governance and Accountability, Resilient Livelihoods, Humanitarian preparedness and response, and Gender Justice and Women’s Rights. All the themes work towards influencing policy and practice, youth and women empowerment, inclusive participation in decision-making at various levels, and capacity strengthening of national and local actors. 

For many years, Oxfam in Uganda has supported the realisation of equal land rights for women and men. The organisation acknowledges the differences between genders and takes specific measures to accelerate de facto gender equality where necessary. It ensures that women and girls have equal tenure rights and access to land, regardless of their civil or marital status, through various interventions. Every effort has been made to promote equity among men and women, as well as among boys and girls, through empowerment initiatives aimed at fostering equitable land tenure rights for all, including youth and traditionally marginalised and vulnerable groups.


2. Information about the Project

Throughout this project, Oxfam in Uganda will document its transformative leadership approaches to land rights work carried out across various projects over the past five years. A consultant will be hired to lead this documentation. The consultant will visit all locations where Oxfam has been actively involved in women’s land rights initiatives under multiple projects. Additionally, the consultant will collaborate closely with the land rights coordinator and the communications team at Oxfam in Uganda throughout all stages of the production process.

3. Purpose and Objectives of the Study

a)    Purpose of the study
To Document women's struggle for land rights in Uganda through the lens of transformational leadership as promoted by Oxfam in Uganda.

b)    Objectives of the study
Learning 
•    Document gender integration continuum in Oxfam’s women’s land rights projects, highlighting how Oxfam’s land rights activities managed to achieve transformative leadership.
•    Gather content (short stories, photos, short videos) that can be widely used by various internal technical working teams/groups and external engagement teams (e.g., Fundraising, partnerships, and supporter engagement teams) to effectively discuss transformative leadership within land rights work.

Influencing
•    Disseminate a transformative leadership approach documented in different platforms by also developing products that promote cross-learning on transformative leadership in land rights work, covering approaches, processes, and collaborations. This can be done at various influencing spaces, such as the Land Academy conference, the World Bank land and poverty conference, the Africa land policy conference, CSW, and others.

Resource Mobilization
•    Develop short donor engagement videos/Products that can be used to encourage donors to increase funding/support for land rights work.
Communication
•    To raise the profile of land rights work in the country and efforts to foster transformative leadership.

4. Scope of Work 
Documentation will be carried out in three regions: West Nile – Nebi, Acholi- Lamwo and Teso – Soroti. This will target beneficiaries of projects like community members and farmer field school members but also local leadership. The consultancy for the project documentation assignment is expected to be completed within 30 days from the commencement date. This has been organised in phases:

a)    Inception phase 
•    Holding coordination meetings with Oxfam Uganda Management and program teams 
•    Designing final and detailed work plan for Oxfam in Uganda and the consultancy TOR.
•    Brief on the task at hand
•    Clarification and agreement on issues
•    Identification of key stakeholders

b) Consultative phase
•    Undertake a review of key Oxfam Uganda Strategic plans, past project Documents, strategies, work plans, reports, and other relevant documents.

c)  Pre-production
•    Based on the inception meetings and desk review, the consultant will develop a working/shooting script that will be reviewed by the Oxfam team and the partners involved. This will guide the shooting process. 
•    Preparation and submission of the draft of an inception report detailing the methodology and the timeline of the consultancy.

d)    Production phase 
•    The Consultants will conduct face-to-face interviews and consultations with the identified project participants, community leaders, Local government Officials, and other key stakeholders.

e)    Post-production
•    Draft and finalize report and multimedia products, incorporating feedback from Oxfam.

5. Study Methodology 
Alongside the consultants, Oxfam will employ a participatory and consultative approach with all relevant stakeholders throughout the assignment stages. It will utilize an RBA and CBA lens to ensure inclusion and meet the project objectives and required deliverables.

6. Study Outputs/Deliverables

a)  An Inception Report
•    An inception report detailing the methodology and the timeline of the project
•    Shooting script for video production

b).    Multimedia products
•    Create a series of short videos, each lasting between 2 and 7 minutes, that capture stories (about 4-6 videos). The videos will be filmed in the local languages of the communities and translated into English with on-screen subtitles. They will be delivered to Oxfam along with time-coded and fully translated transcripts for each interview and a clean version (no titles, logos, or subtitles on the videos). 
•    Produce 30 still photos, creatively capturing the profiles of each of the main characters and their environment, showing transformative leadership and efforts to address land rights for women in the various communities. 
•    Produce an additional video that shows Oxfam and its partners' experiences in transformative leadership and land rights work. 
•    Promo materials, including a visually appealing fact sheet and infographics

c. Written Outputs
•    Produce 30 short stories and quotes on different land rights activities and work which have been done by Oxfam in Uganda and show how they integrated gender continuum to achieve transformative leadership within the land rights work. This will include a detailed summary of the process and the projects on land rights work.

7. Timeframe and estimated working days

The assignment will be undertaken from 5th June 2025 to 15 July 2025, lasting a total of 30 working days from the date of signing the contract.

8. Qualification and experience of the consultant/team

While not part of the team, they should have the capacity to get a translator locally who is fluent in the local languages.

Qualifications/requirements
•    At least 3 to 5 years of experience handling and managing similar documentation projects (docu-photography, videography) within various settings.
•    Ability to produce dynamic, creative, and engaging visual content that is cognizant of attention spans and digital space needs. 
•    Strong writing skills tailored to donors and policy audiences.
•    Experience in development communication, particularly in land rights, with a focus on women’s land rights.
•    The team should possess qualifications in either of the following related fields: journalism, media studies, project planning, MEAL, documentation, gender studies, and land governance. 
•    Demonstrated ability to capture sensitive, respectful images in diverse cultural contexts and a good understanding of gender sestive language and framing.
•    Strong understanding of legal, cultural, and socio-political contexts around land rights.
•    Experience editing development content with a clear narrative arc and emotional impact.

9. Proposal study Criteria

The technical proposal will be evaluated based on the Quality Cost-Based Selection (QCBS) Criteria: 
a.    The individual's general reliability as well as experience and capacity in carrying out the assignment (30%).
b.    The approach in responding to the TOR and the detailed work of Oxfam in Uganda (45%).
c.    The qualifications and competencies of the proposed personnel for the assignment (25%).

Proposals obtaining more than 70% of the technical points will be considered technically suitable and qualify for financial assessment.

10. Supervision/management of the assignment

The consultant will be directly supervised by the land rights Coordinator but will be supported by the Media and communications coordinator and will have to periodically report to the supervisors on the progress of the work.

11. Payment

The consultant will be paid in accordance with Oxfam's consultancy policy which stipulates 20% upon submission of the inception report and 80% upon successful completion and acceptance of the final products.

The technical and financial proposals are submitted in separate sealed envelopes, in printed hard copies. CVs of key staff (lead consultant and associated consultant should be included in the technical proposal.

