INVITATION FOR BIDS - ODUBU WATER SUPPLY SYSTEM

Oxfam in Uganda invites sealed bids from eligible and qualified bidders for admeasurement Contract TD 20/ 001 / ARU-UG for Construction of Odubu and Wanyange Water Supply System in Rhino settlement and Host Community in Madi Okollo District.

Bidding will be conducted through the National Competitive Bidding (NCB) procedure specified in the KFW Procurement Guidelines (Guidelines for the Procurement of Consulting Services, Works, Plant, Goods and Non-Consulting Services in Financial Cooperation with Partner Countries, January 2019), and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

  • Interested eligible bidders may obtain further information from Oxfam Uganda and inspect the Bidding Documents at the address given below from 09.00 – 12.00 hours and 14:00 to 16.00 hours East African Time from Monday to Friday.
  • A complete set soft copy of Bidding Documents in English may be obtained by interested bidders through email requests from the address below or downloaded from this page.
  • Bids (Qualifications and Bid filled forms in two separate sealed and marked envelopes) must be delivered and received in hard copies, sealed to the address below on or before 30th June 2020 at 14:00 Hours East Africa Time. Electronic bidding shall not be permitted. Late bids will be rejected. Qualification documents envelop shall be opened physically, immediately after the bid submission deadline, in the presence of the bidders or the bidders’ representatives who choose to attend in person, at the same location as for bid submission.

  • The date of financial bids opening (Bid) shall be informed in writing to successful qualified bidders by the Employer.
  • All bids shall be accompanied by a signed and stamped Bid Securing Declaration, Declaration of Undertaking in the format provided in Section I and X of the bidding documents, other documents in accordance with ITB 11, and one (1) digital copy in a flash drive of the BOQ in Excel format (DOWNLOAD BoQ AND PUMP SPECIFICATIONS HERE).
  • A Pre-Bid meeting shall take place on the following date, time, and place, interested parties are advised to attend:

                      Date: 5th .06.2020

                      Time: 10:00am to 4:00pm

                      Place: Odubu, Wanyange site

  • Site visits are compulsory. Bidders are encouraged to make arrangements and send representatives to familiarise themselves with the conditions of the site. The Employer representative will be available before the pre-bid meeting for a site visit the same day. However, if the restrictions on COVID-19 prevail, site visits will be waived.
  • Each bidder who participates in the pre-bid site visit and meeting should ensure they obtain a signed site visit certificate from Oxfam. Copy of the certificate should be submitted together with the bid. Pre-bid meeting and site visit attendance isn’t compulsory and evidence shall be provided with the bid.

Bidders are encouraged to submit their written questions or request for clarifications at least one (1) week before the date of the pre-bid meeting, to the email ugandalogistics@oxfam.org.

Bids shall be valid for a bid period of 120 days after Bid Opening mentioned above.

Bidders who wish to peruse the hard copy of the (FIDIC) Short Form of Contract first edition 1999 can visit Oxfam Uganda offices during working hours Monday to Friday from 9 am to 4 pm. For copyright reasons, this is not included in the bid document but will be included in the signed contract with the winning bidder.
