CONTEXT:
There is a need for stronger and more certain revenue flows for the government to meet its expenditure needs and encourage foreign investment. This calls for a commitment to a prudent and sound financing plan to give confidence and certainty to the country.
Revenue mobilisation strategies are prudent for the sustainable development of Uganda's economy. Efforts have been made to increase Uganda's domestic revenue majorly through improved tax policy in Uganda, however, revenue mobilisation remains a challenge.
This is partly attributed to the low tax base linked to low service delivery, a large informal sector, high tax administrative costs and governance and accountability challenges. Local revenue sources are Low and vary according to location.
These are insufficient to manage the ever-increasing expenditure demands for service delivery. Governance and accountability are low, with limited transparency, especially in oil and gas and mineral-rich districts like Buliisa and Tororo.
With financial support from NORAD, Oxfam in Uganda, in partnership with SEATINI Uganda, CBTP, KAWIDA, and Osukuru United Women's Network, will implement a "Tax for Development Project" in Buliisa and Tororo districts and the national level. The 3-year project will strengthen the capacity of civil society and investigative journalists to advocate for fiscal justice to enhance the financing of priority social sectors and contribute to the achievement of the Sustainable Development Goals (SDGs) in Uganda.
PROJECT AIM:
Support the government to pursue fiscal justice by rapidly increasing progressive and gender-sensitive domestic resource mobilisation to expand investments in achieving SDGs.