Terms of reference (ToR) for Consultancy to undertake research on taxation and subsidization of renewable energy products and services in Uganda with particular interest in Refugee and Host Communities

2. Background 

Uganda is home to over 1.5 million refugees. Most of these refugee communities have been displaced due to protracted civil wars in neighboring countries such as South Sudan and the Democratic Republic of Congo. Refugees live in 13 hosting districts mainly in Northern and Western Uganda, typically in three categories – urban areas, camps, or settlements. 

Renewable energy sources, such as solar and wind power, offer opportunities for sustainable development. Despite the significant strides in the Off-Grid Energy (OGE) market in Uganda, refugees still struggle to access energy due to infrastructure challenges and low purchasing power emanating from affordability concerns. Consequently, refugee and host communities exhibit a low willingness to pay for new technologies, since they are deemed costly and prohibitive. Instead, their preference lies with traditional energy sources and cooking methods, influenced by factors such as availability, price, and familiarity. As such, the majority of refugees use unreliable sources of energy, with 70% of refugees living in settlements experiencing high energy vulnerability, which limits the development of sustainable livelihoods.

The growth of private sector companies supplying off-grid solar energy products, backed by favorable government policies such as tax exemptions on solar generation components, must play a critical role in growing energy access. However, 90% of the population living in refugee camps and host communities still have limited or no access to electricity and, instead, rely heavily on firewood and charcoal for cooking and heating. Reliance on firewood and other biomass fuels also strains relationships with host communities, when competing over scarce resources or entering private land for collection of firewood. In addition, the collection of firewood also comes with the risk of gender-based violence which disproportionately impacts women and girls negatively.     

The majority of populations in displacement settings live below the poverty line and struggle to afford energy solutions. Therefore, PAYGO models and asset financing are central to supporting consumers to purchase energy solutions, the costs of which are often perceived as prohibitive. However, refugees and small businesses lack access to and awareness of financial services, and energy companies lack market information and technical expertise to design appropriate PAYGO models. In addition, the main barriers to the widespread adoption of PUE by refugee and host communities are affordability, unwillingness or inability to pay out of pocket, and limited access to flexible financing.

3.About SUSTAINED project 

SUSTAINED project, implemented by a consortium of CARE, OXFAM and Mercy Corps with funding from the Embassy of the Kingdom of Netherlands aims to increase access and use of quality, reliable, affordable, and clean energy for electricity, cooking, and income-generating opportunities for refugees and surrounding host communities. The project is implemented through adoption of a Market Systems Development (MSD) approach, by integrating demand activation, addressing supply side barriers and strengthening an enabling environment for off-grid solutions. SUSTAINED also intentionally integrate gender perspectives to ensure inclusive growth and opportunities for all market participants, including refugees, women, and marginalized groups.

Under outcome 3: SUSTAINED aims at strengthening the enabling environment through policy advocacy. This will be done through robust assessment of existing policies, and based on this analysis, SUSTAINED will advocate on relevant policy issues, through the dissemination of policy briefs and the organization of national-level policy dialogues and engagements. Among SUSTAINED advocacy priorities, the partners will focus on greater resource allocation for public incentive systems that promote renewable energy adoption in refugee-hosting districts, such as tax exemptions. 

4. Problem statement

Uganda's energy sector is heavily reliant on biomass, particularly firewood and charcoal, which comprise over 85% of total energy consumption. Electricity and petroleum products represent a smaller portion. 

While national electricity access stands at about 57% (24% on-grid, 33% off-grid) as of 2023, the government is actively promoting renewable energy sources like solar, hydro, and biomass to expand generation and distribution. Despite Uganda’s commitment to expanding access to affordable and clean energy, the current taxation regime on energy products presents significant barriers to progress. While certain renewable energy products like solar panels are theoretically exempt from taxes under regional frameworks, inconsistencies in implementation, lack of clarity in customs classification, and local taxation practices continue to inflate costs and deter private sector participation. This misalignment between fiscal policy and national development and climate goals hampers efforts to achieve universal energy access, exacerbates energy poverty, and undermines environmental sustainability. 

To address these challenges, SUSTAINED plans to develop a research study to advocate for the design and implementation of a targeted fiscal incentive framework that enhances energy access for vulnerable populations and catalyzes private sector investment (supply)  of off-grid products  in humanitarian settings. 

The research will seek to:

  1. Identify existing targeted tax exemptions, and for companies (ESCOs) delivering energy solutions in refugee and host communities
  2. Document current tax regime on renewable energy products with specific interest on Productive Use of Energy and Clean Cooking Stoves in refugee,  host and underserved communities.
  3. Identify ESCOs and existing subsidies on renewable energy products, document their impact on demand and supply of renewable energy products in refugee and host communities.
  4. Highlights the effects of various taxes on pricing of clean energy products, including  VAT and import duties, analyze their implications on affordability and equitable access for refugees and host communities.
  5. Undertake situational assessment of private sector (Energy Service Companies) and stakeholder consultations to inform tax policy recommendations
  6. Document good practices of clear and consistent enforcement of tax exemptions for renewable energy products at both customs and local government levels.
  7. Analyze and document global and regional best practices in tax incentives for energy access in humanitarian settings.
  8. Develop actionable policy reforms to foster a more inclusive, efficient, and enabling energy market environment to achieve sustainable clean energy access in refugee and host communities.
  9. Document strategies for strengthening multi-stakeholder coordination comprising URA, MEMD, OPM, and development partners—to coordinate and align fiscal policies and ensure favorable taxes and subsidies for the renewable energy products in the humanitarian sector.
  10. By streamlining taxation and creating an enabling environment for inclusive energy models, Uganda can make significant strides toward universal energy access while advancing its socio-economic and environmental development objectives.
  11. A tax research will present key findings, insights, and tax policy recommendations from the situational assessment and stakeholder consultations to inform policy recommendations. 

  12. 4.1 Purpose and Objectives of the research study

    Purpose: To generate a concise, evidence-based tax research report that highlights the taxation and subsidization of clean energy products, analyze their implications for refugees and host communities, and proposes actionable tax policy reforms to foster a more inclusive, efficient, and enabling energy market environment.

    4.2 Specific Objectives:

  • To examine how current tax and subsidization policies influence pricing, adoption, and distribution of solar and clean cooking products in refugee-hosting areas.
  • To assess how taxation frameworks affect the viability and scalability of ESCOs and FSPs in humanitarian markets.

  • To develop concrete, actionable policy recommendations for fiscal reforms aligned with Uganda’s energy, climate, and development goals.

    The SUSTAINED tax research report will be disseminated to a wide audience through various channels to maximize its impact and reach.

    5. Methodology 

    The research study will be developed through a mixed-method, participatory, and evidence-driven process consisting of the following key components:

    5.1 .Desk Review:

    Review of relevant national and regional tax policies and review of global and regional best practices in tax incentives for energy access in humanitarian settings. The consultant will review existing national policies, laws including tax bills, and regulations related to taxation and subsidization of renewable energy products in Uganda. The consultant will also study the different tax and nontax barriers for renewable energy products as well as available subsidies and their timelines.

    5.2. Primary Data Collection:

    Key Informant Interviews (KIIs): Engage stakeholders from government agencies (MoFPED, URA, MEMD, OPM, Uganda Energy Credit Capitalisation Company (UECCC)), private sector (Tulima Solar, D.Light, PESITHO among others), refugee-led organizations (ICAN SS, CECI), financial service providers (e.g., VisionFund), and other humanitarian and development partners (UNHCR, DCA).

    5.3 Data sources

    The tax research report will synthesize key findings from in-depth interviews, focus group discussions, case studies, and policy analyses to capture lived experiences. These consultations will aim to ground the research in practical realities and firsthand experiences. Key elements may include but not limited to:

  • Private Sector Engagement: Gather perspectives from ESCOs (e.g., PESITHO, Tulima Solar, D.Light and other SOLCO PSA partners) regarding how taxation impacts their cost structures, product pricing, logistics, and ability to scale in displacement contexts.
  • Financial Service Providers (FSPs): Understand how tax policies affect credit and financing models for end-users and whether existing taxation limits FSPs’ ability to innovate or expand. VisionFund,
  • Refugee-Led Organizations (RLOs): Capture unique community-level perspectives, especially on affordability and accessibility challenges created by current tax structures.
  • Government Agencies: Engage tax authorities and relevant line ministries to understand policy intentions, enforcement challenges, and opportunities for reform or exemption mechanisms (MoFPED, MEMD, URA, OPM, National Renewable Energy Platform-NREP, Uganda Solar Energy Association – USEA, Uganda Energy Credit Capitalisation Company (UECCC)) etc.

  • Development and Humanitarian Actors: Include donors and implementers to map out ongoing advocacy efforts and alignment with national development goals (e.g., Uganda Vision 2040, NDP IV, UNHCR, DCA, WFP ).

    6. Outputs/Deliverables

  • Qualification and experience of the consultant/team

    (a) The consultant/ team of consultants should be qualified and experienced with a background in Energy policy, Economic/tax policy, Energy Economics, Natural Resources Management, Social policy, Engineering, Governance and development studies. A Master’s Degree in a relevant field will be an added advantage
    (b) The consultant should present experience working in energy related spaces and tax policy.
    (c) Strong research and analytical skills.
    (d) Experience in policy analysis and development.
    (e) Familiarity with Uganda's energy sector and renewable energy policies.
    (f) Excellent writing and communication skills.

    9. Supervision/management of the assignment

    The consultancy work will be managed and supervised by the Energy and Extractive Industries Coordinator at Oxfam working closely with consortium partners (Mercy Corps and CARE). The consultant will be responsible for planning the activities in a timely manner and informing the Oxfam team in advance to ensure their participation. 

    10. Payment

    The consultant/s will be paid in 02 instalments i.e. 20% will be paid after approval of the inception report and 80% after submitting the final policy brief. The consultant/s will be responsible to remit taxes that relate to the consultancy.

Terms of Reference for Consultancy Services to Develop a Learning Brief Regarding Productive Use of Energy (PUE) and other Renewable Energy Technologies.

2.0 About the SUSTAINED project

Oxfam, Mercy Corps and CARE together are implementing the SUpporting STronger Access to INnovative Energy Solutions in Displacement Settings (SUSTAINED) project. SUSTAINED in collaboration with I Can SS, CECI (RLO), Vision Fund (FSP), Tulima Solar, D’light and Pesitho (ESCO) through appropriately sequenced and intentionally integrated supply and demand side interventions informed by market needs. SUSTAINED interventions are designed to facilitate the safe entry and existence of quality private sector actors in displacement settings to create viable energy markets, whilst providing quality control functions to ensure vulnerable populations can access quality products and services built on reliable and sustainable infrastructure. SUSTAINED brings together the global leadership, influencing capacity, technical expertise, and implementation experience necessary to partner with an extensive array of stakeholders to adapt, and scale evidence-based interventions in Bidi-Bidi, in the Yumbe district, in the West Nile region of Uganda. 

SUSTAINED ensures a high level of sustainability through the adoption of a Market Systems Development (MSD) approach, to respond to the clear need for linkages to facilitate the entry of quality private sector actors into displacement settings and an ecosystem approach, to support the development of an enabling inclusive environment required for a clean energy marketplace for refugees in Uganda. Finally, SUSTAINED is intentionally integrating gender perspectives to ensure inclusive growth and opportunities for all market participants, including refugees, women, and marginalized groups.  In its first 12 months, SUSTAINED will deliver proof of concept for the market systems approach to energy access in Uganda’s refugee settlements, achieving measurable market expansion in two settlements, generating evidence and learning, influencing policy and positioning for scale.

2.1 Project Purpose

SUSTAINED project aims to increase access and use of quality, reliable, affordable, and clean energy sources - for electricity, cooking, and income-generating opportunities – for 10,000 households, refugees (50% women) and surrounding host communities (70:30 split, also 50% women) over 12 months. To achieve this goal, SUSTAINED is implemented through integrating demand activation and supply intervention and establishing an enabling environment for off-grid solutions. 

Below are the three specific outcome-level objectives:

Outcome 1: Increased access to off-grid solar (OGS), productive use of energy (PUE), and clean cookstoves (CCS) by households and enterprises in refugee hosting areas - DEMAND activation

Outcome 2. Sustainable market for OGS, PUE, and CCS established in the Refugee hosting areas - SUPPLY To improve access to market strengthening de-risking facility for private sector actors (Supply Side)

Outcome 3: Enabling policy, regulatory and coordination environment for off-grid renewable energy solutions improved in refugee hosting areas

2.2 About Productive Use of Energy (PUE)

Productive uses of energy (PUE) refer to powered devices that can be used in commerce, industry, and agriculture. In the latter sector, PUE can be used as capital to grow, process, and store produce. PUE can help refugee communities achieve self-reliance and improve their standard of living. In working to increase the supply and uptake of off-grid PUE, it is important to prioritize renewable and low-carbon technologies.

3.0 Purpose for developing a learning brief:

To effectively implement SUSTAINED Project interventions, Oxfam has identified 40 Village Loans and savings Associations, 2 cooperatives, and 15 farmer groups, giving preference to those with 60% or more women members and women in leadership roles, and assessed their capacity and determined any gaps and opportunities for collaboration / support.  Following in identification and assessments, 57 enrolled groups have undergone rigorous awareness sessions (through group sessions, market exhibition, radio talks and village rides-boda boda talk talk) on Production Use of Energy (PUE) products and clean cooking services to enhance their understanding on the benefits and utilization of PUE energy services and clean cooking products.

Therefore, with the SUSTAINED project funding, Oxfam in Uganda seeks to develop a learning brief detailing lessons learned that will inform continuous project improvement towards access and uptake of Productive Use of Energy (PUE) and other renewable energy technologies.

3.1 Overall objective for conducting the assignment: 

The overall objective is to develop a learning brief on access, uptake and productive use of quality, reliable, affordable and clean Energy, clean cooking and other renewable technologies with a focus on savings groups, farmer groups, cooperatives and individuals including women and youth. 

3.2 Specific objectives include;

  • Assess factors hindering access and uptake of access and uptake of renewable energy technologies, people’s needs and their ability to pay, affordability and gender considerations.
  • Identify challenges and opportunities regarding the access and uptake of renewable energy technologies in Yumbe district.

4.0 Content Scope of the assignment: 

A successful consultant will be required to carry out the following activities/tasks:

  • Identify key learning points especially, the potential of savings groups, farmer groups, and individuals including women and youth regarding the uptake of Productive Use of Energy (PUE).
  • Determine the roles and responsibilities that should be played by the different stakeholders to ensure success of the SUSTAINED project.
  • Conduct comprehensive consultations with relevant stakeholders involved in the project to triangulate existing literature (desk review).

4.1 Geographical scope

The assignment will be conducted in Yumbe district covering 1 zone in Bidibidi refugee settlement (Zone 1) and 3 sub-counties (Kulikulinga, Kerwa, Romogi) in the host communities. 

4.2 Time scope

This assignment is expected to be completed within 17 days after the contract signing date.

4.3 Key points for consideration:

  • The learning brief is strategically positioned to complement the wider consortium (Mercy Corps and Care) learnings in determining areas of improvement in PUE and other renewable energy technologies.
  • The learning brief should be precise and concise.
  • The timeline for delivery of this assignment is strictly by meeting learning brief submission date.

5.0 Methodology:

This assignment will employ participatory approaches to ensure inclusive stakeholder engagement, rigorous data collection and analysis. A mixed approach of both quantitative and qualitative methods especially, primary data collection and literature review will be adopted. 

The sampling approach will be purposive with a focus on savings groups, farmer groups, cooperatives, individuals including women and youth and key stakeholders of the SUSTAINED project. It will also be guided by the principles of inclusivity, diversity, and representation, where voices from marginalized and vulnerable groups are adequately captured.

6.0 Key deliverables:

  • Assignment inception report
  • Draft of the learning brief.
  • Final learning brief (not exceeding 12 pages).

7.0 Timeframe: 

This assignment is expected to be completed within 17 days after the contract signing date.  Submission of the draft learning brief to Oxfam in Uganda

8.0 Qualification and experience of the consultant/team 

Oxfam is looking for a qualified consultant, or team of consultants with a background in Energy Economics, Statistics, Education, Social Sciences among others and experience in renewable energy and developing such learning briefs. Additionally, he or she should demonstrate the capacity to undertake the type of services sought within the indicated timeline and available budget. A master’s degree in the same field is preferred for this assignment.

9.0 Supervision/management of the assignment

The consultant shall be technically supervised and coordinated by the Energy and Extractives Industries Coordinator. The consultant shall report to the Energy and Extractives Industries Coordinator who directs the exercise in terms of information requirements, backstopping and corrective actions during this consultancy.

10 Payment

The consultant/team will be paid in accordance with Oxfam consulting policy which stipulates 20% upon submission and approval of the inception report and 80% upon successful completion and acceptance of the final deliverables. The professional fee shall be subject to a 6% withholding Tax deduction for local consultancies.

OBJECTIVE OF THE POSITION

The Humantarian Finance Coordinator will be responsible for ensuring contractual compliance for the different donors by ensuring that the program staff and partners have sufficient financial capacity/skills to deliver against contractual commitments. The Humanitarian Finance Coordinator will lead on partner financial reviews and also contribute to the fulfilment of an internal financial quality assurance role. The role requires familiarity with or ability to quickly grasp compliance requirements of the different donors for the program as well as knowledge and experience of basic local partnership management principles including, partner systems assessment & reviews, compliance capacity building, and support in reporting. It also takes on a more strategic and supervisory role, overseeing the financial operations across multiple projects. The Humanitarian Finance Coordinator will primarily provide financial technical support to the humanitarian thematic area, as well as other project themes, depending on evolving program needs..

KEY RESPONSIBILITIES

  • Participate in the strategic management of the emergency response program, by serving on the field management team
  • To provide managerial oversight to the field financial operations team, and manage all financial processes in compliance with Oxfam policy and local law
  • To support, advise and when delegated, or necessary, manage the emergency response finance staff on financial and administration issues, to maintain the link with response teams work and support functions in Kampala.
  • Support, advise and guide the Humanitarian Program Management Team in the financial management linked to emergency response program work.

About the Project

Due to the continued influx of refugees in West Nile, Food and income remain the main challenges for refugees and host communities, income-generating activity to support their self-reliance is critical.  Oxfam received funding from DANIDA  and UNWOMEN  to help 44 VSLA  groups engage in saving as one way of building resilience, the groups are supported in training on VSLA methodology and they are in their cycle of saving and enhancing their record keeping, the safety of the money, access to financial services Oxfam intend to migrate their saving practices to digital through the provision of android phone/ tablet and train by consultant a services provide in VSLA Digitalization in West Nile and southwestern Uganda.

Purpose or overall objective/aim of the digitalization 

•    The objective of this project is to design, develop, and implement a digital platform to support VSLA operations, improve financial inclusion, and enhance the overall efficiency of VSLAs.

Scope of the work
•    Conduct a needs assessment and feasibility study to identify the requirements for digitalizing VSLA operations.
•    Design and develop a digital platform that meets the needs of VSLAs, including:
-    Member registration and management
-    Savings and loan management
-    Transaction recording and reporting
-    Financial Statement Generation
•    Develop a comprehensive training program for VSLA members, leaders, and trainers on the use of the digital platform.
•    Provide technical support and maintenance for the digital platform.

Undertake training of the VSLA groups and roll out Digitalization of the VSLA to the 44 Groups 
1.    Responsibilities Of Oxfam and Partners 
Oxfam and partners will mobilize all the VSLA groups to participate in the training. Provide Meals, and Android phones and organize for training venue.

2.    Eligibility Criteria 
•    The applicant should have at least 3 years of experience in VSLA digitalization in the refugee setting
•    Technical competence and experience in digitalizing VSLA operations.
•    Understanding of VSLA operations and financial inclusion.
•    Experience in training and capacity building for VSLA members and leaders.

Fees payment

Strengthening Response To Sudan Ebola Virus Disease (Evd) Outbreak In Uganda

BACKGROUND

Uganda is currently experiencing an Ebola Virus Disease (EVD) outbreak, with the index case of a health worker and first confirmed fatality recorded on January 29, 2025, in Kampala. 

The outbreak poses a severe public health threat, particularly in ten high-risk districts—Kampala, Wakiso, Mbale (city and district), Jinja (city and district), Iganga, Mukono, and Luwero—where the index case lived, worked, and sought medical treatment across multiple facilities. 

Given the movement of his family and contacts, the risk of widespread transmission remains high. An additional eight districts—Kasese, Buikwe, Mayuge, Namutumba, Kibuku, Budaka, Mpigi, and Mityana—have also been classified as high-risk areas due to population mobility and cross-district interactions. 

Ebola is a highly contagious and fatal disease, spreading primarily through direct contact with bodily fluids of infected individuals. The current outbreak threatens both public health and social stability, as unchecked transmission could lead to rising mortality, overwhelmed healthcare facilities, and severe socio-economic consequences. 

If the situation worsens, potential government-imposed lockdowns could disrupt livelihoods, increase food insecurity, and exacerbate malnutrition, particularly among vulnerable communities. 

Uganda's healthcare system, which heavily relies on donor funding—especially from organizations like USAID—faces significant challenges in managing a large-scale outbreak. Without immediate intervention, the country risks a prolonged crisis with devastating consequences for public health, economic stability, and community resilience. 

Urgent funding and collaboration with key stakeholders, including the Ministry of Health, WHO, and humanitarian organizations, are critical to containing the outbreak. Enhanced community engagement, epidemic preparedness, and resilience measures must be prioritized to break transmission chains, prevent further fatalities, and protect high-risk populations. 

ABOUT THE PROJECTS:

In Collaboration with Uganda Red Cross Society-URCS , Oxfam in Uganda with funding from the Crisis Modifier (CM) under the Early Warning Early Action project  is implementing a 3- month project to strengthen Ebola virus Disease Response in Mbale City.

These efforts will complement similar efforts where Oxfam in Uganda is directly implementing two other projects; a 3-month project in Mbale district (funded by Oxfam Australia) and a 4-month project in Kyaka II, Kyegegwa district (funded by Oxfam Hong Kong).

The 3 projects seek to enhance community engagement, epidemic preparedness, and resilience-building measures in Kyaka II refugee Settlement and Mbale district and Mbale City and are funded to a total of budget of $165,000 with the CM funding and Oxfam Australia amounting to $50,000 and $32,000 while Oxfam Hong Kong provides funds the response to the tune of $80,000 

PROJECT’S AIM:

To reduce mortality and morbidity caused by Ebola outbreak in very high-risk areas of Kyaka II refugee settlement in Kyegegwa district as well as in Mbale city and Mbale district local government in Mt. Elgon sub-region.

KEY RESPONSIBILITIES

Project Implementation:

  • Oversee the day-to-day operations of the Poultry and Piggery project, ensuring activities are implemented according to the project plan and budget.
  • Monitor project progress, identify and address challenges, and propose solutions to ensure timely and effective implementation.
  • Liaise with stakeholders, including farmers, local authorities, and project partners, to build strong relationships and facilitate project activities.
  • Coordinate with technical experts, ensuring appropriate technical support is provided to farmers for best practices in poultry and piggery production.

Training and Capacity Building:

  • Develop and deliver training programs to farmers on animal husbandry, disease management, feed production, and marketing.

  • Engage in the co-creation of women agribusiness incubator training with implementing partners.

  • Collect and analyse data on project performance indicators, including production yields, income generation, and farmer satisfaction.

Market Linkage and Value Chain Development:

  • Develop strategies for linking farmers to markets for poultry and pig products.
  • Work closely with the market system consultants to ensure project participants are set up for success in value chain development on cassava, sweet potato, maize, poultry, and piggery
  • Explore and facilitate opportunities for value addition and improved market access.
  • Promote and advocate for fair pricing and equitable market access for farmers.

Financial Management:

Oxfam in Consortium with Uganda Red Cross Society and Caritas Tororo have secured a project “Early Warning, Early Action: Strengthening Multi-hazard Disaster Preparedness in Mt. Elgon sub-region” to be implemented in Mt Elgon region in Eastern Uganda funded by ECHO. This action is aimed at building on ongoing government efforts, existing local structures and previous experiences of other actors in the country, through this action, Oxfam, Caritas Tororo and the Uganda Red Cross Society (URCS) will reach at least 120,283 direct beneficiaries in 7 target districts (Bududa, Butaleja, Mbale, Namisindwa, and Sironko and Bulambuli and Mbale City) in the Mount Elgon region in Eastern Uganda, through interventions designed to strengthen multi-hazard disaster preparedness in Mt. Elgon sub-region. It will build effective linkages between early warning and early action and support gender-sensitive district contingency planning in highly vulnerable or exposed districts. The project is as a result of the increased extreme events leading to disasters in Uganda affecting people’s lives and livelihoods. The principal objective of the project is to enhance community resilience to shocks and stresses in Mt. Elgon sub-region through effective and participatory multi-hazard anticipatory action (AA) and preparedness measures. Specifically, the project will support vulnerable households, communities and institutions at the local level to develop and implement appropriate anticipatory action and preparedness measures and enhance linkages between local and national policy, and practice for disaster risk reduction (DRR) including climate change adaptation (CCA). To enable timely response, Oxfam and consortium partners will support in provision of in-kind NFI’s as an emergency relief stock via a regional warehouse in Mbale and will be supported to deliver timely responses through activation of a Crisis Modifier. Oxfam and partners will focus on localizing the responses by strengthening the capacities of the District Disaster Management Committees (DDMCs) and District Emergency Coordination Centers (DECOCs), Sub County Disaster management committees (SCDMC) and Village Disaster management committees (VDMC) as well as creating ownership and long-term resilience of affected communities facilitating a shift towards more sustainable responses beyond reliance on donor and emergency funding.

Background

Mbale city is experiencing rapid population growth, urbanization and industrialization which has significantly impacted on environment as a result of huge generation and improper disposal of waste within the city and other peri urban town with inadequate infrastructure including waste collection, transportation and disposal facilities as well as poor segregation and recycling techniques. The current waste management practices in Mbale city creates environmental hazards such as floods, health, and social problems, including pollution, disease outbreaks, and community dissatisfaction. Despite environmental and waste management being a critical component in ensuring a sustainable future, effective waste management practices not only help in reducing environmental hazards such as floods and pollution but also conserve natural resources, mitigate climate change, and promote public health. These challenges continued to have significant impact on people within the city with many communities struggling with floods because of the filled up water channels and dumping of waste in rivers causing siltation. The communities are struggling to cope with the mounting waste around the market dumping sites and its adverse effects thus becoming a source of disaster in the cities causing floods and epidemics.

To address these issues, the city and peri urban centers require a comprehensive waste management plan and strategy that prioritizes sustainability, efficiency, and community engagement. Mbale city currently has a draft waste management plan/strategy that runs from 2021-2025. With population growth, continuous development and urbanization, there is need to consciously update and review the existing management plan to fit in the current context of waste management plan. 

Therefore, Oxfam is planning to review and update the waste management plan and strategy for the city to address the issues and create a healthier, and more resilient environment. These plans will be used as an advocacy tool for Mbale city to address issues around environmental management and climate financing.

Objectives of the Updating and Reviewing the City’s Waste management plan:

The main objective of this ToR is to engage a consultant firm to support in reviewing and updating the waste management plan and strategy for Mbale city that is aimed at:

  1. Strengthening and improving on solid waste planning and financing.
  2. Strengthening legislation and enforce regulations and policy implementation that support sustainable waste management practices in Mbale city.
  3. Improving and promoting effective, efficient, economical and sustainable waste management practices in handling and processing of solid waste service delivery mechanisms that will include waste reduction, recycling, composting, and disposal including waste to value.
  4. Strengthening  community engagement, raise awareness to educate the public on the importance of waste management and their role in reducing waste as well as community involvement in the planning and implementation process.
  5. Identifying the current waste management challenges, opportunities and sets clear goals and objectives for waste management.

Scope of Work for the assignment:

The scope of work for these assignments for the review and update of the waste management plan will include:

  • Review of Existing Plans and Strategies: Review the city's existing waste management plans and strategies, including the current waste management system, infrastructure, and services.
  • Waste Characterization Study: Conducting a waste characterization assessment to determine the types and quantities of waste generated in the city.
  • Stakeholder Engagement: Engage with stakeholders, including residents, businesses, and community groups, to understand their needs and concerns related to waste management.
  • Update of Existing Plans and Strategies: Update the city's existing waste management plan and strategies to reflect the findings of the waste characterization study and stakeholder engagement.
  • Review of Waste Management Infrastructure: Review the city's waste management infrastructure, including waste collection vehicles, transfer stations, and disposal facilities.
  • Identification of Areas for Improvement: Identify areas for improvement in the city's waste management practices and provide recommendations for enhancing the effectiveness and efficiency of the waste management system.
  • Development of Implementation Plan: Develop an implementation plan that outlines the steps necessary to implement the recommended changes to the waste management system.
  • Develop training and capacity Building plan: Develop training and capacity building programs for city staff and stakeholders on the new waste management plans and strategies.
  • Developing a strategy for engaging stakeholders and the community in the planning and implementation process, including public outreach and education programs, Stakeholder meetings and workshops, Community-based waste management initiatives.
  • Generate a comprehensive report following the activity that can be shared with stakeholders for future reference.

Study Methodology:

The methodology for reviewing and updating the plan and strategy will include:

  • Literature review and desktop research.
  • Stakeholder interviews through KII and dialogue meetings.
  • Field observations and site visits to waste management facilities/infrastructures.
  • Community surveys and focus groups.
  • Data analysis and modelling.
  • Development of a draft reviewed and updated waste management plan and strategy.
  • Review and presentation of the draft plan and strategy as well as dissemination. 

Expected deliverables:

The expected deliverable during these engagements includes:

  • Detailed inception report that outlines the workplan, any training plan, and means of executing the consultancy work.
  • Comprehensive Waste Management Plan: A comprehensive waste management plan that includes waste reduction and recycling strategies, waste collection and transportation systems, waste disposal and treatment options, public education and awareness programs, and monitoring and evaluation frameworks.
  • Final comprehensive report for the assignment shares a comprehensive report on the assignment including recommendations for improvement.

Timeline:

The assignment is expected to be completed within 1.5 months. The following milestones are expected to be achieved:

  • Week 1-2: Review of existing plans and strategies, waste characterization study, and stakeholder engagement.
  • Week 3 Development of comprehensive waste management plan and updated waste management strategies.
  • Week 4-5: Review of waste management infrastructure and identification of areas for improvement.
  • Week 6: Finalization of deliverables and submission of final report.

Consultant Qualifications:

The consultant should have the following qualifications:

  • Experience: At least 5 years of experience in waste management planning and strategy development.
  • Education: A degree in environmental science, engineering, or a related field.
  • Skills: Excellent communication and project management skills.
  • Knowledge: Knowledge of waste management principles, practices, and technologies.

Evaluation Criteria:

The consultant will be evaluated based on the following criteria:

  • Technical Expertise: The consultant's technical expertise in waste management planning and strategy development.

  • Communication Skills: The consultant's communication skills, including the ability to effectively engage with stakeholders and communicate complex technical information.

Supervision/management of the assignment:

The Consultant will work under the supervision of Oxfam in Uganda and will specifically be under the direct supervision of the Consortium Manager/Area Manager. All reporting and will be directed to the consortium Manager. The consultant will be expected to work closely with and interact all Oxfam staff especially the Public Health Engineering Team Leader and other team in the Elgon region including Monitoring and Evaluation team. 

Payment terms:

The consultant will be paid maximum 20% upon submission of acceptable Inception Report and 80% upon submission of approved final report and any agreed upon products of the study. The professional fees applicable will be subject to statutory 6% withholding Tax.

Small Grants Funding for Adaptive Crisis Response Projects to enhance Gender Responsive Education in West Nile – Uganda

Project Background

The Geared for Success (GFS) project is a five-year, CAD $13.8 million, gender-responsive initiative aimed at enhancing equitable and inclusive learning outcomes for refugee, internally displaced and host community children and youth, particularly girls and adolescent girls, living in South Sudan and Uganda. As part of Global Affairs Canada (GAC) “Together for Learning” campaign, the GFS project works towards supporting community-based organizations (CBOs) with financial and technical support in order to enhance their programming aimed at enabling access to gender-responsive education for refugee, internally displaced and host children in targeted communities.

The project is implemented by War Child Canada (WCC) and Oxfam Canada (OCA) in close collaboration with six local implementing partners in South Sudan and Uganda. The contribution agreement between WCC, OCA, and GAC was signed on August 9, 2022. In early 2023, a no-cost extension (NCE) was granted to extend the project until March 2029.

The project uses the Canadian Government’s Results-Based Management (RBM) approach to assess project progress and achievements. The ultimate outcome of the project is: “enhanced equitable and inclusive learning outcomes for ‘refugee, internally displaced and host community children and youth, particularly girls and adolescent girls’ in the districts of Yumbe, Terego and Obongi in Uganda.

The intermediate outcomes of the project are outlined below. 

  •  Outcome 1100: Improved performance of Community Based Organizations (CBOs) working on gender-responsive education
  • Outcome 1200: Increased access to gender-responsive quality education for refugees and internally displaced children and youth, particularly girls and adolescent girls, enabled by CBOs
  • Outcome 1300: Enhanced collective action of CBOs to advance the right to gender- responsive quality education for refugee and internally displaced children and youth, particularly vulnerable groups

GFS will achieve this outcome by increasing access to gender responsive quality education for ultimate project participants, driven by local refugee-led organizations and internally displaced people (IDP)-led community-based organizations. The project CBOs are a mix of these organizations.

CBOs are on the front lines of providing essential education services for refugees and IDPs. To ensure that CBOs are ‘geared for success’, this project will facilitate and provide technical and financial resources to strengthen their capacity -with more women’s leadership and community support, allowing them to enable access to education and to successfully advocate for the right to education for ultimate project participants.

The project under pillar two will provide financial support and small grants to targeted CBOs under the project and the network members engaged by RELON to improve their performance as resilient and adaptable gender-just organizations, while expanding the reach and comprehensiveness of project outcomes. 

Call for Proposals
This call for proposals seeks expressions of interest from Community-Based Organizations (CBOs), including Women’s Rights Organizations (WROs), working in Uganda to implement responsive and adaptive education activities. These grants are designed to address unforeseen events such as localized conflicts, natural disasters (e.g., flooding), sudden population displacements, or disease outbreaks (e.g., COVID-19, Ebola). The Response Grants serve as a crisis modifier to enable quick and adaptive interventions that strengthen gender-responsive education programming for children and youth in refugee and host communities.

Objectives of the Grant
•    Support education interventions that address emerging and unforeseen challenges in refugee and host communities.
•    Strengthen access to quality, gender-responsive education for children and youth affected by crises.
•    Enable CBOs to implement context-specific, short-term, and flexible solutions to education issues exacerbated by crises.

Eligibility for funding and Criteria for evaluation
Response grants are open to applications from both GFS project core 3 partners in Uganda and RELON member organizations who are engaged under the project. 

Criteria for evaluation may include, but are not limited to:

  •  Concept demonstrates adaptive activities in the event of conflicts or health pandemics to address context-specific education gaps (aligned with the GFS project scope).
  • The emerging need (s) or issue is education-related and requires urgent mitigation and/or solution, which cannot be covered by other funding sources, and can be completed in a short timeframe.
  • Although the funding will be activated in response to unanticipated events, strategic activities that increase the likelihood of success in the other grant mechanisms and Pillar 2 in general will be prioritized.
  • Cost-effectiveness, effectiveness (financial, management, and technical capacity of grantee to implement, reach), and the anticipated impact will be considered.

Scope and focus of the call for proposals

Thematic area: Mitigating any threats towards achieving gender responsive education outcomes in Uganda.

This response grants provide small, flexible grants to implement new adaptive activities in response to unforeseen events in project locations, such as and including localized conflict outbreaks, flooding, sudden population displacement or disease outbreaks (COVID, Ebola, etc.). They are envisaged to be quick, of short duration, and serve as a crisis modifier to facilitate the use of adaptive and responsive approaches to emerging challenges. Responsive projects or actions funded by this grant will primarily focus on strengthening gender-responsive education programming for refugee and host community children and youth and will have a maximum duration of up to one year. Specifically, each grant will support CBOs that are in the best position to address context-specific education issues and needs that emerge as a result of unforeseen events. Response grants will be open to only the partners under the GFS project and the network members (including WROs)engaged by RELON who were trained on CAT and are also engaged by WCC.

Proposal Design

A focus on responding quickly to emerging threats and challenges to education in order to strengthen gender-responsive education programming for refugee and host community children and youth within the applications is required as part of the proposal design, methodology, and dissemination plan. The proposals should outline to responses aimed at mitigating the impact of threats and providing lifesaving services to women, girls and other hard-to reach groups. Furthermore, strategies and activities tailoring the response to engage these groups should be clearly described in the applications.   The exploratory ideas to be supported under this RFA must include primary and secondary audiences with a clear sample size and geographical locations/knowledge sources, and adhere to the highest ethical standards.

The proposals should follow the attached proposal template, which provides section-by-section scoring details. Proposing a project duration beyond the maximum duration specified below may result in negative scoring of the application. Applications beyond the thematic scope of this RFA will not be considered. In order for applications to qualify for the screening process, applicants must strictly comply with the application templates and guiding notes attached in Appendix I.

Grant Fund and Duration - April 2025 – March 2026

The response grants aim to support projects ranging between CAD 15,000 – 60,000. The SMGC will only accept applications for smaller grants of maximum 3-12 months for this cycle. No long-term project applications will be accepted under this grant cycle, although these may be sought in future grant cycles.

This funding will be awarded as grants. We will not award any cooperative agreements. The operating procedures of grant management will be guided under the policy purview of SPO  and Oxfam, and will be in line with additional donor requirements of GAC.   

Deadlines, Multiple Applications, and Geographic Focus

The deadline for this RFA is 1st April 2025 to 30th April  2025 Grant applications will undergo a thorough review process and grants will be awarded in May 2025. Short-term proposals (of 3-12 months) with realistic and achievable actions and results within this time period are critical, as time extensions are unlikely for this grant cycle.

Applicants may submit only one grant application at a time. If a grant application is not successful, the applicant may submit a subsequent application in the next grant cycle when announced. In addition, each organization or entity can only be awarded a maximum of two grants during the Geared for Success project. Multiple grants (above two) to the same applicant will not be awarded.

GFS will support grant projects in Yumbe, Terego and Obongi districts, in the refugee settlements and host communities of Bidibidi, Imvepi and Palorinya respectively.

The contract will be awarded to organizations following internal review and approvals, including negotiations if necessary. The organization may be required to provide additional information and/or amend its proposal. The aim is to reach an agreement on all points for contracting. The selected organization/individual applicant(s) is expected to commence the assignment on the date and at the location as specified in the Terms of Reference (TOR).

Negotiations will include a discussion on the proposed methodology, staffing, costing, any suggestions made by the organization(s)/individuals to improve the application. OiP and the applicant will then work out the final application, staffing, logistics, and reporting. 2.    Background of the project

According to Uganda Bureau of Statistics - National Household survey report (2019-2020), 28% of the children in Uganda are involved in child labour. It is estimated that about 51 per cent of these children work under hazardous conditions that are considered illegal, and extremely exploitative to their health and well-being. The district education officers reported that most children dropped out of school due to poverty and parents and guardians are unable to provide the necessary school requirements. It is estimated that over 10,000 children are involved in mining in Karamoja Sub region and 58% are girls. Lower-level administrators and grass-root CSO’s are unable to prevent child labour because they are unaware of the laws and policies that prohibit child labour. 
Despite lower-level administrators and grass-root CSO’s having the advantage of understanding local issues, they are unable to adequately respond to the child labour problem. This is because they lack the necessary skills to identify child protection issues, plan, and budget and manage child protection violations. They also operate on a very limited budget, which does not allow them to respond to the child rights violations in their communities.

Oxfam in Uganda in partnership with Resource Rights Africa and the Education Advocacy Network are implementing a 3-year initiative in a bid to reduce child labour among mining communities in the Karamoja sub-region.
The European Union-funded project will adopt a human rights approach to promote gender mainstreaming through puppet theatres and the innovative GALS Methodology with the aim to address gender inequalities, social norms, traditions, and cultures that promote children, especially girls, working in the mines to provide for their families.

Impact: To reduce and prevent the worst forms of child labour in the mining communities of the disadvantaged districts of Moroto, Nakapiripirit and Amudat in the Karamoja sub-region.
Outcome 1: Strengthened capacity of key stakeholders to respond to the prevention and reduction of the worst forms of child labour in the mining communities of Moroto, Amudat and Nakapiripirit districts.
Outcome 2: Improved institutional, legal and policy environment to address child labour in the targeted mining districts.
Outcome 3: Enhanced access to alternative means of livelihoods of vulnerable parents, guardians and children working in the mining communities of Moroto, Amudat and Nakapiripirit districts.

3.    Rationale and objectives of the assessment
a)    Rationale of the assessment
To effectively measure the impact of this action over time and strengthen the response against child labour in the mines, Oxfam will assess the vulnerabilities of children involved in child labour and capacity of key stakeholders on prevention and reduction of child labour in the mining communities of Moroto, Amudat and Nakapiripirit in the Karamoja region. The vulnerability assessment seeks to understand the nature and scope of child labour in the target communities through the profiling or identification of children involved in labour in the mining sites, the most affected victims of child labour, establish and document root causes driving children into working in the mines. This assessment’s findings will be used to design appropriate actions to prevent and respond to child labour.
Conversely, the assessment of key stakeholders’ capacity seeks to identify possible gaps in project management, advocacy, coordination, and needs assessment for selected local government departments like District Education Office, local CSOs, Local councils, Community Child Labour Committees (CCLCs), and Child Protection Committees. This exercise will inform the capacity-building sessions for the lower-level administrators and grass-root CSOs with the aim of strengthening the response against child labour in the mines.

The overall objective is to assess the vulnerabilities of children involved in child labour and the capacity of key stakeholders on the prevention and reduction of child labour in the mining communities of Moroto, Amudat and Nakapiripirit..

  • To ascertain the most affected victims of child labour, establish and document the root causes driving children into working in the mines.

Technical Scope:
The successful consultant will be expected to carry out the following tasks:
•    Identify the number of children involved in labour in the mining sites
•    Ascertain the most affected victims of child labour
•    Establish and document the root causes driving children into working in the mines.
•    Provide baseline values for key indicators which are key for measuring the impact of this action over time.
•    Understand the nature and scope of child labour in the target communities
•    Propose appropriate actions to prevent and respond to child labour in the mining sites located in Moroto, Amudat and Nakapiripirit districts. 
•    Identify possible gaps in project management, advocacy, coordination, and needs assessment for target groups particularly selected local government departments like District Education Office, local CSOs, Local councils, CCLCs, Child Protection Committees
•    Propose capacity-building sessions for lower-level administrators and grassroots CSOs, which will aim at strengthening the response against child labour in the mines.

Geographical Scope: 
The assessment will be conducted in Uganda, with a focus in the mining districts of Moroto, Amudat and Nakapiripirit in the Karamoja region. It will also target selected local government departments like the District Education Office, District Community Based Services department, local CSOs, Local councils, CCLCs and Child Protection Committees.

Time Scope:
This consultancy is expected to be completed within 3 weeks from the contract signing date in March 2025.

5.    Methodology
This assessment will employ participatory, systemic and innovative approaches to ensure inclusive stakeholder engagement, rigorous data collection and analysis. A mixed approach of both quantitative and qualitative methods including but not limited to surveys, key informant interviews, focus group discussions and document reviews will be adopted. 
The sampling approach of this assessment will be purposive to ensure representation from key stakeholders and guided by the principles of inclusivity, diversity, and representation, where voices from marginalized and vulnerable groups are adequately captured.

Ethical Considerations (Ethics and Consent) will include:
•    Uphold ethical and humanitarian standards throughout this process, guided by the principle of "Do No Harm."
•    Ensure informed consent, confidentiality, and privacy of participants, especially when collecting sensitive or personal information

6.    Expected Outputs/Deliverables.
•    Inception report including proposed data collection tools. The assessment will continue only upon approval of the inception report
•    Draft assessment report and a power point presentation with findings to be reviewed by stakeholders (Oxfam, EAN & RRA staff).
•    Final assessment report after consolidating feedback from the review of the draft assessment report. Report specifications include Standard cover sheet; Executive summary; Description of objectives, Methods and limitations; Study findings, Conclusions and recommendations,
•    Presentation with practical actions to prevent and respond to child labour in the mining sites and capacity building sessions for the lower-level administrators and grass-root CSOs.

Note: All clean dataset(s), transcriptions, PITT and other materials MUST be handed over to Oxfam in Uganda.

7.    Timeframe and estimated working days.
This assessment will be conducted for a period of 20 days from the date of signing the contract.

8.    Qualification and experience of the consultant/team

Oxfam in Uganda seeks to engage the services of qualified and experienced consultants with the following qualifications and experience to deliver this assessment: 

  • Fully qualified and experienced with a background in Education, Energy and Extractives, Social Sciences, Statistics, Development Studies and Capacity Assessments or any related fields. A Masters’ degree in these or any related fields is preferred.
  • Previous experience working in the above-mentioned locations: Preference may be given to consultants or teams with previous experience working in the Karamoja sub region.
  • Knowledge & impact measurement: An expert in organizing, synthesizing, and disseminating information generated throughout this assessment process, designing, development and implementation of M&E frameworks.
  • Minimum 5 years’ experience in assessments/evaluations/research in both humanitarian and development contexts and international NGOs.
  • Proven skills and experience in quantitative and qualitative methodology with participatory approaches.

  • Excellent communication skills with experience in conducting and facilitating stakeholder consultations particularly, with local government officials, local leaders and CSOs.

    9.    Supervision/management of the assignment
    This consultancy will be supervised and coordinated by the MEAL Officer. The consultancy team will report to the Education Project Coordinator who directs this action in terms of information requirements, backstopping and corrective actions. The consultant will be responsible for planning the activities in a timely manner.

    10.    Payment
    The consultant/team will be paid in accordance with Oxfam consulting policy which stipulates 30% upon submission and approval of the inception report and 70% upon successful completion and acceptance of the final deliverables. The professional fee shall be subject to a 6 % withholding Tax deduction for local consultancies.

    11.    Mode of Submission
    Firms or consultants who meet or exceed the requirements should submit their technical and financial proposals as follows.

  • A technical proposal explaining, their comprehension of the ToR, and how they would approach this.
  • A financial proposal outlining their expected fees, costs of transport, and meals.
  • Experience in similar assignments.
